شيوع النزعة تحت الوطنية

الوطنية في أحد تعريفاتها: هي المفاخرة بالثقافة والإنجازات الاقتصادية والعسكرية والعادات والتقاليد، وتغليبها على الخلافات الثنائية عندما تبرز، كالخلافات الدينية أو العشائرية أو الجهوية (الولاء لجهة أو إقليم أو مدينة)، والتسامح في حل مثل تلك الخلافات لصالح الوطن.

والولاء هو التفاني الإرادي العملي المستمر، من قِبل فرد ما، تجاه قضية معينة . يعرف منها ما ينبغي أن يكون، وما ينبغي أن يقوم به من الأفعال. والولاء ضروري، لأنه يقضي على حالة التردد والحيرة الأخلاقية، ويحقق به الفرد الخير لنفسه... فالفرد لا يستمد خيره من الخارج، ولا يعرف واجبه منه، ودائما ما يلجأ الى الداخل، لاستشارة إرادته العاقلة.

حسناً، لو افترضنا أنه توجد مدرسة ثانوية، وكان بها من مُدرسي الرياضيات والفيزياء والأحياء واللغة الخ، فإنه في الأوضاع الطبيعية والصحية، أن سيؤدي كل مُدرس وظيفته ليجعل التلاميذ متفوقين، ولن يُنصب مُدرس الفيزياء مثلاً زميله مدرس الجغرافيا (آخراً) لينال منه أو يعيق نشاطه، فهما بالوضع الطبيعي سيتفاخرون بنسبة المتفوقين من مدرستهم على صعيد المدينة أو البلاد. هذا على افتراض أن هيئة التدريس تمثل قيادة المدرسة، كما تمثل الحكومة قيادة البلاد، وعلى افتراض أن التلاميذ هم بمثابة الشعب بالنسبة للدولة.

سيتسابق التلاميذ عند استواء الأمور وصلاحية المعلمين على الاجتهاد وتحصيل أفضل الدرجات، لكن في حالة تلاعب المعلمين في إعطاء العلامات وتقاعسهم عن تطوير أنفسهم، فإن عدم الرضا سيسود أوساط التلاميذ ويصبح الغش هو المفضل، وبالتالي فإن المدرسة لن تكون من المدارس المتفوقة في البلاد، وستُحرم من المفاخرة بإنجازاتها..

النزوع نحو الهوية فوق الوطنية

بحالات قوة البلاد، التي تقاس عادة كما عرفها إسماعيل مقلد بأنها (المقدرة في التأثير على السلوك في الدول الأخرى، بالكيفية التي تخدم أهداف الدولة المالكة لها؛ ومن غير ذلك، قد تكون الدولة غنية أو كبيرة أو عظيمة ولكنها ليست قوية)*1. ويدخل في عناصر قوة الدولة مساحتها وعدد سكانها وما لديها من أسلحة واقتصادها ومياهها وعدد براءات الاختراع السنوية لها وميزانها التجاري الخ. وفي هذه الحالة فإن الدولة ومواطنيها تظهر لديهم ما يُسمى بالنزوع للهوية ما فوق الوطنية، أي تهتم بالوحدة مع أقطار قريبة أو بعيدة تتشابه معها في أكثر من عنصر، وتشكل كنفدرالية كبرى (كالولايات المتحدة) أو فدرالية كالاتحاد الروسي، أو تعمل تنسيقاً وحدوياً كحالة الاتحاد الأوروبي، أو تلجأ الى أحلاف عسكرية واقتصادية...

في حالات التوجه نحو الهوية فوق الوطنية، فإن ذلك يرافقه سيلٌ من الضخ الثقافي والفكري والإعلامي تقوده أحزاب وجمعيات فكرية تُحشد لزرع ثقافة موازية لهذا التوجه.

قد يقول قائل: لقد ظهر مثل ذلك الجهد الأيديولوجي في بلداننا، فقامت هيئات حزبية بالتبشير بالوحدة العربية أو الإسلامية، ولكنها فشلت. نعم ستفشل.. فالحالة عندنا شبيهة بحالة كراهية أستاذ الكيمياء لأستاذ الرياضيات في المدرسة (النموذج الفاشل)، فالتيارات الفكرية في بلداننا تتضاد مع بعضها البعض ولا تتفق على مفهوم الوطن لا حدوداً ولا شكلاً ولا صيغة حكم. في حين لم نلحظ في الكيان الصهيوني أو الولايات المتحدة أو أوروبا أنه إذا استلم حزبٌ ما الحكم فإن اختلافاً ما في السياسات الوطنية أو ما فوق الوطنية سيظهر.

تراجع الوطنية عندنا الى ما تحت الوطنية

بعد مشاهد ما أُطلق عليه اسم (الربيع العربي)، فإن انخداع البعض بانصهار جميع أفراد الشعب تحت (الهوية الوطنية)، سرعان ما تبدد. نعم، كانت الحشود تبدو كجماعة ضخمة، ولكن ضخامتها لا تختلف عن ركاب حافلة اتجهوا الى مدينة ما، كل راكب له غرضه الذي استقل الحافلة من أجله..

سرعان ما يتجه عناصر الحشد الى نسبة ذلك الإنجاز (فيما لو تم) لنفسه، وقد تظهر فكرة المحاصصة الإقليمية أو الحزبية أو الطائفية أو الجهوية، وكلها بالتالي تنذر بنكوصٍ الى ما (تحت الوطنية). ولو بحثنا عن السبب فإننا نجده مزروعاً في التيارات الفكرية التي تمهد الى تغييرات حقيقية.
