النظافة سلوك جضاري

السلام عليكم ورحمة الله
لقد جاء في موقع ويكيليكس من تسريبات حول النظافة في الجزائر العام الماضي
لكن الاهتمام بهذا الجانب بعود الى زمن بعيد ولم يحقق اهدافه فأين المشكل؟
يعود الاهتمام بالحفاظ على النظافة الى الستينات من القرن الماضي حيث انتشرت وسائل الاعلام المختلفة في نشر برامج التوعية العامة بالنظافة في كافة أنحاء الجمهورية ومنها المدن الكبري مثل العاصمة وقسنطينة ووهران وورقلة .. ...بالخصوص التي مازالت بحاجة الى طاقات هائلة لتنظيفها باستثناء شوارع محددة قليلة اهتم بها سكانها بصورة كبيرة؛ فمن يتمشى في الازقة والشوارع الفرعية يتساءل عن دور النظافة وسكان الحي ما دورهم؛ تظهر بحالة مزرية اصبحت مبعثاً للبعوض الذي يتسلل الى المنازل ناقلاً الامراض والأوبئة التي تصيب البشر بالعديد من الامراض نتيجة عدم اهتمام المواطنين بالنظافة بوضع القمامة في اكياس مخصصة تكتم الروائح الكريهه المنبعثة منها.. ما يريده كل جزائري بل كل انسان محب لبلده هو أن يرى مدينته نظيفة خالية من المخلفات التي تتراكم في الشوارع والازقة والاحياء السكنية.. ناتجة من الاهمال المستمر الذي يتسببه المواطنون تجاه المدينة والنظافة التي تعتبر حجر أساس للتقدم الحضاري الذي تنطلق منه المجتمعات في كل الظروف تمثل القوة الكبرى في البناء المتماسك والمترابط مستنداً بذلك الى قوة المسؤولية الاجتماعية عند كل مواطن والخروج من قوقعة الحياة البدائية المتخلفة الى عالم المدينة العصرية الحديثة. ما يقوم به عمال النظافة ليس بالامر السهل الخفيف فهم يبذلون قصارى جهدهم في التقاط ما خلفه المواطنون من نفايات مختلفة مقابل مرتبات زهيدة يتقاضونها؛ فهم يمرون من امام المنازل بعربات خاصة لجمع القمامة من المنازل ومع ذلك فان كثيراً من المواطنين لا يبدون من اهتمامهم في جمع المخلفات بصورة أنيقة فالبعض يضعها بجوار منزله مكشوفة وليس في مكانها المخصص وآخر يرسل اطفاله وراء عربة جمع القمامة يجرون أكياساً كبيرة.. والآخر لا يقدر التعب الذي يعانيه هؤلاء العمال الذين يعملون ساعات كثيرة في اليوم تاركاً وراءه بعض الغرور واللامبالاة وكأن العمال ملزمون بتنظيف المنزل والحوش والشارع.. ان التطور الذي حدث في بعض دول العالم لم يكن قفزات سريعة غير محسوبة وانما كان تدريجياً بأسلوب متزن قائم على المشاركة الجماهيرية في بناء بلدانهم بعيداً عن استيراد النماذج الجاهزة من خبرات الدول الاخرى؛ فهذه المعضلة لا تحتاج الى خبرات خاصة إنما تبدأ بالنظافة الشخصية داخل البيت المتزن والمسيطر على تصرفاته ومن ثم تتوسع الى ن تشمل الحي كله وذلك بالتكاتف والتعاون ووضع القمامة في اماكن محددة لياخذها عمال النظافة الى خارج المدينة دون أن يتركوا لها أثراً كي لا تجعل المكان مجمع الطفيليات التي تؤثر على صحة الانسان؛ أليس حرياً بنا ان نهتم بنظافة المدينةعلى أقل تقدير..؟ لا يمكن لاي مجتمع من المجتمعات ان يدرك غايته اذا لم يعمل يداً بيد سوياً في التعاون مع عمال النظافة الذين نمتن لهم بالشيء الكثير من الجميل فهم مثلنا لهم احاسيس وطموحات.. ويحتاجون للراحة فلماذا لا نوفر عنهم عناءً كثيراً بالتعاون من الجميع؟ ان ادراك الجميع وشعورهم بالمسؤولية ينتج عنه ارادة قوية وعزم متواصل في الحفاظ على جمال ورونق المدينة وابقائها نظيفة وانيقة.. فلماذا لم ننضج بعد؟ هل نحن منتظرون من ياخذ بأيدينا الى مرحلة البناء والتقدم والازدهار؟ كل ما تحتاجه هو النظافة والاهتمام بل وتنظيم أنفسنا لنجعلها تظهر بصورة راقية حضارية ومن ثم تعد لتجذب اليها الزوار وتفتح المجال امام الوافدين بصورة كبيرة فينتعش الاقتصاد الوطني والثقافة المتنوعة التي تنقلنا الى مجتمع مدني متحضر ليس غريباً ان تصبح بلدنا نظيفة معمرة وجذابة فهي بوابة افريقيا نريدها أن تصبح ثمرة حقيقية مثل بعض دول العالم المتحضر التي اهتم بها اهلها في سنوات قليلة وتصبح على نهضة حضارية تعيشها اليوم منفتحة على ما في العالم من ثقافات جاعلة ارضها ساحة واسعة ومسرحاً مفتوحاً لاستقطاب السياحة العالمية ويتمثل ذلك في قبول الآخر لنا والدعوة للتحاور معنا وانعاش مجال الاستثمار السياحي في أرجاء الوطن العريق..
