انتخب المجلس الوطني التأسيسي التونسي زعيم حزب المؤتمر من أجل الجمهورية المنصف المرزوقي رئيسا للبلاد، ليكون أول رئيس منتخب لتونس بعد نجاح الثورة التي أطاحت بنظام الرئيس المخلوع زين العابدين بن علي.
وفاز المرزوقي (66 عاما) -المدعوم من ائتلاف الأغلبية بالمجلس- بأغلبية 153 صوتا مقابل ثلاثة ضده، فيما وضعت 44 ورقة بيضاء في صندوق الاقتراع وتحفظ اثنان عن التصويت. وشارك في عملية التصويت 202 نائبا من مجموع أعضاء المجلس البالغ عددهم 217 عضوا.
وخاطب الرئيس الجديد الجلسة بعد انتخابه قائلا إنه يقدر هذه الثقة وهو واع لما ستكلفه، وقال للذين امتنعوا عن التصويت "رسالتكم وصلت وستجد مني كل الاهتمام، والديمقراطية تستوعب الجميع".
وكان ائتلاف الأغلبية الثلاثي داخل المجلس المكون من حركة النهضة ذات التوجه الإسلامي (89 مقعدا)، وحزب المؤتمر من أجل الجمهورية (يسار قومي29 مقعدا)، والتكتل الديمقراطي من أجل العمل والحريات (يسار وسط 20 مقعدا)، اتفق على ترشيح المرزوقي للمنصب. ويملك الائتلاف الثلاثي أغلبية مريحة داخل المجلس في الوقت الذي يتطلب انتخاب الرئيس فقط أغلبية مطلقة (50%+1).

وقد ترشح للمنصب إلى جانب المرزوقي تسعة مرشحين، رُفض ثمانية منهم لعدم حصول كل منهم على تزكية 15 نائبا وفق الإجراءات المعمول بها، ورفض ملف واحد لعدم بلوغ المرشح السن القانونية، والملف الوحيد الذي قبل هو ملف المرزوقي لاستيفائه جميع الشروط.
ووصفت المعارضة في وقت سابق عملية الانتخاب بأنها ستكون صورية، وأعلن ممثلوها في البرلمان أنهم سيمتنعون عن التصويت ولن يرشحوا أحدا للمنصب.
وجاء انتخاب المرزوقي بعد تصديق المجلس التأسيسي على قانون التنظيم المؤقت للسلطات العمومية أمس الذي سيسمح بإدارة شؤون الحكم في الفترة القادمة، وتوزيع صلاحيات السلطات التنفيذية التشريعية والقضائية.
وكان رئيس المجلس الوطني التأسيسي مصطفى بن جعفر أعلن الأسبوع الماضي فتح باب الترشح لمنصب رئيس الجمهورية، وفق الشروط التي حددها الفصلان الثامن والتاسع من "القانون التأسيسي المتعلق بالتنظيم المؤقت للسلطة العمومية".
ونص الفصلان بالخصوص على شرط أن يكون رئيس الجمهورية "تونسيا مسلما غير حامل لجنسية أخرى، مولودا لأب ولأم تونسيين بالغا من العمر على الأقل 35 سنة"، وعلى أن يختار المجلس الرئيس "بالانتخاب السري بالأغلبية المطلقة من أعضائه من بين مرشحين يقوم بترشيح كل منهم 15 عضوا على الأقل من المجلس الوطني التأسيسي".
والمرزوقي معارض تاريخي لنظام بن علي، وأعلن نيته الترشح لرئاسة الجمهورية لدى وصوله تونس بعد يومين من سقوط نظام بن علي وفراره إلى تونس.
وبعد أداء رئيس الجمهورية الجديد للقسم وتنصيبه رسميا سيقوم بتعيين رئيس للحكومة وتكليفه بتشكيل الحكومة الجديدة، ويتوقع أن يتم ذلك خلال الأسبوع.

ووفق الاتفاق بين الأغلبية فإن الأمين العام لحزب النهضة حمادي الجبالي هو من سيتولى رئاسة الحكومة، وسيقوم بعرضها على المجلس التأسيسي لنيل الثقة.
