متى نقرأ الجريدة؟؟

السلام عليكم
الجريدة ...
من يقرأها في الجزائر؟؟
لاحظت أن قراْة الجريدة مرتبط أساسا بوقت العمل لدى الموظفين...
فلا يخلوا مكتب في البلدية أو الدائرة أو أي إدارة عمومية من جميع الجرائد اليومية ...
فالموظف يطلعك على كل خبر بكل دقة ...
و السؤال..
مادام هذا الموظف قد قرأ هذا الكم الهائل من الأخبار فمتى يشتغل؟؟
وما مردوده في عمله؟
إن الأزمة عندنا نحن الجزائريين أننا خلطنا كل شيء .
و بدل أداء الواجبات في العمل و قراءة الجريدة في مكان غيره صارت الجريدة أداة للتسلية أثناء العمل....
و الدليل هو سحب الجرائد في العطلة الأسبوعية و العطل عموما...
فلو صدر قانون يمنع إدخال الجريدة الى مكان العمل عندها هل ستبقى الجرائد تصدر في الجزائر؟؟؟

هذه ظاهرة من الظواهر وخاصّة من خوّاص الموظف الجزائري إلا من رحم ربّي...فوقت العمل يُقضى في قراءة الجريدة، والعمال هم أكثر من يقرأ الجرائد كما تفضلت وهذه مفارقة عجيبة وغريبة...
ما أفهمه أنا إلى غاية الآن هو أن الموظف قارئ الجريدة إما أنه يقضي زمن عمله متصفحا،و إما أنه يقضيه في شغله...أما كلاهما فهذا ما أستبعده...

هذه ظاهرة من الظواهر وخاصّة من خوّاص الموظف الجزائري إلا من رحم ربّي...فوقت العمل يُقضى في قراءة الجريدة، والعمال هم أكثر من يقرأ الجرائد كما تفضلت وهذه مفارقة عجيبة وغريبة...
ما أفهمه أنا إلى غاية الآن هو أن الموظف قارئ الجريدة إما أنه يقضي زمن عمله متصفحا،و إما أنه يقضيه في شغله...أما كلاهما فهذا ما أستبعده...


أكثر من هذا أعرف موظفين يتفقون على شراء الجرائد المختلفة (بدون تسمية) ليتم التبادل أثناء الدوام....وتصور موظف يقرأ ثلاث جرائد في اليوم مع حل الكلمات السهمية(لأن الكلمات المتقاطعة صارت صعبة بالنسبة لهم لا أدري السبب )

إن كان العامل يقتطع من وقت عمله المفروض عليه و الّذي يتقاضى عليه أجرا ليقرأ الجريدة
هذا يعني أنّه أدخل شُبهة و حُرمة في ماله

فعلا هي كما قلتي..
هذا تقرير عن الوظيف في الجزائر حسب الخبراء الإقتصاديين:

الجزائريّون يشتغلون 180 دقيقة ويقضون 5 ساعات في الدردشة يوميا
تتجاوز خسائر الخزينة العمومية في الجزائر 1مليار و600 مليون دولار سنويا بسبب الغيابات والعطل المرضية والإضرابات والأعياد الدينية والوطنية والتأخّر عن الوصول إلى العمل والخروج قبل انتهاء فترة الدوام وعطل الأمومة وإجازتي الزواج ومواصلة التعليم العالي، في الوقت الذي يقدّر فيه معدّل عمل الفرد الواحد داخل المؤسّسة بـ 3 ساعات في اليوم من أصل 8 ساعات إجبارية.

و الله يا اخي في الغرب و خصوصا اليابان
يتصفحون الجرائد عبر النت
اقول يتصفحون يعني نضرة سريعة
على عكس الجزائريين الذين يقرؤوها عشرات المرات
لا لشيئ
الا لقتل الوقت على حسب كلامهم

هذا الأمر عميق ومتشعب وأوسط أمره انه يعتمد على دراسة شاملة للمحيط الإجتماعي للمنظمات ومحاولة فهم سلوكيات الموظفين ..
فقد تكون قراءة الجريدة إهدارا للوقت وتضييعا للمصلحة كما تقوله النظرية الفرنسية
كما قد تكون دافعا مهما وحافزا جيدا لزيادة المردودية كما تقوله النظرة الأنجلوساكسونية
في الجزائر ...
قراءة الجريدة هو نوع من أنواع التقليد ..
أو الزكارة ..
المدير يأتي على الساعة العاشرة
والموظف مطالب بأن يكون في مكتبه على الساعة الثامنة ..
فلا أقل من أن يقتل ساعتين في قراءة الجريدة ومناقشة الاحداث مع زملائه
وبعدها ..
يمكنه العمل ..
ربما لساعة أو ساعة ونصف ..
ثمّ ..
إستراحة (pose café) ..
أو (break time) ..
مكالمة هاتفية ..
بعدها .. الريستو
وقد علمت بعد تجربتي المتواضعة في المنظمات
أنّ ..
عدم حظر قراءة الجريدة .. في الجزائر
أحسن لمعامل المردودية
من منع قراءتها ..
فنحن ..
شعب ..
متمرد بطبعه ..
يرفض الإنصياع ..
حتى في القصص الشعبية والموروث الثقافي ..
الزكارة .. هي العنوان
أعطيني يدّك .. لالا
هاك يدّي .. إيه
الجريدة ..
عامل تحفيز رائع
فمن يخلص بساعتي عمل صافيتين في الفترة الصباحية
وساعة صافية في المسائية
هو موظف ملتزم
يؤدي عمكله بجدية
ويكره قراءة الجريدة في المكتب
وحميع الموظفين ليس لديهم وقت
فهم مشغولون
وإن سالتهم عن الأحداث العالمية
لما وجدت احسن منهم
ومع هذا ..
فالشركات الجزائرية تقاوم عوامل الفناء
وترفع تحديات الواقع المتغير

لا دراسة وتخطيط
