ذكرت صحيفة أميركية أن حلف شمال الأطلسي (ناتو) دأب على إنكار سقوط ضحايا مدنيين في الهجمات الجوية التي شنتها طائراته الحربية على مواقع في عدة مناطق ليبية إبان حملته العسكرية التي ساهمت في الإطاحة بنظام العقيد معمر القذافي.
وأشارت نيويورك تايمز الأميركية في عددها الصادر اليوم الأحد إلى أن التحريات الميدانية التي أجرتها في المواقع التي تعرضت لضربات الناتو الجوية في طول البلاد وعرضها كشفت عن سقوط العشرات من الضحايا المدنيين.
وقالت إن روايات وصفتها بالموثوقة لناجين وأطباء وشهود عيان تؤكد أن عشرات الضحايا، من بينهم 29 امرأة وطفلا على الأقل، قُتلوا عندما سقطت قنابل الناتو على رؤوسهم وهم نيام في بيوتهم.
وبالجملة فإن ما لا يقل عن أربعين مدنيا وربما أكثر من سبعين مدنيا لقوا حتفهم بنيران حلف الناتو في ليبيا.
وعلى الرغم من أن تلك الأرقام ليست كبيرة مقارنة بما يحدث في النزاعات الأخرى التي تعتمد القوى الغربية فيها على الضربة الجوية اعتمادا كبيرا، علاوة على أنها أقل مما ورد في إحصائيات حكومة القذافي عن الضحايا والتي تميزت بالمبالغة، إلا أنها تظل غير وافية بحسب نيويورك تايمز.
ومع ذلك –تضيف الصحيفة- فقد ظل حلف الناتو يرفض الاعتراف بسقوط ضحايا بين المدنيين أو فتح تحقيق بشأن ذلك.
وقد درج الحلف في البيانات التي ظل يصدرها إبان الحرب وعقب انتهاء طلعاته الجوية في 31 أكتوبرعلى تصوير عملياته في ليبيا على أنها خلت من الأخطاء، وأنها حرب جوية نموذجية استخدمت فيها التكنولوجيا العالية، واتسمت بالتخطيط الدقيق وضبط النفس لحماية المدنيين من هجمات كتائب القذافي.
وأعادت الصحيفة إلى الأذهان التصريح الذي أدلى به الأمين العام لحلف الناتو أندرس فوغ راسموسن في نوفمبرالماضي حيث قال إنهم شنوا الحملة العسكرية بحرص شديد دون سقوط ضحايا بين المدنيين.
وبعد أسبوعين من تلقيه مذكرة من 27 صفحة من صحيفة نيويورك تايمز تحوي تفاصيل عريضة عن تسع هجمات منفصلة أشارت الأدلة إلى أن طائرات الحلف قتلت أو جرحت مدنيين على نحو غير متعمد، عدَّل الناتو من موقفه.
وأعربت المتحدثة باسم قيادة حلف شمال الأطلسي في بروكسل، أوانا لونغيسكو عن أسف الناتو "العميق" على أي خسائر في الأرواح.
غير أن الحلف أحال مسؤولية إجراء تحريات في الأمر إلى المجلس الوطني الانتقالي في ليبيا، الذي أبدى قادته عدم اهتمام بالتحقيق في أخطاء الناتو.
