كارثة::السكنات الترقوية بـ 40 ألف دينار للمتر المربع ابتداء من اليوم

قرّرت الحكومة إلغاء صيغة البيع بالوحدة للسكنات العقارية المدعمة واستبدالها بصيغة البيع بالمتر، محدّدة تسعيرة المتر الواحد بـ 40 ألف دينار لأول مرة عبر كافة التراب الوطني، مع العلم أن سعرها كان يحدّد سابقا بـ 250 مليون سنتيم بالولايات الداخلية و280 مليون سنتيم بالعاصمة.
كشف نور الدين موسى، وزير السكن والعمران، أمس، عن ارتفاع قيمة السكن الترقوي المدعم إلى مبلغ 40 ألف دينار للمتر المربع، بداية من تاريخ اليوم، مشيرا إلى أن المرقي العقاري ملزم بداية من نفس التاريخ بتسيير المساحات المشتركة لمدة سنتين بداية من تاريخ بيع آخر وحدة في العمارة، بالإضافة إلى إلزامه بنظافة الحي، موضحا أن ارتفاع الأسعار لم يأت صدفة، بل لأن السكنات ستزود بتقنيات جديدة ومعايير عالمية، مشيرا إلى أن المرقي العقاري لا يتدخل في رفع الأسعار بل السعر خاضع لأحكام القانون والدولة هي الوحيدة التي حددته. وتابع قائلا إن القانون رقم 11-04 المؤرخ في 17 فيفري 2011 والذي يحدد القواعد التي تنظم نشاط الترقية العقارية يجبر المرقين على تسيير الأحياء التي شيدوها لمدة سنتين كما يلزم صندوق الضمان والكفالة المتبادلة للترقية العقارية بإتمام المشروع في حال توقفه بسبب مشاكل معينة. وكشف موسى، في كلمة ألقاها خلال الدورة العاشرة للجمعية العامة للمرقين العقاريين المنخرطين في صندوق الضمان والكفالة المتبادلة للترقية العقارية عن إنشاء المفتشية العامة للتعمير والبناء بكل فروعها الجهوية بالإضافة إلى تعزيز عدد المستخدمين الإداريين وكذا المنشآت الإدارية على كل المستويات وفي كل المصالح. أما في مجال التأطير، فأشار إلى أن القانون الجديد يعد منعطفا حقيقيا وحاسما في تقنين العلاقات التي تربط المرقي العقاري بالمكتتبين. ورفض الوزير السماح من اليوم فصاعدا بممارسة مهنة الترقية العقارية إلا للأشخاص الذين تتوفر فيهم المؤهلات والذين يحترمون أخلاقيات المهنة، ولهذا ـ يضيف ـ تم اتخاذ بعض التدابير، أهمها إنشاء شهادة الاعتماد والجدول الوطني للمرقين العقاريين والمجلس الأعلى لمهنة المرقي العقاري والسحب المؤقت أو النهائي لشهادة الاعتماد منهم مرتكبو المخالفات وكذا رفع مستوى العقوبات بالنسبة للمرقين المخالفين للقانون.
هذا، ويلزم إدراج ضمان إنهاء الأشغال الخاصة بالمشاريع المنجزة حسب صيغة البيع على التصاميم المرقي العقاري باكتتاب ضمان إنهاء الأشغال لدى صندوق الضمان والكفالة المتبادلة للترقية العقارية بالإضافة إلى الضمان الخاص بالتسبيقات المدفوعة من طرف المكتتبين، وهو ما يعد ـ حسب وزير السكن ـ الحلقة الغائبة في الآلية القديمة والتي غالبا ما كانت سببا في تسجيل تأخر كبير وكذا بعض النزاعات بين المرقي العقاري والمكتتبين في إطار البيع على التصميم، كما عرف عقد البيع على التصاميم عدة تغييرات بهدف توضيح العلاقة بين المرقي والمقتني وتحديد حقوق وواجبات كل منهما لتفادي التجاوزات وبالنسبة لعقد الحجز فيلزم المرقي بتسليم العقار المزمع بناؤه أو الذي هو قيد البناء للشخص الحاجز عند الانتهاء من أشغال الانجاز وهذا مقابل دفع تسبيق من طرف هذا الأخير. وقال نور الدين موسى إن القانون الجديد سيلزم المرقي بالمشاركة في تحسين الإطار المعيشي للمواطن والمساهمة في إيقاظ الحس المدني لديه في التسيير والحفاظ على الحظيرة العقارية.

أخي ما الفرق بين شق مقدرة بــ 280 مليون سنتيم و شقة من ثلاث غرف مساحتها 70 متير مربع بــ 4 ملايين للمتر المربع ..القيمة نفسها بالعكس الشروط الواردة من أن الأجزاء المشتركة المتمثلة في السلالم و المصاعد تدفع من طرف المرقي بالإضافة إلى سنتين من نظافة و ترميم للحي ..شروط اراها واقعية و مفيدة
