روسيا تحرك دعوى دولية ضد الناتو وقتل المدنيين في ليبيا


دعت، أمس الثلاثاء، روسيا المجتمع الدولي إلى ضرورة تحريك تحقيق حول مقتل أزيد من 50 ألف مواطن ليبي في عمليات حلف شمال الأطلسي التي أسقطت نظام العقيد المقتول معمر القذافي، مشيرة إلى أنه يتعين على حلف الناتو التحقيق ذاتيا في الأخبار بأن عدد ضحايا القصف على مدى 7 أشهر في ليبيا، الذي مارسه الحلف تحت شعار “حماية السكان المدنيين”، كان في أقل التقديرات 70 فردا من السكان المسالمين. كما أعلن ذلك فيتالي تشوركين، مندوب روسيا الدائم لدى الأمم المتحدة.
وانتقد السفير الروسي لدى الأمم المتحدة، فيتالي تشوركين، الأمين العام للأمم المتحدة، بان كي مون، لدعمه الضربات الجوية ضد أهداف كانت تابعة للقذافي. وقال تشوركين “نأمل أن يعيد حلف شمال الأطلسي النظر في كل هذه القضية، وأن يقوم بالتحقيق بها”، مضيفا: “للأسف أن حلف شمال الأطلسي اتخذ موقفا دعائيا بزعمه أن الضربات لم توقع ضحايا مدنيين في ليبيا، وهو أمر لا يعقل أولا ثم غير صحيح”، لافتا إلى أنه “من أجل تجنب أي سوء تفاهم، يجب مواجهة هذه المسألة بصراحة وبجدية ويجب التحقيق بها”.
وأعلن قادة حلف شمال الأطلسي أنهم فيما يأسفون لسقوط أي ضحايا مدنيين، ليس لديهم أية أرقام لعدد ضحايا الحملة التي بدأت بعدما اعتمد مجلس الأمن الدولي قرارين في فيفري ومارس بعد فرض عقوبات على القذافي. وامتنعت روسيا والصين والبرازيل والهند وجنوب إفريقيا عن التصويت على القرار الذي أجاز التدخل العسكري لحماية المدنيين، وتقول منذ ذلك الحين إن حلف شمال الأطلسي تجاوز الصلاحيات الواردة في القرارين من أجل إسقاط القذافي عمدا. وهي العمليات التي شنتها بريطانيا وفرنسا والولايات المتحدة وحلفاؤهما والتي أثارت انقساما كبيرا في مجلس الأمن الدولي، حيث ربط بعض معارضي حلف شمال الأطلسي حملة الضربات هذه برفضهم إدانة قمع سوريا للتظاهرات. واعتبر المندوب الروسي “من الوقاحة المفرطة القول للذين دمرت بيوتهم، وقتل أقرباؤهم وتعرضوا أنفسهم إلى إصابات ويعانون من ترسبات الماضي، بأن جيرانهم يعتقدون اأهم تعرضوا للقصف نتيجة تعاطفهم مع القذافي، وهو الأمر الذي لم يحصل”. وأعرب تشوركين عن الأمل في أن “يعود الناتو إلى هذه القضية، ويجري تحقيقا ذاتيا”.
وقال إنه “واثق من أن الأمم المتحدة ستقدم للحلف كل أشكال المساعدة الضرورية لذلك”.
هذا وقد أكد الأمين العام للأمم المتحدة، بان كي مون، في مؤتمر صحفي، أن عملية الناتو العسكرية في ليبيا “جرت ضمن أطر التخويل الذي نص عليه قرار مجلس الأمن الدولي 1973”.
وقال إنه “ناقش هذه القضية مرات مع سكرتير عام الحلف، من أجل استبعاد خرق حقوق الإنسان، ووقوع ضحايا بين السكان المسالمين”. وأضاف: “يبدو لي أننا شهدنا هذا بالذات، وبودي ألا ينشأ سوء فهم في هذه القضية”.
