الجزائر...سنة 2011

تمكّنت الجزائر شعبا وحكومة خلال سنة 2011 من إحباط عديد المخطّطات الأجنبية، وهي المخططات التي أعدّتها قلّة من "أذيال الخارج" في الجزائر بفشلين: الأوّل في جانفي والثاني في أكتوبر.

وإذا كانت سنة 2011 تسمّى بسنة الرّبيع في تونس وليبيا ومصر وسوريا، فهي في الجزائر سنة الشّوط الثاني من الإصلاحات السياسية والتعددية الديمقراطية.

لم تكن بداية سنة 2001 بالجزائر عادية، بل هي سنة المخططات الأجنبية المتربّصة بالجزائر وهي المخططات التي أعدّها العديد من أذيال الخارج، فالبداية كانت بتاريخ 5 جانفي وعلى مدار أسبوع على وقع احتجاجات وأعمال الشّغب ظاهرها التنديد بارتفاع أسعار المواد الاستهلاكية وباطنها تخريب الجزائر، وإن كانت خسائرها باهظة على الخزينة العمومية ولها تداعيات سلبية على شؤون المواطن من خلال إتلاف المنشآت العمومية من مراكز بريد ومؤسّسات تربوية، حيث سُجّل وفاة شخصين وأكثر من 100 جريح، ناهيك عن حرق 36 بناية وخسائر تقارب ملياري دينار ـ حسب حصيلة رسمية لوزارة الداخلية والجماعات المحلية ـ هذه الاحتجاجات التي قادها أصحاب المال "الوسخ"، حسب تعبير الوزير الأول أحمد أويحيى –آنذاك- بسبب الإجراءات الحكومية التي قلّمت أظافر المافيا الاقتصادية بتوطين الاقتصاد الوطني وتدعيم المنتوج المحلّي، حيث سارعت الحكومة إلى كبح هذا المخطّط من خلال عديد الإجراءات لصالح الجبهة الاجتماعية كتدعيم الأسعار وتحسين القدرة الشّرائية للمواطن.

ولم يكتفِ أتباع الخارج بهذا، بل أسّست بعض التنظيمات السياسية والنقابات العمالية التي لا تمثل سوى بضع عشرات من المواطنين ما يعرف بالتنسيقية الوطنية للتغيير التي أرادت تنظيم مسيرات كل سبت لم يستجب لها الجزائريون، والدليل على ذلك طرد الشّباب في العديد من المرات الدكتور سعيد سعدي من حيّ المدنية تارة وساحة الشّهداء تارة أخرى.

وفي الوقت الذي كان عدد من شعوب الدّول العربية يطالب برحيل الدكتاتوريات انتهت في آخر المطاف بإسقاط نظام زين العابدين في تونس وحسني مبارك في مصر وأخيرا العقيد القذافي بليبيا، دخلت الجزائر الشوط الثاني من الديمقراطية والانفتاح السياسي والإعلامي والنقابي الذي شرعت فيه منذ الإصلاحات التي أعقبت دستور 1989، حيث أمر الرّئيس بوتفليقة في اجتماع وزاري خلال شهر فيفري، برفع حالة الطوارئ تتويجًا بمسار السلم والمصالحة الوطنية وعودة الاستقرار، بالإضافة إلى تعديلات في قانون العقوبات ورفع عقوبة السّجن عن الصّحفيين وتحويل سجون المتابعين في قضايا الإرهاب الى محميات أمنية، حددت مدة نزلائها بـ03 أشهر قابلة للتجديد من طرف القضاء إلى جانب فتح الإعلام الثقيل على هموم وانشغالات المواطن.

وأعلن الرئيس بوتفليقة عشية يوم العلم في 15 أفريل، في خطابه خريطة إصلاحات سياسية وتشريعية كاملة، تمثّلت في عزمه على تعديل الدستور ومراجعة قوانين الأحزاب والجمعيات والولاية وحالات التّنافي مع العهدة البرلمانية، وقانون الولاية والإعلام. وهي المشاريع التي أشرك فيها جميع الفعاليات السياسية والوطنية من خلال فتح باب المشاورات عن طريق ثلاثي لجنة عبد القادر بن صالح التي استمعت لأكثر من 450 شخصية ما بين حزبية وطنية ونقابية، وهي المشاريع التي تجسّدت ميدانيا من خلال الموافقة عليها في مجلس وزراء 28 أوت، قبل أن يفصل فيها البرلمان في دورته الخريفية الجارية.

وقد كانت من أكبر الصّفعات التي وجّهها الشّعب الجزائري لأذيال الخارج بقيادة "برنار هنري ليفيي" إفشال دعوات التظاهر ضد مؤسّسات الدولة في 17 سبتمبر الماضي.

كما ترجم المخطّطات الخارجية ضدّ الجزائر بقيادة نظام المخزن المغربي حادثة اختطاف 03 رعايا إسبان من مخيّمات اللاّجئين الصّحراويين بالرّابوني. وهي حادثة تعرت يومًا بعد البصمة المغربية فيها كمحاولة من المخزن لإضعاف جهود الجزائر في مكافحة بقايا الإرهابين بمنطقة السّاحل الإفريقي ودفن القضيّة الصّحراوية العادلة.
