الاصلاحات السياسية ... حقيقة ام ديكور ؟

لماذا اختارت السلطة ان تباشر الاصلاحات بفتح المجال نحو انشاء احزاب جديدة ؟
مؤكد ان النظام قد وصل لقناعة ان كل هذه الاحزاب الحالية قد انتهى دورها وانها لم تعد قادرة على تقديم برامج وافكار مستقبلية تساعد على اخراج البلد من النفق المظلم , بالاضافة الى ان الشعب قد فقد ثقته بكل هذه الاحزاب ( ولست هنا لشرح الاسباب ) .
المرحلة القادمة وبحكم ضروف خارجية دفعت السلطة للبحث عن شريك بالسلطة جديد خارج كل هذه الاحزاب , شريك تقدمه للشعب تحت تسمية الايادي النظيفة , شريك ممكن ان يكسب ثقة الشعب ويضخ الدم للساحة السياسية التي تعاني من الانسداد , وهذا الشريك سيكون نتاج حزب جديد وباسم شخصية جديدة ومقبولة .
السلطة تدرك جيدا ان العملية السياسية من غير الممكن ان تديرها بنفسها , فهناك شرخ كبير بين السلطة وبين الشعب , ولهذا لابد من شريك فاعل وقادر ان يكسب ثقة الشعب .
البلد مقبلة على انتخابات وكل ما اتمناه هو ان تكون انتخابات حقيقية وهكذا سنكون قد حققنا ثورة سياسية تدفع نحو خلق خريطة سياسية جديدة , واتمنى ان تسرع السلطة بتعديل الدستور حتى تتوفر للمؤسسات المنتخبة الجديدة وللوزير الاول المنبثق من هذه الاتنخابات كل الصلاحيات خارج مفهوم الضغط والوصاية .
وبالاخير اتمنى ان لا نجد انفسنا بالاخير ان كل ماحصل هو عبارة عن تحسين لصورة النظام ...... لا انكر اني هذه المرة متفائل .

أعجبني كثيرا تفاءلك أخي حسام بمستقبل الجزائر رغم أن الشعب أصبح لايثق في أحد ...ربما هذه المرة سنكون أمام ديمقراطية حقيقية وأمام انتخابات شفافة وحقيقية أيضا..ولكن المشكل الذي يراه معظم الشعب والمواطنين أن لاأحد يستحق أن يمثل هذا الشعب المسكين والمغلوب على أمره والمنهمك وراء قوت يومه وأنه لايوجد أحد ممن يمكن الوثوق بهم فكل الوجوه نعرفها وألفناها منذ ولادتنا ونراهم في كل مكان صباحا مساءا وقد كذبوا وكذبوا حتى صار الكذب عندهم خلق حميد .....أنا شخصيا أرى أن يتم ترشيح أشخاص لم نعرفهم من قبل ويكونون شبابا مثلنا وبسطاء وأبناء ناس ونعرف حسبهم ونسبهم.

وهذا ما اردت ان اوصله من فكرة , فتح المجال لتاسيس احزاب جديدة الغرض منه خلق احزاب جديدة وباسماء جديدة تعوض الاحزاب الحالية التي فقدت شرعيتها عند الناس , وسيكون اماها فرصة ان تعيد ثقة الشعب بشرط ان تبتعد عن الاطماع السياسية السريعة من خلال تحالفها مع السلطة .

على غير عادتي سارعت الى التفاؤل والإستبشار بهذه الإصلاحات خاصة بعد الدوي الهائل الذي هز دولة ليلى الطرابلسي، والحقيقة ان كلمة إصلاح لايرفضها عاقل لكن كما يقال الشيطان يسكن في التفاصيل ، فالاصلاحات عموما جيدة رغم انها ركزت على الأحزاب السياسية التي يعرف الشعب بأن غالبيتها موسمية وممثليها مساعدون للبيع والشراء ومن هذه النقطة ولسبب اعتقد مخترعوه بأنهم على درجة من الحيلة والدهاء قرروا عدم المصادقة على منع التجوال السياسي
وهذه الحركة البسيطة افرغت كل الإصلاحات من محتواها وفاعليتها لأننا سنبقى نتاجر بأصوات المواطنين ونتاجر باختيارات الأمة ونحمي من يخون رأي الشعب ، ونساهم في تفريغ الأحزاب من ممثليها ونساهم في الفساد والإفساد وتمييع العمل السياسي ومن ثم تنتشر حالة اليأس واللاثقة والعزوف عن العمل السياسي البناء والمسؤول، لذا فاني من الداعين الى تجريم التجوال السياسي لا منعه فقط وان يكون المنتخب تحت المسؤولية الكاملة لحزبه ليخدم القناعات والتوجهات التي تقدم بها للمواطن خلال الإنتخابات .......

اخي ابو طلال اشكرك على هذا الرد الذي يدل على وعي ونضج .
بشان الاحزاب الحالية التي تحولت الى بائعة كلام فانا اتفق معك , وبنفس الوقت انا اكدت ان كل هذه الاصلاحات لا معنى لها اذا لا يرافقها تعديل للدستور يمنح الصلاحيات للمؤسسات المنتخبة بدون اي وصاية , وركزت على هذا الامر لان التجربة اثبتت ان سبب تهميش الاحزاب وتحولها لادوات بيد السلطة سببه تجريدها من كل صلاحيات ومن كل دور , وانت ترى بنفسك احزاب الاغلبية بالبرلمان لا تملك حتى برامج وتبنت برنامج رئيس الجمهورية الذي انقذها من ورطتها .
الحل ليس بسلطة احادية كما انت تتمنى وانما الحل بسلطة برلمانية الصلاحيات فيها تكون مشتركة بين رئيس الجمهورية والاغلبية من خلال رد الاعتبار لسلطات رئيس الحكومة الذي سيكون من الاغلبية , واعطاء صلاحيات كاملة للبرلمان بمحاسبة اي فاسد او مقصر بعمله .

أي برلمان هذا الذي فيه من حثالة المجتمع ؟...و الأدهى أنه لا نقاش في شفافية إنتخابهم.
أرى أن الأزمة السياسية الجزائرية مصدرها اللا وعي الشعبي قبل أي شيء آخر.
فكم إنتخبنا من أشخاص بدى لنا صلاحهم و بمجرد وصولهم الى السلطة نرى العجب..
كما أتحدى أي حزب جزائري أن يطلب من رئيس بلدية ما تابع له الإنسحاب من منصبه (وهذا أقل منصب منتخب) لترى درجة الولاء السياسي...
العيب عندنا هو الجري وراء المصالح...وهذه الغريزة تحرك كل المشهد السياسي..
و كي يصلح حالنا يجب أن نغير ذهنية المصلحة الشخصية و المحيط الضيق (وهذا ما أستبعده في الوقت الحاضر)...
كما أن نظام القوائم في الإنتخاب يدفع بما لا نريدهم بسبب شخص نريده (نظام كوطة )..
لهذه الأسباب............لا ثقة عندي في الإنتخاب

اشكرك اخي لغريب على هذا الرد . ولا انكر اعجبني ردك لانك لم تنتقد فقط من اجل النقد كما تعودت ان اقرا , ردك كان تشريح للحالة واعطاء حلول وهذا ما ابحث عنه .
جميل ان يكون كل واحد فينا عنصر ايجابي وفاعل ببناء هذا الوطن , من خلال اعطاء افكار تساهم في البناء , وليس مهم ان يسمعنا احد او لا يسمعنا المهم ان نشارك ونبني لانفسنا شخصية فاعلة , فانا لا اريد في يوم من الايام ان انتفض او اثور واصرخ من اجل افراغ كبت الغضب بداخلي , اريد اصرخ وانا واعي لماذا اصرخ .

لم أكن ادعو الى الأحادية ولكني بحكم التجربة أردت التركيز على العامل الجوهري في أي عمل يقوم به كل بشري على وجه الأرض وهو البعد الأخلاقي وكل ماعداه يصبح تحصيل حاصل
لذلك لجأ صناع القرار الى عدم المصادقة على منع التجوال السياسي الذي يعني انعدام الإلتزام بالقيم والمبادئ والتلون واللباس لكل سياسة لبوسها فلا عجب ان وجدنا من بشروا بالاشتراكية وجدناهم في مقدمة الداعين للديمقراطية والراسمالية، بصراحة اليس هذا من السخرية بمكان...... لاجل هذا اقول نحن بامس الحاجة للاخلاق من قبل ومن بعد .......
