الكل يتحدث عن الفساد الاداري والمالي:الاعلام،الاحزاب،الجمعيات،المسؤولين.
جميعهم متفق على تدهور الاوضاع و على جميع المستويات.و حين تتساءل عن السبب يشار بالبنان الى الادارة،فيتهمونها بالتقصير و البيروقراطية والتلاعب بمصالح المواطنين وينتهي النقاش عند هذا الحد.
الكل يشتكي،الكل ينتقد،الكل غير مقتنع،حتى الاداريين المتهمين بالتقصير يجمعون على حقيقة هذه الآفات.
فمن المسؤول اذن؟هل العيب في القوانين و نصوصها واحكامها؟ام في غياب المراسيم و ما ينتج عن ذلك من ثغرات؟ام في فهمها وسوء تطبيقها؟
ماذا سيكون موقف المواطن من الادارة وحكمه عليها لو وجد استقبالا محترما يليق به و تكفلا بمشاكله و اجابة مقنعة لتساؤلاته و ردود شافية وافية بالحجة و الدليل تستند الى قوانين واضحة بينة.
ماذا سيكون موقف المواطن البسيط عندما يجد الاداري يحترم القانون و يطبقه على الجميع ولا يفرق بين هذا وذاك الا بالقانون ؟
هل الوزير هو الذي اعطى اوامر بعدم احترام المواطن و الكيل بمكيالين في التعاملات اليومية معه؟لا اظن ذلك.
هل المشرع قصر في اصدار القانون العادل الذي يحكم بين الناس؟لا اظن ذلك.
هل المسؤول هو الذي امر القاضي و ارغمه على عدم احترام القانون و العمل بالرشوة و المحسوبية و عدم انصاف المظلوم و تأييد و مساندة الظالم؟لا اظن ذلك.
اين مكمن الخلل اذن؟
تخيل معي و في ظل المعطيات الحالية لو انك وجدت في يومياتك اينما حللت الترحاب و الاحترام و التقدير و حققت كل مطالبك و في اطار القانون.
كيف سيكون تصورك على الوضع العام آنذاك.
الا ترى معي ان المشكلة الرئيسية تكمن في الاخلاق؟
الا تظن ان المجتمع بحاجة الى اعادة تربية؟
اليس الخلل في غياب الضمير؟
لذلك اعتقد ان الاصلاح يجب ان يمس بالاساس المنظومة التربوية بل احداث ثورة على العقول البشرية.و ان نشترط في الاطار المسؤول وعلى جميع المستويات اولا الاخلاق الحميدة و التربية السوية قبل الكفاءة و القدرة على التسيير.
انظروا الى حال الجزائر اليوم كيف ان كل اسباب النجاح والتفوق و التقدم والازدهار متوفرة،من ثروة مادية الى ثروة بشرية الى مشاريع ومخططات تنموية. و مع ذلك الامور في تقهقر و احوال الناس في تراجع فهي تسوء من يوم الى آخر.اتدري لماذا؟ببساطة لان الساهر على تطبيق القوانين و المسؤول عن تنفيذ المشاريع يفتقد الى الاخلاق رغم امتلاكه لعنصر الكفاءة و الخبرة على قول الشاعر:انما الامم الاخلاق ما بقيت فان هم ذهبت اخلاقهم ذهبوا.
فلا القوانين العضوية الخاصة بالاصلاحات ولا الجهود المبذولة،الساعية للتغيير ستعطي اكلها اذا لم تتوج بمكارم الاخلاق.
فمن على هذا المنبر اتوجه بندائي الى كل المسؤولين،اناشدهم فيه على التركيز و الاهتمام بتربية النشأ،تربية سليمة صحيحة و الاستثمار في اصلاح الفرد و العمل على خلق مواطن نزيه، واع ،ملتزم،غيور على وطنه،يعرف ماله و ما عليه،يحترم القانون و يسعى الى تطبيقه ،يؤدي عمله باخلاص و تفاني و ضمير حي دون حسيب ولا رقيب.
ما الذي يمنعنا من الاعتراف بأخطائنا و تصحيحها؟
ما الذي يمنع الوزير و رؤساء الاتحاديات من الاستقالة رغم المهازل الرياضية التي ميزت سنة 2011؟
ما الذي يمنع الموظف من اداء عدد ساعات العمل اليومية كاملة غير منقوصة؟
ببساطة شديدة هو غياب الاخلاق و انعدام الضمير.

اعجبتني طريقتك في تحليل سلسة الخيباات التي نعيشها يوميااااا


إضافة الى كل ماذكرت ..و اعجبتني نقطة نشر الوعي في المدارس لانه لن يكون هنااك تغير ما لم تتغير بعض المبادئ و يتشبع بها المواطنين من الإبتدائي للجامعي

بعدهاااا على كل موظف ان يشعر بانه مواااطن يعامل الناس كما يحب ان يعامل هو ..حينها فقط ستكون هنااااك قيم في المجتمع لانه تاع الصح الحالة راهي هااملة ....
أنا أتكلم من منظور ان الموظف موااطن ايضااااا
في عملي مثلاااا نتعامل مع الولاية بإرسال بعض الاوراق للمواطنين فقط من اجل الإمضاااء فيه حوالي 12 ورقة أكثر من شهر و لم تمضى بعد و اصحابها كل يوم في اتصااال ..لا اعرف لما كل هذا التهاون ...
في المشافي لا افهم لماذا لا ينهض المدير من على كرسية و يراقب وضع المرضى و النظافة و المطعم ...و لو مرة على مرة ..

في المدرسة لا افهم لماذا لا يتفقد المدير الاقسام و يحضر الدروس على غفلة و كانه مفتش ....

رئيس البلدية لماذا لا يتفقد الأحياء ...و

بالتفقد يشعر المواطن بروح المسؤولية و يصير له شعور حب الوطن و يفهم معنى الواجب و معنى التعاون على البر ...
حتى تفقد الوالد لأولاده يجعلهم ينشؤون على خلق جيد
لكن قد تسمع لو ناديت حياااا و لكن لا حين لمن تنادي
