ساركوزي متورط في فضيحة كراتشي

فجرت، أمس الإثنين، صحيفة “ليبراسيون” الفرنسية قنبلة من شأنها التأثير على الحياة السياسية قبل أشهر قليلة من الانتخابات الرئاسية، حيث تتهم “ليبراسيون” في صفحتها الاولى الرئيس الفرنسي نيكولا ساركوزي بالتورط في فضيحة التمويل غير الشرعي لحملة النائب ادوارد بالادور الرئاسية عبر صفقة سلاح مع باكستان وتدعى بفضيحة كراتشي.
الصحيفة اليسارية تقدم الأدلة القاطعة التي تثبت أن ساركوزي وزير المالية آنذاك قد صادق على تنفيذ هذه الصفقة المثيرة للجدل.


تعرف قضية كاراتشي قبل عشر سنوات، تطورات سريعة، من خلال تنامي قرائن موثقة تؤكد تورط الرئيس الفرنسي، نيكولا ساركوزي، فيها من خلال إيعازه بتأسيس شركة مالية بلوكسمبورغ، عام 1994، مهمتها التفاوض حول صفقات الأسلحة بين فرنسا وبعض الدول باستعمال وسطاء بعضهم عرب. بعدما كانت قضية ما عرف بكاراتشي مجرد اجتهادات، فيما يتعلق باحتمال تورط الرئيس الفرنسي ساركوزي فيها من خلال تأسيسه شركة وهمية على مستوى وزارة الدفاع الفرنسية، مهمتها تسويق أسلحة لبعض الدول باستعمال وسطاء، طفت على السطح قرائن جديدة في فرنسا، كشفت جريدة ليبيراسيون عن بعضها ويتعلق الأمر بشهادة قدمها جيرير فيليب ماناي، خلال مثوله أمام قاضي التحقيق، في جلسة سماع الشهر الماضي، وتلقف القضاء الفرنسي شهادة المعني ، باعتباره ليس أيا كان فهو مسؤول كبير سابق في وزارة الدفاع كان أيضا المسؤول المالي في إدارة المنشآت البحرية ، الذي أكد أن ساركوزي ولما كان وزير الموازنات المالية، صادق على تأسيس الشركة المسماة لوكسومبورغ هاينة، كما وافق على حزمة مالية مرتبطة بمبيعات الأسلحة إلى باكستان. وكان ذلك في عام 1994. كما أعطى ساركوزي أوامر بييع معدات عسكرية لباكستان، من بينها غواصات اجوستا بيعت لباكستان عن طريق وسيط لبناني، وهو زياد تقي الدين، تلقى عمولات لذلك، وجرى الأمر بين سنتي 1995 و1996، كما أبرمت صفقة لبناء سفن بقيمة 180 مليون فرنك فرنسي، صنفت لاحقا في خانة الفساد المالي، ودون احترام لقانون الصفقات الجاري العمل به، في فرنسا، في ضوء استعانة ساركوزي بوسطاء أفراد وليس مؤسسات قائمة بذاتها، ما يحمل على الفهم بتلقي رشاوى في القضية، علما أن الرئيس الفرنسي نفى الأمر جملة وتفصيلا في إحدى تصريحاته، لكن الفرنسيون يعتقدون أنه فعلا قام بذلك، ونفى الأمر علاقة بترشحه للرئاسيات المقبلة، وهو الموعد الذي يتهدده بسبب فضيحة كاراتشي، وعلاقتها برشاوى وعمولات قدمت لصالح مرشح الرئاسيات الفرنسية سنة 1995، إدوارد بالادور، الذي كان ساركوزي الناطق الرسمي لحملته الانتخابية. ونقلت الصحيفة أن 33 مليون يورو دفعت عبر هذه الشركة، تحديدا خلال صفقة بيع غواصات فرنسية لباكستان مشيرا الى أن جزءا من هذه العمولات أعيدت ووظفت بشكل مخالف للقوانين في الحملة الرئاسية لرئيس الحكومة السابق ادوار بلادور في عام 1995. ويؤكد أن هذه الوثائق التي في حوزة الشرطة تكشف عن أن ساركوزي وزير الموازنة حينها، كان على اطلاع على أمر هذه الشركة. ويضاف إلى ذلك أن تقريرا أعدته الشرطة في لوكسمبورغ في معرض تحقيقها حول الشركة الوهمية المذكورة يورد اسم نيكولا ساركوزي.
