اخوتي و أخواتي الاساتذة السلام عليكم ورحمة الله وبركاته منذ مدة وانا أتابع عبر الجرائد كلام وزير التربية عن ضعف المستوى في الجنوب وخاصة في اللغات الاجنبية وهذا كلام صحيح لكن في المواد العلمية هذا غير موجود لكن بالنسبة للسنوات الماضية يوجد انخفاظ في المستوى حتى في المواد العلمية وذلك لأن أغلب الاساتذة يلبون رغبة المفتشين في انهاء البرامج وذلك لايكون الا بالحشو والسرعة في تقديم الدروس لضخامة وطول البرامج . فما أرجوه من أخوتي الاساتذة في الشمال ماهو حال مستوى التلاميذ عندكم بالمناسبة تناقشت مع بعض الاساتذة الوافدين من الشمال وصرحو لي بأنه لايوجد مستوى هنا عندنا الا انهم شكرو هدوء وانضباط التلاميذ . لكن من جهة أخرى وأثناء تواجدنا في تكوين باشراف مفتش المادة من الشمال قال لنا بهذه العبارة راكم في نعمة فكيف نوفق بين هاته وتلك . كما أني أرى هبوط المستوى ناتج عن عدم التحفيز المادي للموظف عموما فالتلميذ لم تعد الدراسة من اولوياته لانه يرى الاستاذ والمهندس والطبيب فقراء المجتمع حتى انهم اضافوهم كتاسع لمن تحق لهم الزكاة .

مشكور أستاذ rasalلا أدري ان كنت فهمتك لكن الحمد لله السادة المفتشين عندما يفدون الينا نلاحظ عليهم علامات الارتياح من الاساتذة والمديرين وهذا مايجعلني
افهم قصدك تقريبا . نحن نعاني مشكل معنوي هنا في الجنوب دائما المترشحون يحتجون ان الحراسة في الشمال مسيبة واصبحت توجد انطباعات بعدم المساواة والى غيرها وبدأت بوادر قلاقل لا تبعث على الارتياح .

انا عملت ملاحظا في ولايات تيزي وزو و البليدة و الشلف و ما لاحظته ان الحراسة اشد مما هي عليه في ولايات الجنوب
انا اعطيك مثال و انت احكم
ثانوية في الشمال فيها 9 اقسام سنة اولى ثانوي علمي يصبحون في الثانية اربعة علمي و قسم رياضي بخمسة عشر تلميذ و يصبحون في الثالثة ثلاثة علمي و قسم رياضي
في مدينة جنوبية اربعة سنة اولى علمي يصبحون اربعة ثانية علمي و قسم رياضي و يصبحون خمسة سنة ثالثة علمي و قسم رياضي بثلاثين ......و الله انها حقيقة ..فما قولك

قدم لنا ذلك الاستاذ درسا في الأخلاق انا و التلاميذ الذين يمتحنون في القاعة علما انه من رواد المساجد و في الصفوف الاولى و يفتون للناس .........و طلبته منه مرارا بعدم التدخل و ترك التلاميذ يركزون ......و تشاء الصدف ان اكون حارسه في البكالوريا في مادة الشريعة الاسلامية وهو ملتحي فيطلب مني بان اتركه يغش بحكم الزمالة كما يدعي و لما منعته يقول لي ناس تيزي وزو رجال يخلوهم يغشو فقلت له انت حر فاذب الى هناك و تحصل على البكالوريا بالغش ونل بها الشهادات العلى و افتي لنا نحن بالحرام و الحلال......هذه نظرة استاذ فما بالك بنظرة تلميذ

ظاهرة الغش في أغلب الاحيان يتورط فيها الحراس وهذا مارأيته في ولايتنا لكن ليست بالكثافة الكبيرة والحمدلله كما جاء في شهادتك ماطمأنني خاصة في ولاية تيزي وزو وهي السبب الذي يجعل بعض الحراس دائما يتحجج بأن في ولاية القبائل لايوجد حتى ملاحظين والامور متسيبة اما بالنسبة للسنوات الاولى المشكل الرئيس هو في امتحان الاهلية + المعدل السنوى مقسوما على 2 هذا الذي جعل المستوى ضعيف بل ردىء في كثير من الاحيان

انا ارى ان النتائج السلبية في ولايات الجنوب يشترك فيها كل عناصر المجموعة التربوية و خصوصا سوء التسيير من مديرين الى مديرية التربية
