يقول الاستاذ مرابط
مستغانم تتميز ببدواة عريقة و حضارة عتيقة امتزاج البدواة و الحضارة في مستغانم له تفسير و الحضارة و الثقافة خلفت تنافسا مع البداوة و هذا جعل دافع لابراز ثقافة البداوة وهذا الشيء الذي دفع الى حمادة و الشيخ الجيلالي و المماشي و هي شخصيات معتبرة

و على خلاف الولايات الاخري هناك امتزاج البادي و البلدي و ليس هناك طبقية أي انت من البادية وانا من المدينة وهذا راجع لتعدد الاعراق و الاجناس التي سكنت مستغانم جعلتهم متفتحين و التفتح خلف السماحة و السماحة خلفت الامتزاج و في مستغانم لا فرق بين البداوة و لا الحضور و المستغانمي متشبع بالثقافة المحلية و تقبل ثقافة الغير مثلا في تيجديث الولي سيدي يعقوب 50 بالمئة من السكان من الصحراء بوصولهم الى مستغانم لقضاء الشتاء و ما نتج انه هناك احتفالات صحراوية وفرق بمستغانم

و الكلمة المناسبة رغم طابعها السياسي الديموقراطي و كان ثقافة المستغانمية ديموقراطية لا ترفض احد


الانسان المستغانمي من الناحية الدينية بالعقيدة ودخول العرب و الاسلام فبالتالي كان الاطمئنان النفسي خلف رصيد ديني لهذا عرفت مستغانم العديد من الاولياء والصالحين


يقول الاستاذ مرابط تعدد الاولياء يرجع الى بؤرة روحية التي وجدها كل ولي اذ وجد ولي سبقه و ما ترك من اثار فيعمل على تقليده ومنافسته و لهذا تضاعف و تكاثر عدد الاولياء بمستغانم فالمدينة لوحدها تحوي 52 ولي و هذا احصاء دقيق و جاء في كتاب رئيس بلدية مستغانم مارسيل بودان في كتاب "تقاليد مستغانم" و بالاضافة الى معسكر و غيليزان مع مستغانم يعد بالمئات

مستغانم كونت المنارة للاولياء كلهم اذ وجدوا وجهة و منارا و جوا روحيا متميز و نجد عوام مستغانم اذا خاطبتهم قولي ما شئت و لكن اذا جرحتي فيردوا بمثله وهم لهم معرفة سطحية و لكن اعتبار للقدسية و القيمة يستحيل مناقشة المستغانمية و الاساءة للاولياء

يقول سيدي لخضر بن الخلوف" مستغانم نور كل جهة" وهنا نجد ان الشاعر وجد نفسه وراحته في المدينة و لم يجد سوى هذا البيت لتمجيد هذه المدينة اراد ان يشكر مستغانم في اصل البيت يوجد حقيقة لان الصلاح و الولاية اصلهم نور و الله نور و الاية من سورة النور كانت مصدر الهام للمتصوفة و كانو يقتبسون منها

النور الالاهي و مستغانم تستحق التمجيد بهذه العبارة
مستغانم عاصمة الصوفية والاعتقاد يجب ان يكون رؤية روحية لا محلية و ليست مستغانم فقط اكيد ان لها امتيازات و مميزات و لها شرف عظيم و ليست القطب الوحيد للعقيدة رغم تاريخها فبعض الاماكن في العالم تشاركها في ذلك و مكانة مستغانم واي مكانة أي انها تاتي في المكانة الاولي في الجزائر

يقول الاستاذ مرابط مستغانم لها مميزات و ميزة لها طابع خاص و شان عظيم فالمدينة لها تاريخ قديم ومجيد و لها شخصيات ممتازةبقدر ما اقدر و اعتز فاعتز بهم كما اعتز بالفاننين و الادباء و عظماء الجزائر
