تكونت مستغانم من اعراق و اجناس مختلفة جعلت المذاهب و التيارات الفكرية تنمو بكثرة و ذلك ما يفسر سماحتها الروحية و تقبل القدوم لكل الوافدين لان التعدد ينتج الانفتاح و الاحادية تلد الانغلاق
مستغانم هي بحق بوثقة للثقافات و العادات و التقاليد الجزائرية

مدينة مستغانم ما يميزها وجود كل الطبوع الفنية و الطرق الصوفية و الزوايا و تفسير هذه الظاهرة يرتكز على التعددبتعدد المذاهب السنية و المذاهب الطرقية و تعدد اصل السكان و نجد سكان مستغانم من جميع الولايات ومن العهود القديمة تواجد بمستغانم حضارة عتيقة من تحضر و بداوة وهذا لانه كان اجتماع العرب بالاتراك و بالاندلسين و بالعلج " المسيحين المعتنقين الاسلام"

وميزة الخاصة اخرى و هي العبقرية المحلية و اعتدال المناخ و ان مستغانم تطل على البحر و الحضارة و كبارالمؤرخين مصدرها البحر و مستغانم تطل على البحر المتوسط و هناك التنافس الفكري و التنوع و التبادل الثقافي اما الميزة الاساسية لمدينة مستغانم ان السر الثقافة و توسعها و انتشارها و عظمتها يرجع الى الولع المستغانمية بالعلم و الثقافة و الذي دفع الجيلالي بن عبد الحليم الذي قال ذات يوم قال " ان الماء الذي يسيل من الحنفية في مستغانم يسيل مثقف"

وفعلا هناك تقاليدعريقة و راسخة و الثقافة ليست وليدة الامس و كانت ناتجة عن تكاتر و تعدد الشعوب و مصادرها و ما جاء منها المذاهب السنية و الطرقية المتعددة بمستغانم ونجد الطريقة العلوية و العيساوية و الشيخ بلحول و الطريقة السنوسية التي ولدت لنا اشهر رجل سياسي بافريقيا الملك ادريس السنوسي

ويجب ان نذكر عبد القادر بن عيسى وهو اول من كتب ما قبل تاريخ مستغانم الفه في 1967 و اسماه "مستغانم في تاريخ و ما قبل التاريخ" و الف " يوميات مستغانم" و كتاب " "مستغانم واحوازها"

و هناك شخصيات التي يجب ان نذكرها منهم سيدي لخضر بن الخلوف الذي ترك من الاثار ما يمجد الى نهاية العالم و لن يتوقف المستغانمية عن تمجيدو تبليغ رسالته

و من بين الشخصيات شعراء و ادباء منهم
الشيخ المفتي القاضي قارة مصطفى داهية و عالم جليل وة مؤلف
وبن شهيدة مفتي الديار المستغانمية و امام وقطب
الشيخ المكي
الشيخ العلوي مؤلف و واضع لنظريات دينية و علمية و كتب في الفلك و كان سابقا لاوانه و كانت له معرفة باطنية و تكلم في العلوم المعاصرة
