أعلن الرئيس الفرنسي نيكولا ساركوزي نيته سحب قوات بلاده العاملة في أفغانستان في إطار حلف شمال الأطلسي نهاية العام المقبل مع احتمال بقاء عدد من الجنود لأغراض التدريب بعد ذلك التاريخ.
وجاء الإعلان الفرنسي في مؤتمر صحفي مشترك عقده ساركوزي اليوم الجمعة في ختام مباحثاته في باريس مع نظيره الأفغاني حامد كرازاي حيث أكد أنه لا نية لديه لتسريع خطة الانسحاب من أفغانستان عقب مقتل جندي فرنسي الأسبوع الماضي على يد جندي أفغاني متدرب يعتقد بأنه ينتمي لحركة طالبان.
كما أكد ساركوزي أن القوات الفرنسية العاملة في إطار القوات الدولية للمساعدة على تثبيت الأمن والاستقرار في أفغانستان (إيساف) ستستأنف غدا السبت عمليات التدريب الخاصة بالقوات الأفغانية، لافتا إلى أن القوات الفرنسية ستقوم بتسليم المسؤولية الأمنية في ولاية كابيسا للقوات الأفغانية في مارسالمقبل.

كما أوضح ساركوزي أن الرئيس الأفغاني قدم له ضمانات كافية بعدم تكرار ما جرى الأسبوع الماضي من تعرض الجنود الفرنسيين لإطلاق نار على يد جندي أفغاني.
ومن الطلبات التي تقدمت بها وزارة الدفاع الفرنسية بهذا الخصوص، توفير ضباط أفغانيين تلقوا تدريبهم على يد القوات الفرنسية ليقوموا بتدريب المجندين الجدد، وتوضيح الطريقة التي يتم فيها تجنيد العناصر في الجيش الأفغاني.

من جانبه أعرب الرئيس الأفغاني حامد كرازاي عن أمله في أن تتمكن بلاده من الانتهاء من المرحلة الانتقالية نهاية العام 2013 أو في العام الذي يليه، مؤكدا امتنان بلاده للدعم الذي قدمته فرنسا سياسيا واقتصاديا وعسكريا.
كما وقع الرئيسان ساركوزي وكرزاي معاهدة تعاون بين البلدين تحدد الإطار العام للوجود الفرنسي في أفغانستان لمدة خمس سنوات بعد استكمال انسحاب كامل القوات الأجنبية من أفغانستان في 2014.
وتحدد المعاهدة عدد المستشارين العسكريين الفرنسيين الذين سيبقون في أفغانستان بعد سحب الوحدات القتالية وذلك من أجل تدريب عناصر في الشرطة والجيش الأفغاني، فضلا عن تنظيم عدد من الاتفاقيات في مجالات الزراعة والصحة والنقل والبنى التحتية.
يذكر أن لفرنسا قوة عسكرية في أفغانستان قوامها ثلاثة آلاف و600 جندي في إطار قوات إيساف بقيادة حلف الناتو والبالغ إجمالي جنودها 130 ألف عنصر، وتتركز القوات الفرنسية في ولاية كابيسا وهي منطقة جبلية تقع قرب العاصمة كابل.
