تنبيه المترشحين .. كلمة بين يدي الإنتخاب

إنّ للأخلاق الفاضلة والشيم النبيلة مكانتها العالية ودورها الفعال في بناء الدول والحفاظ عليها بما تمدّ به شخصية أفرادها من قوة ومتانة وما تظفيه على العلاقات الإجتماعية من لحمة صادقة طابعها المحبة والبذل وميزتها التضحية والعدل فتزيد من تلاحم المجتمع وتكافل أبنائه لتسقط التكاليف وترفع الضغّائن ويعمّ العدل وينتشر الهناء وتحلّ السعادة وتغشى الطمأنينة و يسود الصفاء وهذا هو السرّ الذي يسعى أعداء الأمم في تغييبه عن وجدانها وتقليل أهميته في أعين قادتها فتتكسّر الروابط الإجتماعية والعقد الأسرية وينشأ جيل آخر ملؤه الضغينة والحقد والرغبة في تدمير الآخر وعدم الشعور بخطورة فساد الأخلاق وإنتشار الرذائل فتغشى الفوضى ويعمّ الإضطراب فتسقط الحكومات وتنهار الدول ولهذا فقد كان من كمال الشريعة تربية أتباعها على حبّ القيم وإنتحالها وبغض الرذائل وإجتنابها وسبك هذه الفكرة في قوالب تشريعية رائقة تجسد روح العدل وسلطان الأخلاق الفاضلة في مدنية الإسلام
ومن هذا المنطلق يمكن فهم تلك الفكرة العالية التي تدعو إلى عدم إهانة سلطان المسلمين وتحرّم غيبته ففي إهانته إرخاء لسلطته وتحريض على حرمته فتسقط هيبته وتخفّ سلطته فيتجرّء الأراذل على سلطة الدولة ويخرجون على قانونها فكان من الحكمة حماية جناب السلطان وحفظه من الهوان مع حثّه على العدل وتحذيره من الجور وتوعّده بالعقاب إن هو خرج عن سلطان الحق وألقى بسمعه إلى غير الشرع ومن تمام ذلك أمره بمشاورة اهل الحلّ والعقد من كبراء المشايخ وأهل الرأي والعزيمة من الخبراء وقادة الأجناد وبهذا تضمن الدولة بقاءها وقوتها وتفرّغها لنشر رسالة الإسلام وتبشير الدنيا بمحاسن الإيمان وتقديم النموذج الأمثل في حفظ الدين وسياسة الدنيا فتنشا مدنية فاضلة يشعر فيها الإنسان بالأمن والأمان على جميع المستويات النفسية والفكرية والجسدية والاسرية والإجتماعية والدولية وغيرها ولهذا قال قال نبينا صلى الله عليه وسلم : (اسمعوا وأطيعوا وإن استعمل عليكم عبد حبشي كأنّ رأسه زبيبة) رواه البخاري في كتاب الأحكام فبالسمع والطاعة في المعروف تحفظ الأمة وحدتها وسلامتها وعدم إفتراق كلمتها وتشتت رأيها وقد أنشد ابن الزنجي البغدادي فقال :

لا يصلح الناس فوضى لا سراة لهم .. ولا سراة لهم إذا جهّالهم سادوا
والبيت لا يبتنى إلاّ بأعمدة ... ولا عماد إذا لم ترس أوتاد
فإن تجمّع أوتاد وأعمدة ... وساكن أدركو الأمر الذي كادوا
تهدى الأمور بأهل الرأي ما صلحت .. فإن تولّت فبالأشرار تنقاد

قال ابو بكر بن عياش رحمه الله : (إنّ أهل الجاهلية لم يكونو يسودون عليهم أحدا لشجاعة ولا لسخاء إنما كانوا يسودون من إذا شتم حلم وإذا سئل حاجة قضاها أو قام معهم فيها وأنشدني الأبرش :

وقد يبغض الحيات أولاد آدم ... وابغض ما فيها إليهم رؤوسها
وما ابتليت يوما بشرّ قبيلة ... أضرّ عليّ من سفيه يسوسها )

قال أبو حاتم الرازي رحمه الله : ( لا يستحق أحد اسم الرياسة حتى يكون فيه ثلاثة أشياء : العقل والعلم والمنطق .
ثمّ يتعرى عن ستة أشياء : عن الحدة والعجلة والحسد والهوى والكذب وترك المشاورة .
ثمّ ليلزم في سياسته على دائم الأوقات ثلاثة أشياء : الرفق في الأمور والصبر على الأشياء وطول الصمت .
فمن تعرّى عن هذه الأشياء - وهو ذو سلطان - عمي عليه قلبه وتشتت عليه أموره ومن لم يكن فيه خصلة من هذه الخصال نقص من ضوء بصر قلبه مثلها ودخل الخلل في أموره نحوها )

وقال رحمه الله أيضا : ( لا يجب للعاقل طلب الإمارة؛ لأن من أوتيها عن مسألة وكل إليها، ومن أعطيها من غير مسألة أعين عليها، ومن اشتهر بالرياسة فليحترز؛ لأن الريح الشديدة لا تحطم الكلأ، وهي تحطم دوح الشجر ومشيد البنيان.

وليلزم المشورة؛ فإن في المشورة صلاح الرعية ومادة الرأي، وليصنع إلى الناس كافة في الوقت الذي يقدر على الصنائع والمعروف قبل أن يجيئه الوقت الذي يفقد فيه القدرة عليها، وليعتبر بمن كان قبله من الملوك والأمراء والسادة والوزراء لأن من ظفر بأمر جسيم فأضاعه فاته، ومن أمكنته الفرصة فأخر العمل فيها لا تكاد تعود إليه.

والسلطنة إنما هي قول الحق والعمل بالعدل، لا التفاخر في الدنيا واستعمال البذل.

ولقد حدثنا محمد بن سعيد القزاز، حدثنا خطاب بن عبد الرحمن الجندي، حدثنا عبد الله بن سليمان قال: قال أبو عمرة بن العلاء: "كانوا لا يسوِّدون إلا من تكاملت فيه ست خصال وتمامهن في الإسلام السابعة: السخاء، والنجدة، والصبر، والحلم، والبيان، والتواضع، وتمامها في الإسلام: الحياء" .

وأنشدني الكريزي:

إذا نلت الإمارة فاسم فيها ... إلى العلياء بالعمل الوثيـق

بمحض خليقة لا عيب فيها..... وليس المحض كاللبن المذيق

ولا تك عندها حلوا فتحسى .... ولا مرا فتنشب في الحلوق
وكلّ إمارة إلاّ قليلا ... مغيرة الصديق عن الصديق )

أخي الكريم : الذي لا يحترم السلطة التي سنّت القانون لا يمكن أن يحترم القانون الذي سنّته تلك السلطة ولهذا فقد إهتمّت الشريعة بالأمرين معا .. سلطة الشرع وهيبة السلطان .. والاحاديث في هذا الباب كثيرة وليس هذا محلّ إيرادها فالمغزى هو تذكير المترشحين بواجبهم نحو الشرع وتذكير المنتخبين ببعض معايير الإختيار وليس المغزى هو تفصيل النظرية الإسلامية في الحكم فهذا مطلب عال والحديث فيه ليس لامثالي وجزاك الله كلّ خير
