الحلف الأطلسي يناقش الانسحاب من أفغانستان بعد إعلان فرنسا سحب قواتها المقاتلة

تطرح قضية انسحاب قوات حلف شمال الاطلسي من افغانستان، الشائكة على جدول اعمال وزراء دفاع الحلف الخميس والجمعة بعد اعلان فرنسا المفاجئ سحب قواتها المقاتلة مع نهاية 2013.

وقال مسؤول ان قرار فرنسا "اكيد سيكون موضوع المناقشات الاساسي" بين الوزراء الثمانية والعشرين خلال اجتماعهم في مقر الحلف الاطلسي في بروكسل.

كما سيتناول الوزراء ايضا الوضع الامني العام في افغانستان غداة نشر الصحافة تقريرا سريا لقوة الحلف الاطلسي (ايساف) يفيد ان اجهزة الاستخبارات الباكستانية تدعم طالبان سرا وتعتبر انتصارها حتميا بعد رحيل القوات الغربية نهاية 2014.
وقد ياخذ هذا التقرير الذي قللت ايساف من اهميته، على انه مؤشر قلق جديد من حصيلة الحرب التي بدأت في 2001 بمطاردة تنظيم القاعدة والاطاحة بنظام طالبان في كابول.
وفي هذا الاطار سيبرر وزير الدفاع الفرنسي جيرار لونغيه امام زملائه في الحلف الاطلسي القرار الذي اتخذه الرئيس نيكولا ساركوزي الاسبوع الماضي.
واعلن الرئيس الفرنسي عقب مقتل اربعة جنود برصاص عسكري افغاني كانوا يدربونه "عودة كافة القوات المقاتلة في نهاية 2013" اي قبل سنة مما كان مقررا.
وافاد مصدر دبلوماسي ان لونغيه "سيحاول توضيح" هذا الموقف و"الطمأنة بان فرنسا لا تنوي التخلي عن حلفائها" في افغانستان.
وسيوضح ان بعض الجنود الفرنسيين سيظلون هناك بعد 2013 لمواصلة التدريب.
ورغم هذه الضمانات اثار اعلان ساركوزي حرجا في الحلف الاطلسي حيث يخشى البعض ان "تواكبه اعلانات انسحاب مبكرة" من حلفاء اخرين، كما قال دبلوماسي.
لكن اندرس فوغ راسموسن الامين العام للحلف الاطلسي اراد التصدي لذلك مؤكدا أمس الأول الاثنين "خارطة الطريق التي قررتها قمة الحلف الاطلسي في لشبونة في نوفمبر 2010" وصادقت عليها كل الدول الاعضاء وتنص على انتهاء الانسحاب نهاية 2014 اثر تسليم المسؤوليات تدريجيا الى الجيش الافغاني في المناطق.
وبذلك سيستمر دور جنود ايساف (130 الفا منهم 90 الف اميركي) يتطور من عمليات قتالية الى الدعم وتدريب القوات المحلية.
كما سيحتل الملف الافغاني ايضا حيزا كبيرا في نقاش المؤتمر حول الامن في ميونيخ (جنوب المانيا) الذي غالبا ما وصف بانه بمثابة منتدى "دافوس الدفاع" والذي سيلتقي فيه نهاية الاسبوع قادة عسكريون وخبراء من العالم اجمع.
وستشارك الولايات المتحدة فيه بقوة مع وزيرة الخارجية هيلاري كلينتون ونظيرها في الدفاع ليون بانيتا.
