6 آلاف قتيل في سوريا منذ اندلاع الثورة

قال وزير الخارجية الفرنسي ألان جوبيه، أمس، إنه لاحظ أن موقف روسيا «كان أقل سلبية» خلال الاجتماع الذي عقد أول من أمس في مجلس الأمن الدولي حول سوريا، وقدر عدد قتلى أعمال القمع بستة آلاف منذ اندلاع الأزمة في سوريا. وقال جوبيه أمام النواب الفرنسيين «للمرة الأولى، ومن دون إبداء تفاؤل مفرط، كان موقف روسيا ومجموعة (بريكس) أقل سلبية»، ملمحا إلى وجود أمل في تبني مشروع قرار يدعم خطة الجامعة العربية للخروج من الأزمة.

وأضاف جوبيه بخصوص مشروع القرار: «لقد كنا للأسف حتى الآن نتعرقل في مجلس الأمن، بسبب التهديد بالفيتو الروسي ومعارضة ما ندعوه مجموعة بريكس (البرازيل والصين وروسيا وجنوب أفريقيا والهند)». وقال جوبيه «سنعمل بالتالي في الأيام المقبلة لمحاولة الوصول إلى نص يتيح للجامعة العربية التركيز بشكل كامل على البحث عن هذا الحل. هناك نافذة أمل». وقال الوزير الفرنسي إن حصيلة القمع «بلغت ستة آلاف قتيل اليوم، وبحسب الـ(يونيسيف) فإن 384 طفلا قتلوا بأيدي النظام، وهناك 15 ألف سجين و15 ألف لاجئ».

ومن جهتها، أشارت روسيا أمس إلى أنها ستستخدم حق النقض (الفيتو) ضد مسودة قرار في الأمم المتحدة تدعو الرئيس السوري بشار الأسد إلى تسليم سلطته إلى نائبه ما لم تستبعد المسودة صراحة التدخل العسكري لوقف العنف الذي صاحب الاحتجاجات ضد حكمه.

لكن فلاديمير تشيجوف، مبعوث روسيا لدى الاتحاد الأوروبي، قال إنه لا مجال لإقرار مسودة القرار ما لم تستبعد صراحة إمكانية التدخل العسكري.

وقال تشيجوف إن المسودة «تنقصها أهم شيء؛ فقرة واضحة تستبعد إمكانية استخدام القرار لتبرير تدخل عسكري من الخارج في شؤون سوريا. لهذا السبب، لا أرى مجالا للتصديق على هذه المسودة». ومن جهته، أعلن نائب وزير الخارجية الروسي غينادي غاتيلوف، أمس، أن المباحثات تتواصل في الأمم المتحدة، ومن ثم لن يجرى أي تصويت في الأيام المقبلة على مشروع قرار بشأن سوريا.

ونقلت وكالة «إنترفاكس» عن غاتيلوف قوله «نبذل حاليا جهودا للتوصل إلى نص مقبول من الجميع يسهم في إيجاد تسوية سياسية في سوريا. لذلك، لن يكون هناك أي تصويت في الأيام المقبلة».

وأضاف «يواصل الخبراء مناقشة مشروعي القرار: الروسي والمغربي».

وأوضح غاتيلوف «المشروع المغربي ليس مقبولا بالنسبة لنا، لأنه ما زال يتضمن بنودا تنص على توقيع عقوبات على سوريا، وأخرى يمكن تفسيرها على أنها تجيز اللجوء إلى القوة».

وقال مركز «كاست»، وهو أحد أبرز مراكز أبحاث الدفاع والأمن في روسيا، إن موسكو قد تخسر عقودا عسكرية بمليارات الدولارات إذا أطيح بالأسد من السلطة.

ومن جانبه، نفى فيتالي تشوركين، المندوب الدائم لروسيا لدى مجلس الأمن الدولي، أن تكون بلاده في سبيلها إلى التخفيف من تشدد مواقفها تجاه مشروع القرار الغربي المقدم إلى مجلس الأمن. وقال تشوركين ردا على سؤال بهذا الشأن عبر المؤتمر الصحافي الذي عقدته وكالة «أنباء ريا نوفوستي»، أمس، في موسكو، مع مقر الأمم المتحدة عبر الإنترنت، إن موسكو ترفض مشروع القرار بصيغته الحالية، مؤكدا أنه «ينبغي للأمم المتحدة ألا تزج بنفسها في (نزاع داخلي)». وكان تشوركين اعتبر مطلب المعارضة حول ضرورة تنحي الرئيس السوري وتفويض صلاحياته إلى نائبه «شرطا مسبقا» تحاول المعارضة فرضه قبيل الحوار المنشود، مؤكدا أن الحوار المقترح مدعو إلى «مناقشة الكثير من مسائل الأجندة الوطنية من دون أي قيود»، ومن بينها التحضير لحوار وطني سوري تحت رعاية جامعة الدول العربية. وأشار المسؤول الروسي إلى أن مجلس الأمن يمكن أن يلعب دورا مؤثرا بعيدا عن توجه «فرض العقوبات واستخدام الأدوات لإنهاء النزاعات». واستبعد أن يستطيع المجلس فرض أي حلول سياسية على سوريا، فضلا عن الرفض القاطع الذي سبق أن أعلنته موسكو حول رفضها لأي قرارات من شأنها أن تتضمن بالتلميح أو التصريح إشارة إلى التدخل العسكري. وكان سيرغي لافروف، وزير الخارجية الروسية، قد أكد ذلك، مشيرا إلى أن مجلس الأمن لن يستطيع إصدار أي قرار في هذا الاتجاه. الـغـضـب
