You are right about this is can be used....What I was going to write is "This is the simplest way to remember the use of both verbs" but changed my mind and forgot to erase "is"
As for the second remark, the sentence is correct and there's nothing missing. Heard of "Jargon"?

The sentence is correct.....I learnt it from an American teacher of English and it is jargon
