نتنياهو وافق على الإنسحاب من الجولان قبل سنتين

قالت صحيفة ”يديعوت أحرونوت”، أمس الجمعة، إن ”رئيس الوزراء الإسرائيلي بنيامين نتنياهو وافق خلال مفاوضات غير مباشرة مع الرئيس السوري بشار الأسد، على انسحاب إسرائيلي كامل من هضبة الجولان مقابل سلام كامل، لكن هذه المفاوضات انتهت بسبب اندلاع الأزمة السورية في بداية العام الماضي”.

وذكرت الصحيفة أن ”نتنياهو ووزير الدفاع الإسرائيلي إيهود باراك بدآ في خريف العام 2010 في إجراء مفاوضات مع الأسد بوساطة الدبلوماسي الأمريكي (فريد هوف) وتحت غطاء سري بالغ”. واستندت الصحيفة في تقريرها إلى ”وثائق حول الرسائل، التي تبادلها الجانبان الإسرائيلي والسوري وتفاصيل المفاوضات بينهما، والتي كتبها هوف بعد أن أنهى عمله في وزارة الخارجية الأمريكية قبل عدة أيام”.

وكشفت الوثائق، التي كتبها هوف عن أن ”المفاوضات بين الجانبين استندت إلى موافقة إسرائيل على انسحاب كامل من الجولان، حتى خطوط الرابع من جوان من العام 1967، مقابل اتفاق سلام كامل بين الدولتين ويشمل فتح سفارات في دمشق وتل أبيب، وقد فوجئ الأمريكيون باستعداد نتنياهو للتوصل إلى اتفاق كهذا. ويذكر أن تقارير كانت أكدت موافقة نتنياهو خلال ولايته الأولى برئاسة الحكومة بين الأعوام 1996 - 1999 على الانسحاب من الجولان من خلال محادثات مع الرئيس السوري الراحل حافظ الأسد ومبعوث نتنياهو الخاص ورجل الأعمال الأمريكي - اليهودي رون لاودر، لكن نتنياهو نفى ذلك في حينه.

ونقلت ”يديعوت أحرونوت” عن مصادر أمريكية، قولها إن ”نتنياهو وباراك وافقا على الانسحاب من الجولان مقابل سلام يشمل توقع إسرائيل، ومن دون تعهد صريح من جانب الأسد، بأن تقطع سوريا علاقاتها مع إيران. ولم يتم التوصل إلى اتفاق بشأن مدة تنفيذ الانسحاب، لكن سوريا طالبت بأن يتم تطبيق الانسحاب خلال عام ونصف العام أو عامين، بينما طالبت إسرائيل بتطبيقه خلال فترة زمنية أطول. وقال مسؤول رفيع في الإدارة الأمريكية للصحيفة إن ”المفاوضات كانت جدية وأنه لو لم تندلع الأزمة الحالية في سوريا لانتهت المفاوضات باتفاق”. وقدر المسؤول الأمريكي أن ”نتنياهو وافق على إجراء الاتصالات مع الأسد من أجل تبرير الجمود الحاصل في المفاوضات بين إسرائيل والفلسطينيين، وانطلاقاً من فكرته أن سوريا هي ”الحلقة الضعيفة” في محور إيران - سوريا - حزب الله”.وأكدت الصحيفة على أن ”نتنياهو وباراك لم يطلعا الوزراء في إسرائيل على هذه المفاوضات السرية مع سوريا، وأنه كان يعلم بها في إسرائيل فقط مستشار نتنياهو العسكري يوحنان لوكير، والسياسي رون دريمر، ورئيس مجلس الأمن القومي عوزي أراد، ومبعوث نتنياهو الخاص المحامي يتسحاق مولخو، وسكرتير باراك العسكري مايك هرتسوغ، وقد تم إلزام هؤلاء المستشارين بالتوقيع على وثيقة تلزمهم بالحفاظ على سرية المعلومات”. وأشارت إلى أن ”المحادثات المتعلقة بهذه المفاوضات مع سوريا جرت بمقر إقامة نتنياهو في القدس وبيته في بلدة قيساريا، وفي مكتب مولخو في تل أبيب ولكنها لم تجر أبدا في مكتب رئيس الوزراء”. وأخفى نتنياهو وباراك هذه المفاوضات عن جميع الوزراء ولم يشركوا كبار المسؤولين في أجهزة الاستخبارات وخاصة رئيسي الموساد وجهاز الأمن العام (الشاباك).
