طالباني: المالكي تجاوز صلاحيته في قضية "كركوك"

صرح الرئيس العراقي جلال طالباني بأنه ليس من صلاحيات رئيس الوزراء العراقي نوري المالكي بصفته قائداً عاما للقوات المسلحة، أن يزج بالجيش في أمور هي من صميم اختصاص الشرطة". وذلك تعليقاً على الجدل القائم بين حكومة إقليم كردستان والحكومة المركزية العراقية حول تشكيل الأخيرة قوة تحت مسمى "قيادة عمليات دجلة" للعمل في المناطق المتنازع عليها بين الكرد والحكومة المركزية، وخاصة مدينة كركوك الغنية بالنفط.

وقال الرئيس العراقي خلال حديثه لبرنامج "نقطة نظام"، الذي يذاع على قناة العربية، إن تشكيل هذه القوة ينطوي على تجاوز على صلاحياته، لأن حالة الطوارئ تعلن بموافقة رئيس الجمهورية ورئيس الوزراء وهو لم يوافق على ذلك.

وشرح قائلاً إن قائد القوات البرية العراقية الفريق الركن علي غيدان، أصدر قراراً يطلب فيه وضع قوات الشرطة وكل القوات المحلية مع الجيش تحت قيادة عمليات دجلة، وهذا بحد ذاته إعلان للطوارئ على حد قوله.

وأشار الرئيس طالباني إلى أن رئيس الوزراء نوري المالكي لا يريد أن يعلن الحرب بل لا يقدر على إعلانها، ولكن ما وصفها بهذه الخطوة الارتجالية وغير المدروسة تؤدي إلى رد فعل من الجانب الكردي، وقد يؤدي أي حادث بسيط إلى صدام نحن في غنى عنه على حد قوله.
التحالف الكردي الشيعي

وفيما يتعلق بالشكوك التي تحوم حول إمكانية تخلخل التحالف الكردي الشيعي، قال أعتقد أن هذا التحالف تاريخي وموضوعي وذو جذور عميقة في المجتمع منذ الاحتلال البريطاني مرورا بعهد الملكية والمعارضة وانتهاء بالوقت الحاضر.

وأوضح أن مفهوم هذا التحالف ليس مفهوما طائفيا فالتحالف الكردي الشيعي تحالف كردي عربي، وكذلك تحالف سني شيعي باعتبار أن الكرد سنة، وأيضا هو تحالف بين شمال الوطن مع جنوبه ووسطه وهو تحالف لا تزعزعه تصريحات أناس لا يفهمون التاريخ ولا الحقائق الواقعية.

وشدد طالباني على أنه ضد سحب الثقة من رئيس الوزراء، وشرح ذلك بأن ترشيح رئيس الوزراء ليس من صلاحية رئيس الجمهورية، بل الكتلة البرلمانية الأكثر عددا، وبالتالي فإن طلبي من البرلمان نزع الثقة من رئيس الوزراء تجاوز على صلاحية كتلة التحالف الوطني التي كانت قد رشحت المالكي لرئاسة الوزراء.

وأرى أن يطلب من التحالف الوطني أن يغير رئيس الوزراء من سلوكه الحالي أو يستبدله بآخر.
استقلال الأكراد

وحول القلق الذي ينتاب الكرد من تسلح الدولة العراقية، قال "نحن نريد عراقاً قوياً ولسنا متخوفين من صفقات السلاح التي تبرمها حكومة العراق".

ولكنه أضاف أن حكومة إقليم كردستان تريد نوعا من التنسيق والاطمئنان على كيفية استخدام هذه الأسلحة.

وفي الختام علق الرئيس جلال طالباني على قضية استقلال الأكراد قائلاً "أنا أمين عام حزب اسمه الاتحاد الوطني الكردستاني يرفع منذ تأسيسه شعار حق تقرير المصير للشعب الكردي، وأرى أن الكرد مارسوا حق تقرير المصير حين اختاروا الاتحاد الاختياري ضمن الدولة العراقية الفيدرالية.

ويضيف طالباني: أنا لا أمنع الحلم بدولة كردية مستقلة، لكني كسياسي أعتقد أن الفيدرالية هي الحل الصحيح للقضية الكردية والذي يخدم الشعب الكردي ويحقق طموحاته، وأن شعار الانفصال غير واقعي وغير قابل للتطبيق.
