سوريا الدولة الوحيدة التي استخدمت ألغاما مضادة للافراد سنة 2012

ذكرت الحملة الدولية لحظر الالغام المضادة للافراد في تقرير الخميس ان الحكومة السورية هي الوحيدة في العالم التي استخدمت الغاما مضادة للافراد هذه السنة.

وهذه هي السنة الثانية على التوالي تتهم هذه المنظمة غير الحكومية دمشق باستخدام الالغام المضادة للافراد. واتهمت الحملة العام 2011 اسرائيل وليبيا وبورما باستخدام هذا النوع من الالغام.

وقال التقرير ان خبراء الحملة المكلفين مراقبة تطبيق معاهدة حظر استخدام الالغام التي اعتمدت العام 1997 (معاهدة اوتاوا)، حددوا "حتى تاريخ اليوم، حكومة واحدة استخدمت الالغام المضادة للافراد خلال سنة 2012، هي سوريا".

واكدت الحملة ان الالغام ما زالت منتشرة في 59 دولة وست مناطق متنازع عليها.

وحدد التقرير تحديات اضافية منها التزايد المضطرد لعدد ضحايا الالغام في دول عدة مثل ليبيا والسودان وجنوب السودان وسوريا، اضافة الى استخدام الالغام المضادة للافراد من قبل مجموعات مسلحة غير خاضعة لسلطة الدولة في ست دول مقابل اربع دول العام الماضي.

والدول الاربع هي افغانستان وكولومبيا وميانمار وباكستان، اضيفت اليها تايلاند واليمن هذه السنة.

وانتقد التقرير طلب الدول التي صادقت على المعاهدة تمديد مهلة نزع الالغام، مشيرا الى ان ثلاث دول هي بيلاروسيا واليونان واوكرانيا، ما زالت تخرق الشرط المفروض بتدمير مخزونها من الالغام خلال اربعة اعوام.

من جهة اخرى، اشار التقرير الى اشارات مشجعة من بينها انضمام ثلاث دول جديدة هي فنلندا وجنوب السودان والصومال الى المعاهدة منذ تموز/يوليو 2011.

وقد وقعت هذه المعاهدة 160 دولة في جميع انحاء العالم بينها كل بلدان افريقيا جنوب الصحراء.

من جانب آخر انهت غينيا بيساو والنيبال ونيجيريا نزع الالغام من كل المناطق الملغمة المعروفة في 2011. كما انتهت عملية نزع الالغام في ابخازيا.

اما عدد الضحايا فيبدو مستقرا في 2011 اذ بلغ بين 11 الى 12 يوميا كما في 2009 و2010، مقابل 32 في 2001.

في المقابل يتحدث التقرير عن تحسن واضح في بعض الدول الاكثر تضررا بالالغام مثل افغانستان وكمبوديا وكولومبيا، حيث تراجع عدد الضحايا.

ومن المؤشرات الايجابية ايضا التمويل على الصعيدين الدولي والوطني على حد سواء للاعمال المتعلقة بمكافحة الالغام في 2011. وقد وصل الى حوالى 662 مليون دولار (51 مليون يورو) وهو اكبر مبلغ يسجل حتى الآن، اي بزيادة 25 مليون دولار عن 2010.

وعلى الرغم من هذا المبلغ القياسي، تراجع التمويل المخصص للضحايا بنسبة ثلاثين بالمئة عما كان في 2010 اي ادنى مستوى منذ ان بدأ الخبراء يسجلون هذا النوع من التمويلات في 2007.

وكانت الحملة الدولية للالغام المضادة للافراد منحت جائزة نوبل للسلام في 1997 تقديرا لعملها الذي يهدف الى نزع هذا النوع من الالغام.

وقال هؤلاء الباحثون انه لم يسجل نقل اي الغام بين دول في السنوات الاخيرة.

في المقابل يعتبر هؤلاء الخبراء ان الانتاج الفعلي للالغام يمكن ان يستمر في اربع دول هي الهند وبورما وباكستان وكوريا الشمالية.

من جهة اخرى، تحتفظ ثمانية بلدان اخرى بحقها في انتاج الالغام. وهذه البلدان هي الصين وكوبا وايران وكوريا الشمالية وروسيا وسنغافورة والولايات المتحدة وفيتنام.

وستعقد في جنيف من الثالث الى السابع من كانون الاول/ديسمبر 2012 الجمعية العامة الثانية عشرة لمعاهدة اوتاوا.
