نتنياهو يتجاهل الادانة الدولية لخطط الاستيطان

تجاهل رئيس الوزراء الإسرائيلي بنيامين نتنياهو يوم الأحد الادانة الدولية لخطط إسرائيل لتوسيع المستوطنات اليهودية بعد فوز الفلسطينيين باعتراف فعلي بدولتهم في الامم المتحدة.

وقال نتنياهو متحديا في الاجتماع الاسبوعي لحكومته "سنواصل البناء في القدس وفي كل الاماكن التي على خريطة المصالح الاستراتيجية لإسرائيل."

وفي ضربة اخرى للسلطة الفلسطينية في الضفة الغربية أعلنت إسرائيل ايضا انها ستوقف تحويل عائدات الضرائب للسلطة الفلسطينية لهذا الشهر والتي تبلغ نحو 100 مليون دولار قائلة ان السلطة مدينة لشركة الكهرباء الإسرائيلية بنحو 200 مليون دولار.

وقال المسؤول الفلسطيني الكبير ياسر عبد ربه ان مصادرة الاموال المستحقة للسلطة التي تعاني من ازمة سيولة والضرورية للوفاء بالتزاماتها من رواتب تعتبر قرصنة وسرقة.

وقالت إسرائيل يوم الجمعة انها ستبي 3000 وحدة سكنية اضافية للمستوطنين في الضفة الغربية والقدس الشرقية وهي المناطق التي يريد الفلسطينيون اقامة دولة عليها في المستقبل الى جانب غزة. وجاء القرار الإسرائيلي بعد موافقة الجمعية العامة للامم المتحدة يوم الخميس على ترقية مكانة السلطة الفلسطيينة من كيان مراقب إلى دولة غير عضو بصفة مراقب.

وقال مسؤول إسرائيلي ان الحكومة أمرت ايضا "بأعمال التقسيم والتخطيط الاولية" لالاف الوحدات السكنية في مناطق منها منطقة (إي واحد) القريبة من القدس.

ومن شأن هذا البناء ان يقسم الضفة الغربية إلى جزئين ويقوض بشكل أكبر آمال الفلسطينيين المدعومة من الولايات المتحدة ورعاة دوليين اخرين لعملية السلام في الشرق الاوسط في اقامة دولة متماسة جغرافيا.

لكن المسؤولين الإسرائيليين قالوا ان الامر قد يستغرق عامين قبل بدء اي بناء في منطقة (إي واحد) القريبة من القدس.

وخلال اجتماع مجلس الوزراء الإسرائيلي قال نتنياهو ان "الخطوة احادية الجانب التي اتخذها الفلسطينيون في الامم المتحدة تعد انتهاكا صارخا للاتفاقيات السابقة الموقعة مع إسرائيل." وأضاف أن حكومة إسرائيل "ترفض تصويت الجمعية العامة".

وجاءت الموافقة على ترقية وضع السلطة الفلسطينية باغلبية ساحقة لكن هذا الاجراء لا يصل إلى حد العضوية الكاملة بالامم المتحدة والتي يمنحها مجلس الامن. لكن ترقية وضع السلطة له تداعيات قانونية مهمة لانه قد يسمح للفلسطينيين بالتوجه إلى المحكمة الجنائية الدولية حيث يستطيعون تقديم شكاوى ضد مسؤولين إسرائيليين.

وصدرت ادانات دولية قوية من الولايات المتحدة وفرنسا وبريطانيا والاتحاد الاوروبي لخطط الاستيطان الإسرائيلية الجديدة التي ينظر اليها على نطاق واسع على انها رد على النجاح الفلسطيني في الامم المتحدة.

وقال الرئيس الفلسطيني محمود عباس في كلمة امام حشد في مدينة رام الله بالضفة الغربية لدى عودته من الولايات المتحدة "إن الاعتراف بفلسطين كدولة يغير الكثير من المعطيات ويؤسس لحقائق جديدة وانتصاركم يا ابناء شعبنا استفز الاحتلال وعمق عزلته بالعالم."

ويرأس نتنياهو حكومة مؤيدة للاستيطان وتتوقع استطلاعات الرأي ان يفوز حزبه ليكود في الانتخابات البرلمانية التي ستجريها إسرائيل في 22 يناير كانون الثاني رغم مزاعم المعارضين بأن سياساته عمقت عزلة إسرائيل الدبلوماسية.

وقالت مسؤولة السياسة الخارجية بالاتحاد الاوروبي كاثرين اشتون في بيان يوم الأحد "جميع أعمال البناء الاستيطاني غير مشروعة بموجب القانون الدولي وتمثل عقبة أمام السلام."

وقالت الولايات المتحدة ان خطط الاستيطان الجديدة ستأتي بنتائج عكسية لأي استئناف لمحادثات السلام المتوقفة منذ عامين بسبب نزاع بشأن التوسع الاستيطاني في الضفة الغربية والقدس الشرقية اللتين احتلتهما إسرائيل في حرب 1967.

ويقول نتنياهو ان إسرائيل كدولة يهودية لها حقوق تاريخية في اراض بالضفة الغربية وكل القدس. ويريد الفلسطينيون القدس الشرقية لتكون عاصمة لدولتهم في المستقبل. وتعتبر إسرائيل القدس بأكملها عاصمة لها وهو ادعاء لا يحظى باعتراف دولي.

وقال وزير الإسكان الإسرائيلي ارييل اتياس ان الحكومة ستطرح خلال اسابيع مناقصات لبناء الف وحدة سكنية في القدس الشرقية واكثر من الف وحدة اخرى في كتل استيطانية بالضفة الغربية.

وقال اتياس لراديو الجيش "(المنطقة) إي واحد رهن التخطيط وهو ما يعني وضع رسوم تخطيطية على الورق..لا أحد سيقوم بالبناء قبل ان يتضح ما الذي سيحدث هناك."

والمنطقة إي واحد تعتبر منطقة لها حساسية خاصة . وكانت إسرائيل جمدت الكثير من انشطتها الاستيطانية في المنطقة إي واحد تحت ضغوط من الرئيس الأمريكي السابق جورج بوش واصبحت المنطقة تحت مراقبة الرئيس الأمريكي الحالي باراك اوباما.

وقال بيني كاشريل رئيس بلدية مستوطنة معالية ادوميم المتاخمة لمنطقة إي واحد لراديو الجيش ان البناء "سيستغرق عاما او عامين."

وقال ياريف اوبنهايمر من حركة السلام الان الإسرائيلية المناهضة للاستيطان "اذا قمنا بالبناء في إي واحد فإن الرؤية الخاصة باقامة دولتين ستتلاشى حقيقة...انها مكان استراتيجي اذا تم البناء فيه فسوف يمنع الفلسطينيين من ان يكون لهم دولة طبيعية."

ويعيش ما يقرب من 500 الف إسرائيلي و2.5 مليون فلسطيني في الضفة الغربية والقدس الشرقية.
