فاقت القيمة الإجمالية للأموال المختلسة من طرف الموظفين أو المسروقة من طرف العصابات الإجرامية عبر مراكز ومكاتب البريد خلال العشرة أشهر من السنة الجارية الـ30 مليار سنتيم، مما دفع بمؤسسة بريد الجزائر إلى مراسلة المديرية العامة للأمن وقيادة الدرك الوطنيين من أجل تعزيزها بعناصر أمن إضافية لتأمين محيط المراكز والمكاتب البريدية، فضلا عن قرارها المتعلق بالزيادة في عدد المراقبين المكلفين بمراقبة العمليات المالية عبر 3500 مكتب ومركز بريد موزعين عبر مختلف ولايات الوطن.

كشفت تحقيقات الفرق الاقتصادية والمالية التابعة لمصالح الدرك والشرطة -حسب مصادر "الشروق"-، قيمة الاختلاسات التي حصلت في مصالح بريد الجزائر خلال عشرة أشهر من السنة الجارية تجاوزت 30 مليار سنتيم، لم تتمكن ذات المصالح من استرجاع سوى 5 بالمئة من المبالغ المختلسة، إثر 10 ألاف عملية مراقبة قامت بها مصالح بريد الجزائر، وقد سجلت هذه الاختلاسات عبر 150 عملية تمت في 85 مكتب بريد موزع عبر مختلف ولايات الوطن.

وقد أحيلت 65 قضية تتعلق بالسطو والسرقة من طرف عصابات إجرامية منظمة وكذا اختلاس أموال عمومية والتزوير واستعمال المزور والتستر على عمليات الاختلاس، عبر عدد من مكاتب البريد مازالت الجهات القضائية بصدد النظر فيها، حيث تمت معظم عمليات الاختلاس عن طريق الاستعمال غير القانوني لبطاقات السحب التي بادرت مصالح بريد الجزائر إلى تعميمها عبر مختلف مكاتب البريد الموزعة عبر التراب الوطني، أو سحب أموال بعض المتوفين الذين غالبا ما تكشف الجريمة بعد تقدم ذويهم لمكاتب البريد قصد سحب أموالهم المدخرة.

وأثبتت التحقيقات إلى أن أغلب الاختلاسات تمت بتواطؤ من قابض البريد أو أحد الموظفين العاملين في مكاتب البريد، فيما تتم عملية السطو والسرقة من طرف العصابات الإجرامية عن طريق استعمال الأسلحة بمختلف أنواعها وتهديد الأعوان المكلفين بالحراسة خاصة في الفترة الليلية، وبالمقابل فتحت مصالح الدرك الوطني تحقيقات معمقة في عدد من السرقات التي تم تسجيلها على مستوى عدد من مكاتب البريد، بينها قضية استعمال أحد الموظفين لنفوذه ووظيفته مقابل تغطية مصاريف شخصية له، على حساب مؤسسة بريد الجزائر.

في هذا السياق، أكد المدير العام لمؤسسة بريد الجزائر، محند العيد محلول، في تصريح لـ "الشروق"، أن مؤسسة بريد الجزائر سجلت انخفاضا كبيرا في عدد الاختلاسات التي جرت في المكاتب والمراكز البريدية، فيما عرفت ارتفاعا بخصوص تعرضها إلى عمليات الاقتحام والسطو من طرف العصابات الإجرامية، حيث تم تسجيل أزيد من 200 عملية اقتحام للمراكز والمكاتب البريدية منذ بداية السنة.
