سيناريوهات التدخل العسكري في سوريا لمنع إستخدام السلاح الكيماوي

لم يدخل وزير الخارجية الفرنسي، عقب إجتماع وزراء خارجية الحلف الأطلسي في بروكسل أول من أمس الثلاثاء، في تفاصيل «الرد العسكري الفوري» للأسرة الدولية على استخدام النظام السوري للأسلحة الكيماوية التي يملكها في الحرب الدائرة حاليا بين النظام ومعارضيه لا من جهة الأطراف التي يمكن أن تقوم به ولا لجهة شكل التدخل والمواقع التي يمكن أن يستهدفها. وكان لافتا أن فابيوس لا يعتبر أن الأخبار التي تحدثت عن بدء السوريين لعملية المزج بين العناصر المكونة للأسلحة الكيماوية وتحديدا غاز السارين البالغ السمومة ثابتة ونهائية، بل إنه أشار إلى وجود «عناصر ناتجة عن عمليات الرقابة التي يمكن أن تفيد بوجود شيء من هذا النوع». لكنه أردف قائلا إن «هذه المعلومات لم يتم التحقق منها وهي ليست مؤكدة تماما»، ما يعني أن باريس تريد أن تتحقق بنفسها من المعلومات التي جاءت من واشنطن ولم يصدر عن أي جهة أخرى ما يثبت صدقيتها.

وربط فابيوس بين ما يمكن أن يكون النظام السوري بصدد القيام به كيماويا و«تراجع قوات النظام ميدانيا، وإحتمال اللجوء إلى السلاح النووي لمواجهة الصعوبات التي يعاني منها».

رغم ذلك، جدد الوزير الفرنسي القول إن بلاده تلتزم موقفا «متشددا للغاية» إزاء موضوع الكيماوي السوري، وأنه في حال تأكدت المعلومات الأمريكية، فإن ذلك «يستدعي ردا فوريا» من الأسرة الدولية. ولدى سؤاله عن المقصود بتعبير الأسرة الدولية، قال فابيوس إن ذلك يعني الأمم المتحدة، الحلف الأطلسي أو «دولا يمكن أن ترد بشكل إنفرادي» من غير أن يحدد هويتها أو أن يقول ما إذا كانت فرنسا من بينها.

وليس سرا، كما تقول مصادر فرنسية دفاعية، أن مجموعة من الخطط العسكرية تتم دراستها منذ عدة أشهر للرد على السيناريوهات الكيماوية في سوريا؛ إن في إطار الحلف الأطلسي أو في إطار مجموعة من الدول تتشكل لهذا الغرض وتقرر العمل معا أو حتى من طرف دول بصفة فردية. والسؤال الذي لم يطرح حتى الآن، والذي تثيره مصادر دبلوماسية في العاصمة الفرنسية، هو: هل سيناريو التدخل، في حال إرتكب النظام السوري المحظور، سيحتاج إلى قرار من مجلس الأمن الدولي؟ وإذا كان أمر كهذا صعب الحصول بسبب تركيبة المجلس والدور الروسي - الصيني، فما هو عندها الأساس القانوني الذي يمكن أن يجيز هذا التدخل؟

وأمس الأربعاء، نشر موقع مجلة «لو بوان» الإلكتروني موضوعا يتحدث بإسهاب عن التحضيرات العسكرية ويفهم منه أن إتصالات تجرى في الوقت الحاضر لقيام تحالف دولي عماده ثلاثي الأضلاع غربيا ويتشكل من الولايات المتحدة الأمريكية وبريطانيا وفرنسا، مع دور لتركيا والأردن، وربما دول عربية أخرى لم يسمها. وبحسب «لو بوان»، فإن الخطة تقوم على القوات الخاصة، مدعومة بالطائرات القتالية والطوافات، التي يفترض أن ترسل ميدانيا للسيطرة على المواقع الكيماوية وإخراج المكونات منها بعد تعطيل أنظمة الدفاع الجوي و«تحييد» القوات المكلفة بحراس المواقع المستهدفة. ومن هذا المنطلق، فإن العمليات المنتظرة يفترض أن تتم على ثلاث مراحل: إستهداف المواقع القيادية ذات العلاقة بالأسلحة الكيماوية، بواسطة الصواريخ والطائرات المقاتلة، السيطرة على المواقع الكيماوية وضمان أمنها وأخيرا إخراج المواد الكيماوية من الداخل السوري.

وتعتبر المصادر الفرنسية أن عملية عسكرية من هذا النوع يمكن أن تكون «إستباقية»، إذ ليس من المنطقي أو من المقبول إنتظار أن يعمد النظام إلى إستخدام مخزونه الكيماوي قبل أن يحصل التدخل العسكري. وبحسب المجلة الفرنسية، فإن عبارة الناطق المساعد باسم الخارجية الفرنسية يوم أول أمس الثلاثاء عن عزم الأسرة الدولية على «تدارك» لجوء دمشق إلى الكيماوي أو «محاولة إستخدامه» تدفع باتجاه توقع ضربة إستباقية.

وتذهب المجلة أبعد من ذلك عندما يؤكد كاتب المقال أن «تحالفا لا يظلله الحلف الأطلسي» سيقام لهذا الغرض، وسيتولى القيام بضربات وغارات إنطلاقا من الأردن وتركيا قبل أن تراود النظام الرغبة في إستخدام الكيماوي. وبحسب المعلومات المنشورة، فإن قوات خاصة فرنسية وضعت في حال التأهب في الأردن الذي ستشارك قواته الخاصة كذلك في العمليات المتوقعة. وفي هذا السياق، تذكر المصادر الفرنسية أن تمرينات جرت قبل أشهر في الأردن على عمليات من هذا النوع.

غير أن هذه السيناريوهات تثير أكثر من سؤال سياسي وعسكري على السواء، . فهل ترى الدول الغربية أن وجود نية للنظام السوري لاستخدام الكيماوي يكفي للضغط على زر التدخل؟ ومن هي الجهة التي تعطي إشارة الإنطلاق؟

أما من الناحية العسكرية، فإن السؤال يتناول الأهداف التي يتعين تحييدها وأولها المواقع القيادية والدفاعات الجوية وسلاح الطيران السوري الذي يمتلك عدة مئات من الطائرات المقاتلة والقاذفة روسية الصنع. ويجمع الخبراء العسكريون على القول إن الطيران الحربي السوري لا يمكن مقارنته أبدا بسلاح الجو الليبي لا عددا ولا تجهيزا ولا تدريبا. ولذا، فهل الغربيون جاهزون لتحمل وقوع خسائر بشرية ومادية في صفوفهم؟ وأخيرا، هل سيستخدم التحالف الذي سيقوم بحجة الكيماوي و«شرعية» منع إستخدامه توجيه الضربة القاضية التي من شأنها إسقاط النظام؟
