حقوقيون يعروضون تقريرهم عن كشمير

الضحايا ينتظرون العدالة الحقيقية

تضمن تقرير، أعدته منظمة حقوقية بارزة، اتهامات لمسؤولين في الجيش والشرطة وأجهزة الأمن الهندية، بكشمير، من بينها الموت في الاعتقال والاختطاف والتعذيب والاغتصاب.

وقد لقي الالاف حتفهم أثناء تمرد الانفصاليين منذ 1989.


ويعرف الإقليم المتنازع عليه بين الهند وباكستان تراجعا في أعمال العنف في السنوات الأخيرة.

ولكن عشرات الالاف من أفراد الجيش والشرطة وأجهزة الأمن الهندية لا تزال تنتشر في الإقليم ذي الأغلبية المسلمة.

ويوضح أصحاب التقرير أنهم جمعوا المعلومات من الشرطة، وفق قانون حرية المعلومة الجديد في الهند، وفي مقابلات مع العائلات وأشخاص آخرين.

ونفى متحدث باسم الجيش في كشمير علمه بالتقرير، قائلا: "إذا أرسلوه إلى وزارة الدفاع فلما يصلنا، ويمكننا أن نرد بعد الاطلاع على محتواه.

ويقول مراسل بي بي سي في سريناغار، رياض منصور، إن المنظمة درست 214 حالة تعسف، وبينت دور المسؤولين في قتل حوالي 70 شخصا، واختفاء 8 آلاف شخص خلال عقدين من الزمن.

ويذكر التقرير من بين الضالعين في الجرائم، ضباطا برتب عالية في الجيش.

ويتهم أحد المحامين المشاركين في إعداد التقرير الحكومة الهندية بأن مهمتها في كشمير لم تكن تحقيق العدالة بقدر ما كانت بسط سلطتها على الإقليم.

ويضيف أن "الضحايا ينتظرون باستمرار تحقيق العدالة الحقيقية، أما تصور الحكومة الهندية للعدالة فلم يذهب أبعد من التعويضات المادية، والوعد بإعادة التحقيق".

فالدولة، في نظره، حطت من قيمة العدالة وهونت الجرائم المرتكبة.

ويشير التقرير إلى أنه على الرغم من القرائن، فإن العديد من المتهمين بارتكاب الاعتداءات منحوا النياشين تقديرا لدورهم في قتال الانفصاليين.
