الرئيس المصري يستعد لفرض الأحكام العرفية

أفادت صحيفة "نيويورك تايمز" الأمريكية، أن الحكومة المصرية وافقت على تشريع تعيد بموجبه فرض الأحكام العرفية، وذلك من خلال مطالبة القوات المسلحة بإعادة النظام إلى الشارع والسماح للجنود بإلقاء القبض على المدنيين - على حد قول الصحيفة.

وقالت الصحيفة، إنه وعلى الرغم من أن الرئيس المصري محمد مرسى لم يصدر القرار بعد، إلا أن مجرد التهديد بهذه الورقة يعد تصعيدا فى المعترك السياسى بين القادة الإسلاميين، وخصومهم العلمانيين بسبب الإعلان الدستورى.

وتابعت "نيويورك تايمز" تقول، إن المواجهة بين المعسكرين باتت تهدد بتأخير المرحلة الانتقالية المرجوة إلى حكم ديمقراطى دستورى بعد عامين من الثورة التى أطاحت بحكم الرئيس السابق حسنى مبارك.

واعتبرت الصحيفة الأمريكية، أن الحاجة للاعتماد على الجيش لتأمين الإستفتاء من شأنها تقويض جهود مرسى لتمثيل الدستور، باعتباره أمرا وطنيا أجمع عليه الشعب ليحل هذه الأزمة، لافتة إلى أن إمكانية اللجوء إلى هذه الخطوة تمثل تغيرا إستثنائيا فى الأدوار.

وأعربت الصحيفة عن إندهاشها من لجوء رئيس منتخب أمضى عقودا معارضاً لاستخدام مبارك للأحكام العرفية لإعتقال الإسلاميين، إلى إعادة استخدامه للتحكم فى الإضطرابات والعنف من جانب الجماعات العلمانية، مشيرة إلى أن عودة الجيش للشارع لحماية إسلامى منتخب تطيح بكل آمال بعض العلمانيين فى إمكانية تحرك الجيش للإطاحة بمرسى، فى الوقت الذى ستعكس فيه الخطوة إنهيار الحياة المدنية فى مصر.

وأقرّ مجلس الوزراء تشريعاً جديداً يمنح الضبطية القضائية لضباط القوات المسلحة، ويشرك القوات المسلحة فى حفظ الأمن وحماية المنشآت الحيوية، ويعتقد أن تظل تلك التشريعات قائمة حتى فيفري المقبل، بحسب الصحيفة التى قالت إنها نقلت تلك المعلومات عن وسائل إعلام مصرية رسمية.
