السجن عامين لكل معلّم ‬يضرب تلاميذه

سيتم الزجّ ب‬كل أستاذ أو معلم مارس عقابا بدنيا أو لفظيا في ‬حق التلاميذ، ‬في ‬السجن لمدة تصل إلى سنتين نافدة، ‬تطبيقا لقانون مستخدمي ‬التربية المُعدّل، ‬استنادا لمدة العجز التي ‬يحدّدها الطبيب الشرعي ‬للتلميذ المعنف. ‬اتخذت وزارة التربية الوطنية عدة ‬إجراءات ردعية ضد كل أستاذ أو معلم ثبت تورّطه في ‬ممارسة العقاب البدني ‬واللّفظي ‬ضد التلاميذ، ‬حيث ‬يرخّص القانون الجديد لمستخدمي ‬التربية، ‬للأولياء الحق في ‬رفع دعوة قضائية ضد الأساتذة ومستخدمي ‬التربية الوطنية الذين ‬يتورّطون في ‬ممارسة العنف اللفظي ‬والجسدي ضد التلاميذ في ‬المؤسسات التربوية، ‬ويأتي ‬قرار وزارة التربية الوطنية عقب تسجيلها لحالات كثيرة ضد التلاميذ المتمدرسين، ‬كثيرا ما تسبّبت في ‬عاهات مستديمة وإعاقات جسدية. ‬وفي ‬سياق ذي ‬صلة، ‬أمرت وزارة التربية الوطنية بإعداد تقارير بكل حالات العنف المسجّلة على مستوى المؤسسات التعليمة وفي ‬جميع الأطوار، ‬وذلك عقب تلقي ‬المفتشية العامة للبيداغوية شكاوي ‬من بعض أولياء التلاميذ، ‬خاصة في ‬مرحلة التعليم الابتدائي، ‬يأتي ‬قرار وزارة التربية الوطنية بعد تعرّض العديد من التلاميذ للعقاب البدني ‬والعنف اللّفظي، ‬الذي ‬تسبّب في ‬كراهية الأبناء للمدرسة ورفضهم الذهاب إليها، ‬مشيرة إلى أن هذه الأساليب في ‬التربية مخالفة تماما لكل النصوص المنظّمة للحياة المدرسية، ‬وتوجيه التلاميذ للتحلّي ‬بالسلوكيات الجيّدة والتواصل مع الآخرين. ‬ومن جهة أخرى أصدرت وزارة التربية الوطنية منشورا وزاريا ‬أكدت من خلاله أنه على مسؤولي ‬ومفتشي ‬التربية تحرير تقارير كتابية حول ظاهرة العنف في ‬المؤسسات التربوية، ‬يتم إرسالها ‬إلى المفتشية العامة للبيداغوجية ‬من أجل دراستها والفصل فيها. ‬ويشير المنشور، ‬في ‬الدراسات التي ‬تناولت الحياة المدرسية، ‬إلى أن العملية التربوية لابد من أن تقوم على أساس التحفيز والاحترام، ‬وكل استعمال للعقاب البدني ‬والعنف اللفظي ‬من أي ‬نوع كان اتجاه التلاميذ، ‬يُعدّ ‬أسلوبا ‬يتنافى مع التربية لأن العقاب البدني، ‬قد ‬يحدث أضرارا جسدية وعاهات قد تمتد مدى الحياة.‬
