ما إن وقع نظري على عنوان الخبر أدناه حتى تذكرت حديث مدير إبتدائية من معارفي وهو يفتخر أمامي ومن دون حياء بكيفية إختلاس أموال المطاعم المدريسة .
إذ كان يتعمد مثلا وضع فراغ في السجل اليومي للمطعم بين الوجبة الرئيسية وباقي مكوناتها، ( لوبيا............+ تفاح ) فإن صادف وإن حضرت المراقبة ذلك اليوم فسوف تجد الوجبة مطابقة للتصريح على أن تصبح في آخر الشهر ( لوبيا باللّحم + تفاح) وبالتأكيد هذا ما سيدون على فاتورة الشهر.
ملاحظة: إن هذا المدير ( اللهم لا شماتة) قد تعرض منذ سنوات لحادث سير تركه نصف معاق + خسائر مادية فادحة ليس هذا فحسب بل و صدمته سيارة في رمضان الفائت مما زاد في إعاقته وفقدانه الذاكرة إلى اللحظة.

أميار* ‬يلتهمون* ‬2800* ‬مليار*..‬وتلاميذ* ‬يأكلون* ‬*"‬المقارون*"‬

فضح مسيرو ومستشارو المطاعم المدرسية بالمؤسسات التربوية في تقرير كشف تجاوزات رؤساء البلديات ومموني المطاعم المدرسية في صفقات الإطعام المدرسي، وعدم احترامهم لما تنص عليه القوانين، مطالبين الوزارة بالتدخل لأجل مراجعة سعر الوجبة الغذائية للتلاميذ، سيما وأن نحو* ‬3* ‬ملايين* ‬من* ‬التلاميذ* ‬يشملهم* ‬نظام* ‬التغذية* ‬المدرسية*.‬

اتهم مستشارو التغذية المدرسية، رؤساء بلديات سابقون، بعدم توفير الإمكانيات اللازمة لتطبيق مخطط التغذية المدرسية، كما اشتكوا من نقص اليد العاملة المؤهلة وقلة الحراسة الليلية داخل المدارس التي تحوي مطاعم مدرسية، عادة ما يتم سطو ما تبقى من المؤونة الغذائية المخصصة* ‬لإعداد* ‬الوجبات* ‬المدرسية* ‬من* ‬قبل* ‬العمال* ‬بسبب* ‬عدم* ‬وجود* ‬ثلاجات* ‬لحفظها*.‬

وطالبوا بإعادة النظر في مجلس الإدارة، حسب ما ينص عليه المنشور رقم 195 / 133 المؤرخ في 24 ماي 2009 المتعلق بتسيير المطاعم المدرسية، حيث يسند للمجلس مهمة تسيير المطاعم المدرسية، هذا الأخير الذي يتألف من رئيس البلدية رئيسا ومدير المتوسطة ومقتصدها كأعضاء إلى جانب* ‬مدير* ‬المدرسة* ‬وممثل* ‬المصالح* ‬الطبية*.‬

غير أن التقرير أكد أن أغلب المجالس عبر المؤسسات التربوية لا تضم لا أطباء ولا ممثلين عن جميعات أولياء التلاميذ، حيث عادة ما تتكرر يوميا الوجبات المقدمة للتلاميذ، وفي مقدمتها "المقارون والعدس" كوجبة رئيسية، مطالبين بتوفير كأس حليب لكل تلميذ ضمن ما يقدم للتلميذ* ‬كوجبة* ‬غذائية*.‬

وأقرّت التقارير المرفوعة أن أغلب المدارس لا يراعى فيها المراقبة الدورية للمياه المستعملة في الطبخ والغسل والشرب إلى جانب عدم التنظيف الجيد للدلاء والمعدات وأدوات الطبخ وغياب المراقبة الصحية وسلامة الأغذية قبل استعمالها.

ومن التجاوزات التي رفعت في التقرير الذي تحوز "الشروق" على نسخة منه أن جل العاملين في المؤسسات التربوية لا يتم إخضاعهم لفحوص طبية في بداية كل موسم دراسي، تحسبا لكل مرض قد يتسبب في الإضرار بالتلميذ، إلى جانب عدم التزامهم بتطبيق قواعد الحفظ والتبريد للمواد الغذائية،* ‬وعدم* ‬المراقبة* ‬الصحية* ‬وسلامة* ‬الأغذية* ‬قبل* ‬استعمالها*.‬

كما أن رؤساء البلديات لا يقومون بإرسال فرق الصيانة للتأكد الدوري من صيانة ومدى سلامة عمل المعدات كالمواقد، الأفران والثلاجات وشبكة الغاز والكهرباء داخل المطعم إذ عادة ما تتعطل هذه الأخيرة، وتبقى لأكثر من شهر دون تصليح، وفي نهاية كل فصل دراسي يّدوّن أن تلاميذ* ‬المدرسة* ‬كانوا* ‬يتناولون* ‬وجباتهم* ‬الغذائية* ‬بصفة* ‬دورية*.‬

وانتقد التقرير وجود مخطط غذائي يهدف إلى تحقيق مجموعة من الأهداف من بينها إنجاز الوجبات الغذائية الأسبوعية ونشره لأولياء التلاميذ، لأجل التعرف على الوجبات المقدمة لأبنائهم، كون التلاميذ المستفدين من الوجبات الغذائية من بينهم مرضى سكري يعتمد غذاءهم على نمط معين*.‬

وقال التقرير إن وجبات التلاميذ أصبحت تخضع أيضا لنمط أسعار السوق، حيث عادة ما يتم الإستغناء عن وجبات الخضار والفواكه، إذا ما ارتفع سعرها ليتم استبدالها بوجبات رخيصة على غرار "المقارون" القاسم المشترك في كل أيام الدراسة.

ومعلوم أنه تم إعادة النظر في قيمة الوجبة الواحدة بإضافة 5 دنانير قصد تحسينها لتنتقل من 30 دج إلى 35 دج بالنسبة لولايات الشمال ومن 40 إلى 45 دج بالنسبة للجنوب، ويقدر عدد التلاميذ المستفيدين من الإطعام المدرسي بـ 3 ملايين تلميذ بغلاف مالي يقدر بـ28.5 مليار دج،* ‬غير* ‬أن* ‬المسيرين* ‬يطالبون* ‬برفعها* ‬إلى* ‬حدود* ‬50* ‬دينارا* ‬حتى* ‬يصبح* ‬التلميذ* ‬الجزائري* ‬قادرا* ‬على* ‬تناول* ‬وجبة* ‬غذائية* ‬كاملة* ‬ومتوازنة*.

و ثانيا يا عمو ابو اسامة ما فائدة المطعم اذا كان الاولاد يذهبون الى المطعم بدون غسل الايادي فهم يذهبون الى المراحيض (اعزكم الله)ثم يتوجهون مباشرة الى المطعم

و لهذا كثرت الامراض المعدية و الفيروسية

لدي اضافات كثيرة بخصوص المطاعم المدرسية
و لكن احتفظ بها حتى لا يقال انني ابحث عن اسباب
الفتنة و بالخصوص انني من النوع الدي لا يخفي شيئا
لما اتكلم يعني صريح بدرجات رهيبة و لااخشى في الله
لومة لائم و لكن كل ما يمكن ان ادكره ان الفساد يعم
كل القطاعات و هؤلاء الدين ياكلون السحت تلزمهم عقوبات
رادعة لا ترحم فضلا عن اعادة كل ما اخدوه بالباطل
و اتمنى ان يحصل دلك في المستقبل

لأن البيت يوفر له ما لذّ و طاب
و لكن أغلبية الأطفال تُقبل على الأكل بنهم و منهم من يريد الإستزادة
لأنه يحلم بالخبز و اللوبيا و التفاح
هذا ما أخبرتني به المعلّمات.
