المظاهر الشكلية للشؤون الداخلية في الجزائرية

صحيح أن المواطن لا تتأسس الدولة الا به,و أن الدولة وُجدت لأجل خدمة المواطن و تسهيل و تخفيض كلفة الحياة عليه من كل مشاكلها. و لكن لا يجب أن ننسى أننا نعيش في عصر يُصعب التكهن بظواهره و مشاكله العصرية, لأننا يجب أن نعترف بأن مع مرور الوقت يصُعب حال الدنيا و يكون من شبه المستحيل ايجاد حلول لمشاكلها,.
لأننا من واجبنا معرفة و تفهم ظروف الدولة ولا أقول الحكومة سواء كانت الداخلية أو الخارجية. دعونا نوضح الأمر أكثر فأكثر,أصبح المواطن الأن يشتكي على ظروف معيشته التي حسب قوله نقول"المزرية" خصوصا في دولة كمثل الجزائر , و هذا من حقّه , و لكن الذي ليس حقه هو الاشهار بفساد الدولة و هو الأمر الذي جعلنا نرجع خطوة الى الوراء بدل الأمام , الذي بحسب قوله نحاول تصحيح الأخطاء التي يتزعم قولها هذا المواطن التي لا صحة لها في الأساس. ستعتبرون أن هذا الكلام غريبا شيئا ما و لكن ستفهمون قصدي......ز
الدولة في القاموس الحقيقي ليست هي الحكومة . و هنا هو المقصود. لأنه في كلام شكوى المواطن المقصود هو الحكومة . و هذا هو الكلام الذي أعيه من البداية, و هناك البعض يفهمون أو يعلمون أن الدولة تقوم بالأساسيات من توفير من أساسيات من استيراد و تصدير و تعديل ميزانها التجاري و كل هذه الحسابات التي أطلقت عليها بالصعبة في بداية المقال و هذا صحيح . و لكن كل هذا الكلام يقتصر في كلمة واحدة و هي"المسيّر الأعلى" ,,,,, لنقدم مثالا على هذا:" في مؤسسة كبيرة للانتاج , تكون فيها عدّة أقسام لتنظيم الأمور في هذه المؤسسة, و القسم الرئيسي الأعلى يتمثل في الادارة و من مهامها تنظيم حسابات الشركة و تدبير قروض لتمكين هذه الشركة في انعاش حظوظها في المنافسة على منتجاته ,أو على الأقل أنعاش منتوجاتها أو لتمكين أجور العاملين فيه اذا كانت هذه المؤسسة فقيرة أو صغيرة ان صحّ التعبير . اذا فهذا يعبر أن قسم الادارة مسؤولة عن انعاش المداخيل و حسابات أخرى"
هذا ما أقصده, أن الدولة تنعش و الحكومة تسير هذا الانعاش
فلا يجب أخذ بالكلام الى أبعد الحدود حتى تعرف ما تعيه بالأصل لكي لا تصل المصائب الى أهاليها و منها اليك,,,,,,,,,,,,,,,,,,,,,,,
