تراجعات مرسي، مرونة أم رعونة؟؟؟؟؟

الملاحظ على الرئيس مرسي منذ توليه مهام رئاسة مصر، تراجعه عن جل قراراته إن لم يكن كلها .
* رجوعه عن قرار عودة مجلس الشعب المنحل.
* رجوعه في تعيين المستشار عبد المجيد محمود سفيرا لمصر فى دولة الفاتيكان.
* رجوعه في الإعلان الدستوري، الذي أصدره يوم 21 نوفمبر.واستبداله بآخر يلغيه.
* رجوعه في تجسيد قراره فرض ضرائب على عدة سلع وخدمات.
* رجوعه عن عدم إعادة مناقشة مسودة الدستور وموافقته على إعادة صياغة 20 في المئة من محتواها.
لقدأصبح التراجع سمة مميزة للرئيس، البعض يفسره إيجابيا بأنه «دليل على المرونة» وآخر يفسره سلبا بأنها «دليل رعونه وتخبط سياسي»
فأي التفسيرين أقرب إلى الحقيقة يا ترى؟؟؟؟؟

إن سمحت لي سأحاول أن أشرح كل تراجع كما أفهمه



* رجوعه عن قرار عودة مجلس الشعب المنحل.

هو أراد ان تكون هناك سلطة تشريعيه
وحسب مفهومه ان حل مجلس الشعب كان ظالما
لأن القانون الذي وضع لمجلس الشعب ليس الشعب
هو المسؤول عن عواره وكذالك القضيه التي قدمت
للمحكمه الدستوريه كانت تطالب بحل الثلث الفردي
فلما المحكمه الدستوريه تحل المجلس ككل
ولم يسبق لأي محكمه دستوريه بالعالم حل مجلس الشعب
فإن اختصاصها يكون على القانون وتعطي رأيها بالقانون
هل هو دستوري أم لا فلما اذا تحل المجلس
وكذالك لأكون صريحا معك أحيانا المحكمه الدستوريه
تقر بعدم قبول القانون وتوصي بحل المجلس
وهذا ما حدث بألمانيا لكنها لم تحل المجلس
لأنها لا يوجد لها سلطه فوق سلطة الشعب
ومع ذالك مرسي أراد أن يلبي رغبة الشعب
و يحترم قراره وانتخابه لكن بعد ذالك تراجع
لأن إحترامه للقضاء أجبره على القبول و التراجع


* رجوعه في تعيين المستشار عبد المجيد محمود سفيرا لمصر فى دولة الفاتيكان.

هنا لم يتراجع أراد ان يخرج النائب العام السابق
بهدوء وأراد أن يعزله بعزل ناعم
وكذالك المستشار عبد المجيد محمود وافق
و بعد ذالك تراجع
فما كان على مرسي إلا أن يؤجل عزله
لأنه مطلب من مطالب الثوره
وبالثوره المصريه
أذكر حينما كانوا يقولون لمبارك إرحل
كانوا يقولون لنائب العام إرحل


* رجوعه في الإعلان الدستوري، الذي أصدره يوم 21 نوفمبر.واستبداله بآخر يلغيه.

هو حقق ما كان يريده من هذا الإعلان
وهو عزل النائب العام لأن الإعلان الجديد
نص على ان اي قرار ناتج عن الإعلان السابق هو محصن
بنفسه وبذالك قرار عزل النائب العام السابق لا رجوع فيه


* رجوعه في تجسيد قراره فرض ضرائب على عدة سلع وخدمات.

هذا القانون هو من شروط البنك الدولي لتعاون معهم
والحكومه هي التي نصت على القانون
وحينما كشف تفاصيله أجله ولم يلغيه


* رجوعه عن عدم إعادة مناقشة مسودة الدستور وموافقته على إعادة صياغة 20 في المئة من محتواها.

لا أخي ليست 20 بالمئه إنما المواد المختلف عليها
من أربع لستة مواد وكل الإختلاف بالصياغه
ولس بالمضمون وعدم تأجيل الإستفتاء
هو لا يستطيع أن يتحكم فيه
لأنه يحترم دولة القانون والقانون الذي صوت
عليه الشعب بإستفتاء مارس 2011 ينص
على ان الرئيس يطرح الدستور للإستفتاء لشعب
مباشره بعد تسلم المسوده ويكون الوقت بينهما 15 يوما
إذا هنا هو يطبق في إعلان دستوري وقانون
صوت عليه الشعب ولا يملك البديل



لقدأصبح التراجع سمة مميزة للرئيس، البعض يفسره إيجابيا بأنه «دليل على المرونة» وآخر يفسره سلبا بأنها «دليل رعونه وتخبط سياسي»
فأي التفسيرين أقرب إلى الحقيقة يا ترى؟؟؟؟؟

بصراحة سأجيبك بكل حياديه

تراجع مرسي عن قراراته حسب مفهومي يعود لثلاث نقاط

1 - عدم معرفته و إدراكه لخبث السياسه حينما يكون رئيسا
و عدم معرفته بدهاليز القصر الرئاسي
فحينما نرى بأمريكا مثلا الرئيس المنتخب يدخل قصره او البيت الأبيض
إلا بعد ثلاث شهور تقريبا من انتخابه
وهذا راجع لأنه يجب ان يكون له وقت لفهم كل شيء
واختيار رجال المرحله التي سيقود فيها
ولكن كمصر او كأي دوله عربيه
فإن الرئيس يدخل القصر من ثاني يوم

2 - الحرب المقامه ضده من أركان الدوله العميقه

3 - إحترامه للقانون ولسلطة الشعب

إذا احيانا يكون تراجع بمرونه واحيانا تراجع مدروس
ليستفيد على ما ترتب مما تراجع عليه
واحيانا تراجع لعدم ادراك للواقع والسماع لمستشاريه فقط
فيجب عليه ان يوسع رقعة مستشاريه
واحيانا تراجع ليقطع الطريق على من يريدون استغلال قراره

دائما الدول الداو التي تمر بعد ثوره
تعاني السلطه من عدة جبهات
فهو يحارب الدوله العميقه والفلول ويحارب الخارج
ويحاول ان ينهض بالإقتصاد ويحارب حتى في من ساعد بصعوده
لأن لهم مطالب ويحارب في نفسه

صدقا ليس مرسي فقط
بل لو جاء أي أحد غيره سيعاني مثلما يعاني
بل و أكثر
وهنا أتذكر ثلاث رجال بمصر رفضوا الرئاسه
حينما عرض عليهم الإخوان والسلفيين الترشح
وهم

المستشار حسام الغرياني والمستشار محمود مكي و آخر ثالث نسيته والله

نعم هذا السر قيل من ايام فقط
و هؤلاء الرجال كانوا يرون مالم يكن يراه احد

الملاحظ ان الرئيس يمر بمرحلة تخبط بقراراته وهذا راجع لواحد من سببين, اما انه واقع تحت تاثير مستشارين لايملكون الكفاءه العالية, واما انه واقع تحت تاثير قرارات فوقية مفروضة عليه مصدرها حزب الاخوان, بالحالتين هذا الامر سيضعف من سلطة الرئيس وستجعل كل قراراته لاتملك سلطة التشريع...
