عبرت الأسبوعية الاقتصادية الفرنسية "ليكسبونسيون" عن استغرابها لما وصفته بالامتيازات الغريبة التي حصلت عليها "رونو" في الجزائر، قبل أن تضيف أن الزمن وحده كفيل بكشف هل فعلا سيكون هذا الاتفاق "رابح ـ رابح" بين الجزائر وفرنسا، أم شيء آخر؟ وهو رأي الجريدة الاقتصادية "ليزيكو" التي تساءلت: كم كان مكلفا دخول "رونو" إلى الجزائر؟

وضربت "رونو" مجموعة كبيرة من العصافير بطلقة واحدة، فالقرار الذي أعلنه وزير الصناعة يعني أن الصانع الفرنسي وبمجرد توقيع القرار فإن الحكومة الجزائرية تكون قد منعت الصانع الألماني "فولكسفاغن" من إقامة مصنع بالجزائر، تقول الصحيفة الاقتصادية الفرنسية "لاتريبين"، مضيفا أن الصانع الألماني تقدم نهاية 2011 بطلب رسمي للحكومة الجزائرية يتضمن إقامة مصنع في الجزائر بطاقة إنتاجية تصل إلى 100 الف وحدة قابلة للتوسع وبدون شروط، وهو المصنع الذي كانت الشركة الألمانية تريد أن تجعله قاعدة لانطلاقها نحو أسواق عربية أخرى ضمن المنطقة العربية للتبادل الحر.

استغراب الصحيفة الاقتصادية الفرنسية المؤثرة جدا في أوساط المال والأعمال الفرنسية، لم يتوقف عند الامتياز الذي حصلت عليه رونو من الحكومة الجزائر، بل تعدى ذلك إلى قيمة المشروع، معتبرة أن 1 مليار أورو مبلغ كبير جدا بالنسبة إلى وحدة بسيطة لتركيب نموذج واحد كان يصنع من قبل في تركيا منذ سنوات، قبل أن تضيف أنه من غير المعقول إنفاق هذا المبلغ الكبير لبناء مصنع "صغير" لا يمكن مقارنته بالمصنع الضخم الذي أنجز بمدينة طنجة المغربية الذي يوجه 50 بالمائة من إنتاجه إلى أوروبا وخاصة نماذج "لودجي" و"داسيا دوكير"، في حين ينتج مصنع وهران "سامبول" الممنوعة من التسويق في أوروبا، مما يطرح أسئلة عن محدودية كفاءة التفاوض الجزائري.

ها نحن اليوم أضحوكة العالم الإقتصادي.
في الواقع لمن تابع الصفقات الجزائرية الغبية بإمتياز يعلم بصفقة القمح -أو صفقات القمح- التي تنتهي فيى كل مرة بفضيحة.
و مفاوضات شراء جيزي بأي ثمن ...إلخ
هذا التوجه الذي جعل جزائر 1962 أحسن حالا في جانب الإقتصاد،على الأقل كانت دولة مصدرة لعدة منتجات منها المنتجات الزراعية و الشاحنات(berliet) كانت تصنع هنا بالإضافة لعدة منتجات مصنعة.
و اليوم نحن أمة مستهلكة بإمتياز نستورد كل شيء.و نشغل المراتب الأولى في العالم في الفساد و الفضائح المالية.
نحن لسنا بخير وإن حاولنا تجميل وجه المسؤولين .
الرخاء (و إن كان نسبيا) سببه ما نستخرجه من الأرض بأيدي أجنبية لا أكثر.
لا يوجد أي مظهر من مظاهر الذكاء في التسيير الإقتصادي و بكل صراحة لن نجد من يسير البلاد بغباء أكثر مما هي عليه.إقتصاد ريعي يعتمد على المحروقات وفقط.
لا أجد من إيجابيات لهذه السلطة،فحتى العشرية السوداء التي نفاخر بأنه تم تجاوزها ربما أن لسوء التسيير القسط الوافر في حدوثها.
بلد يملك الملايير -بتحفظ حتى يظهر أننا فعلا نملك هذه الملايير- لا يستطيع توفير مناصب شغل لأبنائه بسبب الحكم الراشد.
