البراءة للجمركي عوين الذي فجر فضيحة تصدير الغاز نحو تونس

برأت الخميس محكمة الوادي الجمركي رشيد عوين الذي يقف وراء كشف فضيحة تصدير الغاز الى تونس في عهد بن علي من دون رقابة جمركية من تهمة القذف التي رفعتها ضده مديرية الجمارك



ونظرت محكمة الجنح بولاية الوادي، الخميس، في واحدة من أهم القضايا التي شغلت الرأي العام المحلي والوطني المغاربي، ويتعلق الأمر بقضية الجمركي الذي كشف ما يعرف باسم فضيحة تصدير الغاز الجزائري، بدون رقابة جمركية إلى تونس، انطلاقا من منطقة البرمة بولاية ورڤلة، وقضت ببراءة الجمركي، رشيد عوين، من تهمة القذف والإساءة لهيئة نظامية، وكان المدير العام للجمارك، محمد عبدو بودربالة، رفع قضية ضد الجمركي بالتهم المذكورة على خلفية تصريحات إعلامية أدلى بها الجمركي لعدد من وسائل الإعلام محلية وأجنبية.

وقد لقيت قضية الجمركي المذكور حملة تضامن واسعة عبر صفحات التواصل الاجتماعي الفيسبوك، من طرف نشطاء حقوقيين وسياسيين من مختلف أرجاء الوطن، تجلت في نشر صوره، وعليها تعليقات متضامنة معه، خاصة أن المعني تم توقيفه عن مهامه وتشريده، ناهيك عن تعرضه لتحرشات وصفت بالتعسفية، وندد المتضامنون بطريقة التعامل مع ملف القضية، وكاشفي ملفات الفساد في الجزائر، وشهد مقر محكمة الوادي تجمع العشرات من الحقوقيين والنشطاء الذين قصدوا الوادي من مختلف ولايات الوطن للتضامن مع الجمركي.

وكان الجمركي المذكور والبالغ من العمر 31 سنة قد التحق بسلك الجمارك سنة 2001 برتبة عون رقابي، واستمر في منصبه إلى غاية 2012 تاريخ إنهاء مهامه، بعد كشفه للقضية المذكورة عبر تقارير أرسل بها للمدير العام للجمارك والمدير العام للديوان المركزي لمكافحة الفساد، حيث وقف على حجم الكارثة ـ على حد تعبيره ـ عندما تم تعيينه كمراقب في مصنع البرمة، حيث التحق بالمنصب، واكتشف أن المصنع لا يخضع لرقابة الجمركية منذ مدة تزيد عن 6 أشهر.

ويتواجد ملف تصدير الغاز بدون رقابة جمركية الذي خضع للتحقيق الأمني أيضا في مكتب وزير العدل، ولم يتم إحالته للمحكمة للنظر فيه وتحريك الدعوى العمومية والمتابعة القضائية للمتسببين والمتورطين في القضية.
