عراقية تتهم أمريكا بتعذيب جنينها
وثقت المنظمة العربية لحقوق الإنسان ببريطانيا في تقرير أصدرته بعنوان "في ضيافة الجلادين"، قصة تعذيب أم عراقية وجنينها وزوجها في سجون الإحتلال الأمريكي بالعراق عام 2004، بينما طالبت الزوجة بالإفراج عن زوجها في اعتصام نظمته أمس الثلاثاء بلندن.

وقالت المنظمة العربية إن تقريرها المكون من 17 صفحة يحتوي على معلومات وصور تم إستقاؤها من الضحايا ومن مصادر قضائية في الولايات المتحدة.

من جانبها كشفت منظمة "سجناء الأقفاص"أن المنظمة التي تتخذ من لندن مقرا لها مستعدة لتبني قضية العراقية التي تحمل الجنسية السويدية نرمين صالح الربيعي، زوجة المعتقل شوقي أحمد عمر الفلسطيني الأمريكي الجنسية والمعتقل في العراق.

وقال المحامي عمر الدغيس إن فريقا من المحامين سيدرس ملف القضية ويساعد نرمين على رفع دعوى قضائية على السلطات الأمريكية والعراقية على حد سواء.

واعتصمت نرمين أمس الثلاثاء مع إبنتها أمام السفارة العراقية في لندن للمطالبة بالإفراج عن زوجها، وقالت إنها بصدد رفع دعوى قضائية ضد وزير العدل العراقي والسلطات الأمريكية ولجنة التحقيق التي قالت إنها تسببت في مرض دائم لطفلتها.

وأكدت أنها تعرضت للتعذيب والمعاملة القاسية بعد إقتيادها مع زوجها في جوان 2004 إلى مكان مجهول يعتقد بأنه سجن المطار، حيث واجهوا كل أنواع التعذيب منها الصعق بالكهرباء والضرب المبرح والماء البارد والساخن وتهديد الزوج بإغتصاب زوجته.

وتركز التعذيب والضرب على البطن بعد معرفة المحققين أن الزوجة حامل في الشهر الرابع، وبعد 16 يوما تم إطلاق سراحها ليبقى زوجها يواجه التعذيب وسوء المعاملة.

وأشارت الزوجة إلى أن طفلتها تعاني من مرض مزمن وتتلقى العلاج بشكل دائم، مشيرة إلى أن زوجها معتقل في سجون العراق منذ تسع سنوات بعدما كان معتقلا لدى الأمريكيين الذين سلموه للعراقيين في آخر دفعه تم تسليمها.

وبعد مرور سنوات على القضية لم تجد الزوجة أي جهاز قضائي دولي أو محلي ينصفها هي وإبنتها وزوجها.

وأظهر تقرير المنظمة العربية لحقوق الإنسان أن الأطباء أخبروا الأم عندما وضعت مولودتها زينب، أن الأخيرة تعاني من إعاقة في الدماغ تؤثر على النطق والحركة.

وقال محمد جميل نائب رئيس المنظمة في بريطانيا إن الجلادين لم يتحلوا بأي قدر من الإنسانية، حيث تعمدوا تعذيب الأم وهم في حقيقة الأمر كانوا يعذبون الجنين الذي لا يملك أي وسيلة للدفاع عن نفسه.

وأضاف جميل "أن الإفلات من العقاب في الجرائم التي ارتكبتها القوات الأمريكية عند احتلالها للعراق هو سيد الموقف حتى هذه اللحظة"، وتساءل قائلا "هل يأتي الوقت لفتح ملفات مئات الآلاف من الضحايا لإنصافهم ومعاقبة من أساء إليهم؟".

وبالنسبة للزوج شوقي أحمد عمر وأثناء وجوده في سجون الإحتلال عام 2005، رفع إبنه وزوجته الأمريكية السابقة دعوى أمام المحاكم الأمريكية للطعن في شرعية إعتقاله وإمكانية تسليمه للسلطات العراقية.

وفي جانفي 2008 قررت المحكمة العليا أن المحاكم الأمريكية لها إختصاص في النظر في إعتقال مواطنين أمريكيين خارج أراضي الولايات المتحدة من قبل قوات أمريكية، ومن حقها أن تراجع قانونية الإعتقال.

لكن المحكمة قالت إن إختصاص القضاء الأمريكي قاصر، وإنها لا تضمن إذا أفرج عن شوقي أحمد أن لا تعتقله السلطات العراقية، بحجة أن لها كامل الحق في إعتقال أي شخص على أراضيها إرتكب مخالفات.

وبهذا الحكم الذي وصف بالمائع تم تسليم شوقي للحكومة العراقية يوم 15 جويلية 2011، وكان بإمكان القضاء الأمريكي بعد الإطلاع على وثائق تعذيبه إنقاذ حياة عمر والحكم بشكل واضح بإلزام القوات الأمريكية بترحيله إلى الولايات المتحدة.
وأكد تقرير المنظمة العربية أن معاناة شوقي ما زالت مستمرة، مشيرة إلى أنه معتقل في سجن المطار باسم "شوقي أحمد شريف" في ظروف غاية في القسوة، وحكومة الولايات المتحدة ممثلة بسفارتها "تتنكر لحقوقه وعاجزة عن حمايته رغم شيوع التعذيب والمعاملة الحاطة من الكرامة في السجون العراقية".

وطالبت المنظمة العربية لحقوق الإنسان في ختام تقريرها الرئيس باراك أوباما والحكومة الأردنية بالتدخل وممارسة الضغوط على الحكومة العراقية من أجل إطلاق سراح شوقي.
