الرشوة في مجتمعنا الجزائري من هو المسؤول ؟ المواطن او الادارة

السلام عليكم ورحمة الله وبركاته

موضوع مهم احب ان نفتح النقاش فيه علنا نضع ايدينا على الداء ونكتشف الدواء لان امر الرشوة ليس بهين

فهي اداة استغلالية تفشة في مجتمعتنا العربي الاسلامي عامة والجزائر خاصة كالمرض المعدي .

من هو المسؤول الاول عن الرشوة

هل هي الادارة... ؟ام المواطن الذي لا حول له ولا قوة .. ؟

احب ان اسمع ارائكم وقصصكم الواقعية مع الرشوة

وننتقل بعد ذلك ان شاء الله الى الحلول المفترض .

الرشوة اصبحت قانون عرفي في الجزائر .
وهذا القانون يطبقه الراشي والمرتشي .

والله أحييك اخي الكريم على هذا الموضوع المهم الحساس.
الرشوة داء الأدواء.مرض فتاك و سرطان قاتل والناس غافلون.
إنها مسؤولية الجميع.مسؤولية العامل الطماع والمواطن الساذج
تكفي لعنة من الله تطارد هذه الحثالة.هذا القمل الذي يتغذي من دمائنا.
واجب الجميع كما يفكرون في الرياضة ويتحمسون لها.ويغضبون عند التهاب الأسعار.واجبهم محاربة هذه الظاهرة التي تعبر عن تخلف وتقهقر كل مجتمع يتعامل بها.
والله إن قلبي ليعتصر دما.وأعصابي تكاد تنفجر وانا أرى المجتمع يتعايش مع هذا السرطان وكأن لا حدث.
سبحان الله.كل المجتمع الجزائري يسب المدرب الوطني لاننا خرجنا في الدور الأول هاته السنة ولا يقول شيئا عن ديناصور أكل الملايير من سوناطراك.
تأتي الشركات الأجنبية وتفعل المستحيل كتوتال وبرتيش بتروليوم وأكسون وغيرها كثير لتبقى اقتصادياتها في المقدمة ويجتمع معهم الوزير الديناصور ليفاوضهم ىكم يدفعون له.
يا إلهي أني نحن.
بين عشية وضحاها خرج علينا شاب اسمه الخليفة ينفق في الليلة الواحدة ملايين الدولارات
هذه هي الجمهورية التي أنقذها رضا مالك وخالد نزار وعلى هارون وغيرهم من مخالب الإسلاميين.تفقير وتقتيل وتزوير واختلاسات بالملايير.

في رأيي ، المسؤول الأول هو المواطن.
فلو أنه لا يعطي رشوة ، لن يطلبها عمّال الادارة الخ
و بالتالي لن يكون للرشوة مكان.
هي عبارة عن دائرة ، مادام المواطن يعطي رشوة .. يكون طلبها موجود .

أنا أرى عكس ذلك ..المسؤول الأول هي الادارة ثم يأتي المواطن الذي يدفع الرشوة ..فلو لم يكن هناك تضييق على المواطن و تعسير له من طرف الادارة حتى يدفع الرشوة لما أعطاها بطيبة نفس ..و مع ذلك فلا يجوز اعطاء الرشوة حتى و ان أجبرنا على ذلك ..و لنعمل بقوله تعالى ..و من يتقي الله يجعل له مخرجا ويرزقه من حيث لا يحتسب..نسأل الله ن يصلح أحوالنا

الرشوة سلوك مرادف للبيروقراطية فمتى توجد البيروقراطية توجد الرشوة ولهذا لا المواطن ولا الادارة مسؤولين عن الرشوة المسؤول عنها النظم البيروقراطية التي تسير الادارة وهذه النظم سببها القوانين القديمة التي ما زالت مهيمنة على كل قطاعاتنا ومنه للقضاء على الرشوة يجب اصلاح الادارة..

القضاء على الرشوة نهائيا و جدريا عمل سهل و بسيط
و اول اشراطها هي الارادة السياسية او القرار السياسي
اللازم لدلك و ما ينتج عنه من تطبيق قوانين ردعية و دات فعالية
و الدولة هي المؤهل الوحيد لدلك و ليس المواطن و المسؤول
هي الدولة لا المواطن و لا الادارة كجهاز بيروقراطي ضروري لكل بلد
و لكن نظام التسيير و العمل فيها هي الكارثة و بخصوص قصص
واقعية حول الرشوة واش نحكي واش نخلي خويا ....لازم يكون فيه

مرحبا بالجميع واشكركم جميعا على التعقيب و المتابعة لهذا الموضوع الحساس .

كما نعرف الرشوة هي مرض من امراض الامة, ينخر في جسده ويضعفه .

وقد اتفق الاعضاء الاخوة والاخوات جميعهم على الاختلاف في من هو المسؤول .

مثلا الاخت : اخت عبد رحمان ترى ان المسؤول عن الرشوة هو المواطن لانه في نظره هو المحفز على الرشوة .

ويختلف معها الاخ ياسين جزائري ويحمل الادراة سبب الرشوة فهيا في نظره التي تضيق على المواطن حتى تدفعه الى تقديم الرشوة .

ويختلف معهم الاخ حسام العراقي ويتهم النظام البيروقراطي (فما بنيا على باطل فهو باطل) في نظره و نظام التسير هو المسؤول عن افة الرشوة .

و هناك من يرى اننا كلنا مسؤولين وان اوافقهم الراي كالاخ الافريقي و الاخ ابو صلاح الدين .

لو اختلفنا في من المسؤول فلن نختلف في الجرم . و المهم هو استاصاله من مجتمعنا ولو بالقوة كما اوصى النبي بتغير المنكر. وكلنا على حسب قوته و امكانياته
