جمعيات المجتمع المدني الإلكترونية

لا شك أن الطفرة التي تشهدها الجزائر على غرار كل دول العالم في مجال الإتصالات ألقت بظلالها على جميع مناحي الحياة ..فمنذ العامين كانت الوسائل الإعلامية و مواقع التواصل الإجتماعي ملجأ لكثير من الشباب العربي التواق إلى الحرية حيث بدى أن إنطلاق ما إصطلح عليه بالثورات العربية من خلال مواقع التواصل الإجتماعي و مختلف المواقع الإلكترونية ..التجربة تم إستنساخها و لكن على نطاق أوسع في المجالات الإجتماعية، منظمات المجتمع المدني تقليديا تعرف بأنها منظمات غير حكومية تمارس جميع أنواع الأنشطة التطوعية التي تنظمها الجماعة حول مصالح و قيم و أهداف مشتركة. و تشمل هذه الأنشطة المتنوعة الغاية التي ينخرط فيها المجتمع المدني تقديم الخدمات، أو دعم مجال محدد بذاته ، و لما كان تأسيس المنظمات الغير حكومية بالطريقة التقليدية تعوقها الكثير من العراقيل كالبيروقراطية و طول مدة منح الإعتماد و صعوبة الحصول على مقر إجتماعي لها فضلا على تمييع أغلب المنظمات و تذويبها و جعلها لجان مساندة سياسية .. توجه الكثير من الشباب إلى البديل السهل و السريع و هو إنشاء منظمات غير حكومية إلكترونية تتخذ من المواقع المشهورة و المنتديات محطة لإنطلاقها نحو خدمة الفكرة التي تأسست من أجلها .



الفايسبوك و التويتر مقرات دائمة :
بالكلام على العمل المدني نقف عند إستثمار الشباب في مواقع التواصل الإجتماعي المعروفة كالفايسبوك و التويتر بما تتيحه من سرعة تنقل المعلومة و تبادل الأراء بشأن المواضيع و المجالات التي تتحرك فيها جماعة الشباب، و الملاحظ أن أكثر المجموعات تنشط في الميدانين الخيري و التعليمي، و من هنا تأسست الكثير من المجموعات التي نزلت لأرض الواقع و إنتقلت بأفكارها من العالم الإفتراضي إلى العالم الواقعي كمجموعة ناس الخير التي أسست عدة فروع لها في مدن الجزائر و أصبحت تتحرك لغلق الهوة التي نجمت عن غياب جمعيات تقليدية حقيقية ، كذلك مجموعة الغرباء و هو تكتل مجموعة من الشباب من الجنسين فضل التخصص في العمل الخيري و تنظيم حملات لمساعدة المشردين في الشوارع و مدهم بمختلف اللوازم و الحجايات الضرورية خصوصا مع فصل شتاء بارد يضرب البلد منذ عديد السنوات.

المنتديات من دعم التعليم ‘لى المبادرات الخيرية:
لئن إختار الكثير من الشباب مواقع التواصل الإجتماعي فإن أعداد معتبرة إتخذت من المنتديات محطة إنطلاق لتطبيق الأفكار الإجتماعية و المدنية و الخيرية ، ففي العادة المنتديات دورها تعليمي تثقيفي يتمثل في تقديم دعم كبير لمختلف التخصصات العلمية و لجميع الفئات العمرية إلا أن الإقبال الكبير على المنتديات في كثير من الاحيان تجاوز مئات الألاف من الأعضاء جعل منها مقرات حية لممارسة الأعمال الخيرية و منتدى الشروق أونلاين البالغ عدد أعضائه أكثر من 340.000 عضو مثال ساطع حيث أقدم على تنظيم الكثير من المبادرات و الخرجات الميدانية كزيارة أطفال مرضى السرطان و مبادرة أضحية العيد و ختان الاطفال، منتديات الجلفة بدورها رائدة في تقديم تدعيمات كبيرة في الميدان التعليمي.

طفرة مدنية يقابها فراغ قانوني :
المتتبع لعمل المجموعات الإلكترونية في المجالات المختلفة يدرك أن معظم الشباب و الشابات و رغم كثرة مبادراتهم خصوصا و قد تم تدعيمها بتقارير حية من مختلف الوسائل الإعلامية مكتوبة كانت ام مقروءة أو مسموعة ، يدرك مدى حاجة هؤلاء إلى سن قوانين و تشريعات مرنة تتماشى و سرعة التحرك التي تتميز بها المنظمات المدنية الإلكترونية بحيث تتمكن من ممارسة دور على مساحة أوسع و تتيح فضاءات جديدة لكل الشباب في مجالات اخرى .
الدول التي تبوأت مكانة متقدمة في النظام العالمي الجديد إنما حققت ذلك بقوة منظومتها المدنية التي تشد من أزر الدولة شعبا و سلطة و أرضا من جهة و تسهر على تقديم الأفضل في جميع مناحي الحياة من نحاية اخرى.

هناك فرع جديد في علم الإجتماع يسمى " علم الإجتماع الآلي" وهو يُعنى بدراسة العلاقات بين المجتمعات الإفتراضية ، يعني الأمر عالمي الآن، ومساهمة هذه الفضاءات في العمل المدني مشهود لها ومعترف بها، نسأل الله أن يجعل منتدانا من فضاءات العمل والإنتاج.

العالم الإفتراضي إستطاع بشكل لافت لم شمل العديد من الشباب في توجهات عدة حول قضايا معينة,,,,,,,,,و هذا العالم يعتبر متنفسهم الحر الذي يسمح لهم بتطبيق كل أفكارهم و تقاسمها فيما بينهم ,,,,,,,,بعيدا عن بيروقراطية الإدراة,,,,,,فإنشاء جمعية في مجتمعنا مثلا يحتاج للكثير من أموال و وثائق إيدارية و,,,,,,,و,,,,,,, و هناك البعض منها تسيس,,,,,,,,لكن تأسيس جمعية إفتراضية على مواقع التواصل الإجتماعي أو المنتديات لا تتطلب الكثير,,,,,,,فقط يقام عرض حالة ليهب الجميع للمساعدة من كل مكان في العالم و قدر الإمكان ,,,,,,,و في الكثير من الأحيان تعرض مساعدات أكبر من التصور,,,,,,,,,,زد على هذا فسرعة التكفل و التجاوب مع حالة معينة تختلف عن الجمعيات التي أصبح الكثير منها فاقد لثقة المواطن إن لم نقل ,,,,,,,,لاتحظى أصلا بثقته,,,,,,,,,,,,,

بخصوص الجمعيات المنتشرة في العالم الإفترضي هي طفرة في صالح الانسانية لأنها ببساطة تخدم شرائح المجتمع بعيدا عن المزايدات والمقايضات , فالذي يحسن يجد الباب مفتوح والذي هو بحاجة للإحسان يكون معزز مكرم فقط أن يستثمر الشباب بعيدا عن المصالح الخارجة عن نطاق الخيري كأن تسيّس هذه الجمعيات أو تخدم أجندة مشبوهة .

لاشك من ان قضية العالم الافتراضي الذي صنعته هذه المواقع الاجتماعية الحديثة خاصة منها فايسبوك و تويتر شكلت محل جدال و دراسة من العديد من علماء النفس من حيث انها خطر على الشباب الجديد و ذلك بخلق عالم لا وجود له بالنسبة لهم يكون بديلا عن العالم الحقيقي و ما ينتج عن ذلك من فقد التفاعل و كيفية التصرف في العالم الواقع ........بسبب الادمان الكامل للانترنت و لهذه المواقع ......و يجعل من مجهود هؤلاء الشباب اغلبه مضيعة للوقت ......
و لكن قضية الجمعيات المدنية استطاعت من ان تحول هذا العالم من افتراضي الى واقعي مستغلة السرعة في التواصل و الاقبال الكبير و ذلك يتجلى واضحا في نجاحها بالقيام باعمال خيرية في الواقع فبدل من ان يكون عمل الشباب في الانترنت هدرا صار يحس بانه ذو قيمة
و هذا في حد ذاته يجعل منها اي الجمعيات المدنية الالكترونية ذات قيمة مفروضة في هذا الوقت .....الذي فرضت فيه الانترنت نفسها ....
اما قضية الصبغة القانونية فاكيد مع تزايد نشاطاتها و طهور تاثيرها في المجتمع و ما تتركه من بصمات ....
اكيد ستفرض نفسها في الواقع لتصبح ذات صبغة قانونية يمكنها من ممارسة نشاطاتها بحرية اكبر
