مقال [ لسعد بوعقبة ] حول نهب الملك العام على يد من أوكلنا لهم أمر البلاد والعباد ، سرقات وتحويلات لاتخطر بالبال ، بمناسبة 24 فبراير ، رجال حرروا وأمموا .............. وآخرون نهبوا ( سونطراك ) وحولوا أموال الشعب نحو الخارج .

عندما أثيرت قضية الخليفة في الجزائر تبعتها حركة غير عادية في رؤوس الأموال فهربت من الجزائر نحو الخارج، كما تهرب الصراصير عندما يسلّط عليها الضوء.! وعرفت البلاد نزيفا حادا في الأموال التي سرقت وحولت إلى الخارج مخافة أن يطالها ما قد يطال الخليفة..
بعض المعلومات تقول: إن أموال الخليفة هرّبت إلى الخارج بنسبة 80% وأن فرنسا أخذت من هذه العملية حصة الأسد.
اليوم تتحدث الأخبار عن حركة غير عادية في رؤوس الأموال باتجاه الخارج بعد حكاية فضيحة سوناطراك 2 التي فجرت في روما.. وربما يتم الحديث لاحقا عن سوناطراك 3 عندما يفتح ملف (b.r.c) المشمّع قضائيا لأسباب تتعلق بالمصالح العليا للبلد.!
أخبار تقول إن عملية الفساد الكبرى التي عرفتها البلاد تنبع من مشكاة واحدة.. فهل من الصدفة أن تكون فضيحة سوناطراك 1 وفضيحة سوناطراك 2 وما يشاع من شكوك حول الطريق السيار، يتعلق فيها الأمر باسم واحد أو اسمين هرّبا للخارج أو هربا إلى هناك، كما هرب أو هرّب عبد المومن خليفة.. وبقي المساكين هنا ليدفعوا الثمن مكانه.!
لماذا يقوم الإخوة بجاوي ببيع ممتلكاتهما حتى في مونتريال؟ مباشرة بعد أن تحركت الأمور في بلاد الطليان؟!
محاربة الفساد مسألة مهمة.. لكن الأهم منها هي أن تعاد هذه الأموال إلى خزينة الدولة كما يفعل المصريون مع بقايا نظام مبارك.! أما أن يؤدي الأمر إلى هروب وتهريب ما سرقه السرّاق من الجزائر ومن غير الجزائر بكل أمانة، فهذه كارثة أخرى أكثر من كارثة السرقة نفسها.! معالجة قضية سوناطراك (1و2) بالقضاء وبالطريقة التي عولجت بها قضائيا قضية الخليفة و(b.r.c) هي في الحقيقة تسوية وضعية سرقة وليس معالجة قضية فساد لما تستحق من الصرامة المطلوبة.
وحتى الآن، فإن الطريقة التي تعالج بها السلطة قضايا الفساد التي لا تستطيع إخفاءها تشجّع المفسدين على ارتكاب المزيد من الفساد.. لأن الأمر لا يعدو أن يكون تسوية لوضعية وليس معالجة لحالة سرقة.!
الآن فقط فهمت لماذا طرح بعضهم فكرة المصالحة مع الفساد والمفسدين بنفس الصيغة التي تمت فيها المصالحة مع القتلة والمجرمين.! لأنه بالفعل سرقة الأموال ليست أشد خطورة من حالة سرقة أرواح المواطنين.!
ليتنا لم نعرف هذه الفضائح حتى لا نمرض بطريقة العلاج هذه.!

المرحوم محمد بوضياف عندما اراد محاربة الفساد بدأ من مافيا التهريب بالصحراء وارسل كوموندوز من الحرس الجمهوري لتمنراست لالقاء القبض على الحاج بتو وجلبه للعاصمة لمعرفته ان حاج بتو زعيم مافيا التهريب لايمثل الا واجهه لمافيا داخل النظام, والنتيجة ان بوضياف تم اغتياله وحاج بتو تم محاكمته بستة اشهر فقط بجنايةحمل سلاح بدون ترخيص, ومن هنا نفهم ان الفساد موجود باعلى المستويات داخل النظام وان اي طرف يحاول فتح ملف الفساد نهايته رصاصة من وراء الستار, فالكل متورط..

أنا أستغرب غياب رد الفعل المناسب من الرئاسة أو القضاء ، أو المجلس الذي انتخبه الشعب ؟ أين المتابعة والتحقيق ؟... أين هي عقوبات الردع ضد من اختلسوا سابقا ؟

أم أن القيادات العليا في البلاد متورطة كما قال ( حسام العراقي ) ، وأن الواجب هو السكوت حفاظا على المصالح العليا للبلاد
