تفاصيل مشروع القاعدة لإنشاء دولة إسلامية في شمال مالي
كشفت وثيقة تم العثور عليها في مدينة تمبكتو بشمال مالي عقب تحريرها مؤخرا، يعود تاريخها إلى 20 جويلية 2012، عن خطة لزعيم القاعدة في بلاد المغرب الإسلامي، عبد المالك دروكدال، تسمح بميلاد دولة إسلامية في إقليم أزواد، دون إثارة إنتباه المجتمع الدولي.

وتظهر ورقة مسربة، يعتقد أنها مكتوبة بخط دروكدال، مجموعة أفكار عن الحرب في شمال مالي، وفيها إشارة إلى معالجة القضايا المطروحة على قيادة التنظيم وكيف يتعامل معها "المجاهدون".


وحسب الوثيقة التي جاءت في 79 ورقة، فقد انتقد عبد المالك دروكدال "تهديم الأضرحة وتطبيق الحدود رجما بالحجارة على بعض الزناة"، من طرف المتطرفين، المجاهدين، بلغته.

كما قدم دوركدال من خلال الوثيقة، نظرة متطورة للحياة في الدولة الجديدة، تختلف عن النظرة النمطية عن المتطرفين.

ويظهر زعيم القاعدة غاضبا من "أخطاء" رفاق السلاح، في التعاطي مع الأوضاع الجديدة في شمال مالي، خصوصا قضية التسرع في تطبيق الحدود على المخالفين للشريعة، بحسب ما لاحظه.

وفي هذا الإطار، قال دوركدال في الوثيقة: "لقد ارتكبتم خطأ فادحا، السكان يكادون ينقلبون علينا، ونحن لا نستطيع محاربة شعب بأكمله، ولهذا أنتم تهددون بقتل تجربتنا، تهددون بقتل جنيننا، تهددون بقتل شجرتنا المثمرة".

ودعا زعيم تنظيم القاعدة في المغرب الإسلامي في الوثيقة ذاتها، إلى إقامة هيئة إسلامية عليا مستقلة، مهمتها تطبيق الشريعة في إقليم أزواد، وتوفر الوثيقة معلومات مهمة لتطبيق هذه الاستراتيجية، والتي يريد من خلالها زعيم القاعدة، استخدام حركة تحرير أزواد وحركة أنصار الدين، لتحقيق مراده في المنطقة.

وفي هذا السياق، إقترح دروكدال، أن يتولى إياد أغ غالي، زعيم أنصار الدين، منصب رئيس الحكومة الإنتقالية في الدولة الجديدة، ومهمة الحكومة تتحدد في تسيير المرحلة الإنتقالية وصياغة دستور لدولة أزواد الإسلامية".

ويقترح دوركدال أيضا أن يتم دعم إياد أغ غالي بجهاديين يخضعون لأوامره لتسيير المدن المحررة.

ويلفت زعيم تنظيم القاعدة في بلاد المغرب الإسلامي، انتباه رجاله، إلى أمر مهم، وهو عدم "الضغط على عناصر الحركة الوطنية لتحرير أزواد (علمانية) كي يتحولوا إلى سلفيين، وينضموا إلى صفوف حركة أنصار الدين، بين ليلة وضحاها".

وسجل ضرورة منح حقائب وزارة الشؤون الدينية والعدل والتربية لحركة أنصار الدين، بينما إقترح لوزارة الدفاع، تشكيل منظمة تحتوي كل الحركات الموجودة في الإقليم، بهدف ضمان أمن الجميع .

ويرى زعيم تنظيم القاعدة، عبد المالك دروكدال أن أهمية التحالفات في إقليم أزواد، تكمن في ثلاثة أشياء: إذا تم الإعتداء علينا فلن نكون وحدنا، والمجتمع الدولي لن يمارس ضغوطا علينا وحدنا، كما أننا لن نتحمل وحدنا مسؤولية ما يقع من أخطاء.
