حوارات في الهوامش

لاشك في أن اعتماد ’’الحوار ‘‘ كمنهج أساسي في عرض القضايا والمشاكل المطروحة على المستوى الوطني ، يمثل نقلة نوعية وحضارية في أساليب الحوار الجاد الموضوعي والفعال ، الذي يكون الهدف من ورائه إستجلاء الحقائق من أجل تنوير الرأي العام بحقيقة الأمور ، وذلك من خلال توجيه ذلك الحوار نحو الكشف عن كل ملابسات القضية المطروحة على الطاولة ، وحتى يحقق الحوار أهدافه المنشودة ، لابد من أن تتوفر جملة من الشروط تتعلق بموضوع الحوار ، وجملة أخرى من الإلتزامات تتعلق بالأطراف المتحاورة .
ففيما يتعلق بشروط موضوع الحوار : لابد أن يكون موضوعا عاما يشغل بال الرأي العام الوطني ، أو ـ على الأقل ـ فئة عريضة منه ، باعتباره يمثل ’’ ظاهرة مجتمعية ‘‘ غير عادية واستثنائة مثيرة للحيرة والإهتمام والتساؤل والإستفهام ، بل وتحمل في أبعادها مخاوف ومخاطر إجتماعية واقتصادية وأمنية ، تهدد كيان المجتمع برمته .
وفيما يتعلق بالتزامات أطراف الحوار : لابد من أن تتوفر لدى المتحاورين الخطة المنهجية والكفاءة المعرفية ، والحجج المنطقية ، أو الأدلة الوقعية الكاقية للتعليل والتبرير والإقناع . حتى يثبت المتحاورين أنهم ـ فعلا ـ أهلا لمناقشة في مستوى هكذا مواضيع .
إن ما دفعني إلى كتابة هذا الموضوع هو ما لاحظته وتابعته من (حوارات ) تعدها وتقدمها بعض القنوات الجزائرية الجديدة ( المستقلة) ، تتعلق تلك الحوارات بمحاولة تسليط الضوء على بعض المواضيع الوطنية الحساسة ، والتي هي موضوع حديث الساعة ، بين العام والخاص في الجزائر ... إلآ أن مجريات الكثير من الحوارات غالبا تنحرف عن صميم موضوعها ، تؤول إلى غير مقصدها وبذلك تبتعد عن تحقيق هدفها .
وكمثال على ما نقول ، ذلك الحوار الذي أجـرته قناة ’’ الشروق tv ‘‘ حول مـوضـوع ’’الفـســـــــــــــــــــــــــــــــــــــــــــ ــــــــــــــــــــــــــــــــــــــــــــــــــ ــــــــــــــــــــــاد‘‘ في الجزائر ، واستدعت للحوار ثلاثة نواب في (اليرلمان) من أحزاب ( معارضة) ... حيث كنا ننتظر من الحوار أن يضع النقاط على الحروف ـ كما يقال ـ من خلال تشخيص أسباب الفساد السياسية والإقتصادية والمسؤولين المتسببين فيه ـ مهما كانت مناصبهم ومراتبهم ونقوذهم داخل السلطة وتقديم الحلول ـ النظرية طبعا ـ لهذه المعضلة الخطيرة .... فإذا بهم يخرجون تماما عن صميم الموضوع ، ويغرقون جميعا في قضايا هامشية ، ذات أبعاد حزبية ضيقة ، تتعلق ب’’ إثبات كل نائب لبراءة حزبه مما حدث ‘‘ من بداية الحصة إلى نهايتها ، ثم انفض الجميع ... أهذا هو الحوار التويري للرأي العام ؟ أهذا هو الإعلام النزيه والملتزم ؟ ... لست أدري ـ كما قال إيليا أبوا ماضي في قصيدته الشهيرة ’’ الطـــــــــــــــــــــــــــــــــــــــــــــــ ــــــلاســـــــــم ‘‘ .
