اعتصام مديرو الثانويات والنظار في الجزائر العاصمة

في سابقة هي الأولى من نوعها في الجزائر، خرج أمس الثلاثاء 26 فيفري 2013 المئات من مدراء الثانوي والنظار إلى الشارع في تجمع احتجاجي أمام وزارة التربية الوطنية بملحقة رويسو للتنديد بفحوى التعديلات التي جاءت في القانون الخاص والذي جعل ”المدير والناظر” في الحضيض في سلم الترقية المهنية .
حيث وُصف هذا القانون بـ''مشروع الفتنة والإهانة''.
وحسب ما صرح به المحتجون ، فإن الوزارة استحدثت، في القانون المعدل، رتبة أستاذ مكون أدمج فيها كل أساتذة التعليم الثانوي المصنفين في الصنف 13 ولهم أقدمية 20 سنة، دون أي اعتبار ولا قيد أو شرط في رتبة أستاذ مكون في الصنف 16 .
وبالنسبة لمديري الثانويات المنحدرين أصلا من رتبة أستاذ التعليم الثانوي معظمهم لهم أقدمية تفوق 25 سنة، واجتازوا مسابقة وطنية وفازوا فيها، ثم تلقوا تكوينا توج بنجاح ورسالة تخرج وصنفوا في الصنف 16 أيضا مثل الأستاذ المكون ، بالرغم من أن مدير المؤسسة له مسؤوليات إدارية وتربوية وبيداغوجية ومالية وحتى جزائية.

وعلى هذا الأساس طالبوا بإعادة تصنيف مديري الثانويات في رتبة تكون أحسن من رتبة الأستاذ المدمج، لأن وضعهم في نفس التصنيف فيه إجحاف كبير في حق المديرين الذين يفترض أن تكون وضعيتهم الأحسن بين مجموع العمال داخل المؤسسة التربوية.

أما بالنسبة لنظّار الثانوية نواب مديري الثانويات فذكروا أنهم ينحدرون أصلا من رتبة أستاذ التعليم الثانوي ومعظمهم لهم أقدمية تفوق 25 سنة، واجتازوا مسابقة وصنفوا في الصنف 14 .
وما حدث من خلال هذا التعديل أن الناظر صنف في رتبة أقل من رتبة الأستاذ المكون المستحدثة، رغم أن خبرة الناظر تفوق أقدمية الأستاذ المدمج. مؤكدين في ذات السياق أن اللجنة راسلت، في المقابل، رئيس الجمهورية تطالبه بالتدخل كون الوزارة لم تعط الرتب حسب الترقيات المنطقية والمهام المسندة ، وحجم المسؤولية الملقاة .

ورفع المحتجون الذين تمت محاصرتهم من طرف قوات الأمن بعد قيامهم بتعطيل حركة المرور برويسو، عدة شعارات كـ “المدراء والنظار محڤورين وأرجعوا لنا حقنا المهضوم”.
كما وجه المحتجون انتقادات شديدة اللهجة لمديرية المستخدمين ، ووزارة التربية الوطنية ، في مقارنتها مدراء الثانويات بمديري المراكز الاستشفائية ، مؤكدين أنه لا وجه للمقارنة بين الطرفين ، باعتبار أن مديري ونظار الثانويات في قطاع التربية، منحدرون من السلك نفسه وهو الأستاذية، وما رتبتا المدير والناظر إلا ترقية للأستاذ وليست رتبة توظيف خلافا للمراكز الاستشفائية، مضيفة أنه كان الأولى والأجدر مقارنتنا مع عمداء أو مديري معاهد الجامعات المنحدرين أيضا من الأستاذية.

و في هذا الإطار تساءل المحتجون عن مدى معقولية أن يصنف مدير ثانوية له أقدمية قد تفوق أقدمية الأستاذ المدمج في رتبة أستاذ مكون، وفاز في المسابقة وتلقى سنة تكوينا كللت بنجاح ، ورسالة تخرج ، يصنف في رتبة الأستاذ المكون التي استحدثتها الوصاية والأمر نفسه بالنسبة للنظار.

وتساءلت النقابة أيضا عن أي موذج في العالم طبقته مديرية المستخدمين ، وعن جدوى إعادة الرتب الأصلية للمناصب العليا بهذه العملية العرجاء، مؤكدة أن الإبقاء على المناصب العليا أحسن حال مما عليه في مشروع القانون الأساسي المعدل المجحف والمخيب لكل الآمال.

ودعا هؤلاء الوزير إلى التدخل العاجل لرفع الظلم المسلط على هذه الفئة كما طالبوا بمراجعة القانون الأساسي المعدل قصد معالجة اختلالاته في تأن وروية، لإعطاء القطاع دفعا قويا لاستقراره..
