بات جلياً أن الإدارة المجتمعية هي أحد أهم المداخل الحديثة في مجال إدارة البيئة، والأبعاد التي تتناولها الإدارة المجتمعية في مجال الإدارة البيئية تتعدد وتتكامل بشكل أوسع واشمل من المداخل الأخرى، لذا فإن المؤتمر يسعى إلى إلقاء الضوء على هذه الأبعاد ومنها عمليات صنع القرار وكذلك العمليات التي تؤدي الى تطبيق تلك القرارات، كما تتضمن الادارة المجتمعية كافة القطاعات سواء كانت حكومية او خاصة او مؤسسات المجتمع المدني، وتتناول أيضا كافة المستويات ابتداء من المستوى المحلي الى الوطني ووصولا للدولي .
كما يهدف المؤتمر إلى التأكيد على أن ضمان استدامة الموارد هي مسئولية مشتركة بين الحكومات والقطاع الخاص ومؤسسات المجتمع المدني، ويسعى إلى تحديد آلية لتوزيع أدوار هذه الاطراف والاسس الموضوعية لتوزيعها وفق السمات المميزة للدول النامية وصولا لتأصيل مشاركة كل الاطراف في جهود تحقيق التنمية المستدامة، وذلك من خلال مناقشة محاور عدة منها: استدامة الموارد مسؤولية مشتركة، المسألة والشفافية، دور القانون واثره في حماية البيئة، التحولات المؤسسية والمجتمعية.
مستهدفين في ذلك وزارات وهيئات ومراكز البيئة وكافة الجهات ذات الصلة مثل وزارات الصحة والإسكان والإعلام والمرافق والزراعة والإدارات المحلية والبلديات ومنظمات المجتمع المدني والبترول والثروات المعدنية ومؤسسات وغرف الصناعة والتجارة، ولجان البيئة بالبرلمانات التشريعية.
