بهدف عرض لأسس تشغيل النشاط التدريبى والعملية التدريبية، العلاقة بين الإحتياجات التدريبية والعمليات الأخرى فى النشاط التدريبى (حصر الإمكانات – تصميم البرامج – تنفيذ وتقييم التدريب)، الأساليب المختلفة لتحديد الإحتياجات التدريبية وفقاً للمستويات المختلفة للعاملين وكذا تصميم وإستخدام النماذج والأدوات المناسبة لتحديد هذه الإحتياجات، إجراءات وخطوات وضع خطة التدريب؛ كانت هذه الفعالية والتي تعرض من خلال إطارها العام إلى: المفاهيم الأساسية فى النشاط التدريبى والعملية التدريبية، ماهية الإحتياجات التدريبية وكيفية التعرُّف عليها، طرق وأساليب تحديد الإحتياجات التدريبية، أدوات تحديد وتحليل الإحتياجات التدريبية وتحديد أساليب التدريب المناسبة لسد الإحتياجات التدريبية، إجراءات إعداد خطة التدريب.
مستهدفين في ذلك: مديرو إدارات ورؤوساء أقسام ووحدات التدريب والتطوير الاداري والموارد البشرية والايفاد والابتعاث بالوزارات والهيئات والمؤسسات والمنظمات والمصالح والمجالس والدواوين والمصانع والشركات وكل ذي صلة.
