لِئلاّ يصبح الأمر"تنمية فساد"

بسم الله الرحمن الرحيم.
لستُ أدري كيف وجدتُ نفسي أخوض في السياسة، وأنا الذي طلقتها من زمان.
إن إستراتيجيةَ الحربِ على الفقر تستلزم ــــ بالضرورة ــــ وضع خطّةٍ ــــ للحربِ على الفساد في أية دولةٍ ــــ وقد تقيسون ذلك على دول الوطن العربي، لأنني لستُ مخوّلاً للحديث عن ذلك، وكما يقال: أهل مكة أدرى بشعابها ــــ ذلك أنّ الحرب َعلى الفقرِ مسألة سهلة إذا قيست بمسألة الحرب على الفساد، كما يشير منظّروا علم الاقتصاد.
فالحربُ على الفقر يمكن كسبها خاصة مع الوفرة المالية القائمة لبلد ما ومجتمعٍ. مثلاً : (بسبب ارتفاع عائدات النفط، أو الاكتفاء الذاتي في المحاصيل الزراعية والثروة الحيوانية مع تصدير الفائض).
لكنّ الحرب على الفسادِ من الصعب كسبها، لأنها ضد مفسدين غير واضحين، وغير معروفين، وغير محددي الهوّية.
وقد يتواجدون في كل مكان، وربما في " الجهاز العصبي" الذي يقودُ الحربَ على الفساد.
فالمفسدون مثلهم والإرهابيون سواء، فهم لا يعلنون أنفسهم. بل أنهم يختارون الزمان والمكان بالدقة والسرية الكاملة.
فالفساد يمكن أن يكونَ بداخل المشاريع الكبرى التي تتغنى وسائل الإعلام بإنجازها، ويمكن أن يكون تحت بلاطات إعادة تجديد الأرصفة، ويمكن أن يكون في عروق وشتلات مزروعات الفلاحة، كما يمكن ان يكون في هياكل البناءات السكنية والطرق، وقد يكون في آلات الكومبيوتر التى تشتريها الدولة.
بل أن الفساد يمكن ان يكون في رجال الدولة، كما يكون في المعارضة، وعندما تغيب المصداقية فيكون الشعب أيضا ينخره الفساد.
عندها تصعب عملية التمييز بدقّةٍ بين الفساد والإصلاح.
والفساد لا يمكن محاربته من طرف الدولة عبر كشف المفسدين و تقديمهم إلى العدالة.
ولكن محاربة الفساد في أي مجتمعٍ وأي بلدٍ، يجب أن يبدأ بالاحتراز مع الأحتراس والتحفظ في تعيين المسؤولين على رأس المؤسسات الحساسة.
وإذا كان المواطن ــ في أية دولة أو أي مجتمع ــ لا يطالب من الدولة أن تعيّن ملائكة على رأس مؤسسات الدولة، و في الوظائف الحساسة ، فإنه ــــ أي المواطن وبالأخص العربي ــــ لا يقبل أن تعيّن له هذه الدولة شياطين على رأس هذه المؤسسات، وهي تعرف مسبّقًا من خلال ملفاتهم وسوابقهم بأنهم شياطين، وإلاّ ما فائدة مباحث ورجال الأمن في كل دولة.
وإذا أراد أفراد أي مجتمعٍ، أن ينجحوا فعلاً في التنمية ينبغي عليهم ان يقدّموا إستراتيجية محاربة الفساد قبل إستراتيجية التنمية صيانة للمال العام، و حفاظًا على هيبة الدولة وسمعة الإطارات في أي مجتمعٍ.
وبدون ذلك تتحول التنمية إلى مجرد تنمية للفساد.
ولكم أن تحكموا، وليقيسَ كل واحدٍ على ما يجري في بلده.
حتى لا يتحوّل الموضوع إلى مهاترات، عندها ربما يتحوّل الجدال إلى سقط متاع.

الفساد مرتبط بطبيعة النظام السياسي والاقتصادي لكل بلد, فنجد الفساد بالدول التي تمتاز بنظام سياسي شمولي او بنظام اقتصادي مغلق او بالحالتين كما هو الحال عندنا, فالنظام السياسي الشمولي يخلق لوبيات مصالح تنتفع مستغلة مراكزها القيادية بالدولة, والاقتصاد المغلق يخلق مافيا مالية تسيطر على معظم المشاريع الاقتصادية الكبرى وتمارس سطوتها على المال العام بدون رقيب لتحكمها بالتبادل التجاري, ومن هنا نجد ان الحل ليس بالبحث عن المسؤول المخلص ووضعه بمكان المسؤولية لاننا لا نملك الاجهزة التي تستطيع ان تحدد من المخلص ومن السيء والمعيار هنا يكون بالعمل وليس بصفحة السوابق العدلية, الحل يكون بتغيير المنظومة السياسية والاقتصادية باعطاء الشفافية للجهاز السياسي وفسح المجال للمجتمع المدني يمارس دوره كرقيب, كما هو الحال بالدول المتقدمة, مع مرافقة الشفافية السياسية بفتح المجال للاقتصاد بممارسة التنوع بالاستثمارات بين استثمارات داخلية وخارجية بدون اي قيود لخلق روح المنافسة, وهكذا يكون باستطاعتنا ان نقضي على الفساد المالي لان الدولة عندها تصبح مجرد رقيب على تبادل الاموال وليس ممول للمشاريع كما هو حاصل الان..
