دعوة إلى التدخل عسكريا في البلدان التي تنشط بها القاعدة
طالب أعضاء في الكونغرس الأمريكي بتعديل قانون مكافحة الإرهاب المعمول به منذ أحداث 2001، بما يسمح باستعمال القوة العسكرية لمطاردة الجماعات الإرهابية التابعة للقاعدة في البلدان التي تنشط بها.

نظم الكونغرس الأمريكي، أمس السبت، جلسة استماع للجنة القوات المسلحة، لدراسة اقتراح بعض الأعضاء تعديل القانون الخاص بمكافحة الإرهاب، الذي صودق عليه في 2001 إثـر اعتداءات 11 سبتمبر، والذي يسمح باللجوء إلى القوة العسكرية لمطاردة القاعدة ومرتكبي الاعتداءات. وتوزعت الآراء بين مؤيد لتعديل القانون وبين متحفظ، بينما دافع السيناتور الجمهوري، جون ماكاين، عن التعديل، مؤكدا أنه لابد من إعادة تحيين القانون بسبب التغير الجذري'' الذي حدث في الحرب ضد القاعدة والجماعات التابعة لها والتطرف الإسلاموي منذ 2001
ومن شأن القانون، إذا ما عرف طريقا إلى التجسيد، بالنظر إلى قوة أعضاء الكونغرس الذين يدفعون به، أن يثير الكثير من الجدل باعتباره يتيح للجيش الأمريكي التدخل في أي بلد بملاحقة الجماعات الإرهابية التابعة للقاعدة، الأمر الذي يطرح مسألة السيادة الوطنية لهذه البلدان. كما يثير مقترح التعديل مخاوف البلدان التي تنشط داخلها جماعات إرهابية ترتبط بالقاعدة، ومن بينها الجزائر، التي تعنى أكثـر بالقانون، باعتبار أن القاعدة تنشط بداخلها وباعتبار أن نفس التنظيم يرابط في منطقة الساحل كذلك. ويرى دعاة تعديل القانون أن التهديد حاليا يصدر عن جماعات إرهابية تنشط في أماكن كالساحل واليمن ليست لها أي علاقة باعتداءات2001 ما يعني في نظره أن قانون مكافحة الإرهاب المعمول به منذ 2001 صار لا يتماشى مع مساعي مكافحة الإرهاب ولا يشمل مكافحة الإرهاب في الساحل، الأمر الذي دفع أعضاء في الكونغرس إلى تعديله. ويدافع عن المشروع بإلحاح جون ماكاين الذي سبق أن دعم القيام بضربات جوية في سوريا، وحاول الترويج لفكرة استعمال طائرات دون طيار في هذا البلد، خاصة أن به مجموعة إرهابية تطلق على نفسها جبهة النصرة، أعلنت تبعيتها لتنظيم القاعدة، حيث قال عضو الكونغرس، جون ماكاين، إنه بإمكان الولايات المتحدة استعمال القوة ضد هذه الجماعة إذا هددت أمنها.
