المغرب يراقب الجزائر بقمر فرنسي
أفادت مصادر مطلعة، أن الزيارة التي قام بها الرئيس الفرنسي فرانسوا هولاند، إلى المغرب، بداية أفريل الماضي، رفقة وفد اقتصادي وأمني، توصّلت إلى اتفاقيات عسكرية، تضمنت عقود تسليم سفن بحرية من قبل مجموعة ''رادكو''، لا سيما سفن دوريات، كما تضمنت تزويد المجموعة ''تالس'' بقمر اصطناعي عسكري للمراقبة، يتمتع بدقة متناهية يصل إلى
5 ,0 مترا، كفيلة بمراقبة الجزائر ومناطق محاذية.
وقد رافق الرقم الأول لتالس التي تمتلك فرعا خاصا بالمغرب، أضيف إليه الفرع الجهوي الإفريقي منذ نوفمبر 2011، جان لويك غال، الوفد المرافق للرئيس هولاند، إلى جانب ممثلي مجموعة ''رادكو'' التي تزود المغرب بسفن حربية لفائدة القوات البحرية الملكية، فيما كانت تالس توفر التجهيزات الالكترونية لنفس القوات البحرية، والتي أضيفت إلى تسليم باريس لفرقاطات ''فريم'' والطرادات ''كورفت'' سيغما. ويندرج ذلك في سياق استراتيجية شاملة لسباق تسلح، رغبت من خلاله الرباط استنادا ـ إلى تقرير المعهد الوطني للدراسات الأمنية بجامعة تل أبيب الصادر في جويلية 2012 ـ ضمان التفوق العسكري في منطقة شمال إفريقيا. فيما صنف مركز البحوث العسكرية للكونغرس الأمريكي، المغرب في المرتبة الـ11 عالميا في مجال شراء العتاد العسكري ما بين 2008 و2011 بـ 1 ,5 مليار دولار.
ويتضمن الاتفاق الفرنسي المغربي، استفادة الرباط من التراخيص الخاصة لمثل هذه التجهيزات، والذي لم تتح للجزائر، بل إن المعطيات الحالية تفيد بإمكانية استفادة طرابلس منها أيضا بدعوى مراقبة الحدود. فضلا عن تدعيم التقارب العسكري المباشر بين باريس والرباط، موازاة مع تشكيل اللجنة العسكرية المختلطة التي تشرف على هذا التعاون.
وتعتبر الخطوة الفرنسية تكريسا للتوجهات السابقة والتقارب العسكري، على محور باريس الرباط الذي لم ينقطع، ولكن يعكس أيضا رغبة مغربية في الإبقاء على وتيرة الإنفاق العسكري ومراقبة الجزائر، وعلى تدعيم المسار الذي باشرته في مجال إطلاق أقمار اصطناعية في 2001، حيث قام المغرب آنذاك بواسطة صاروخ روسي ''زنيت'' من قاعدة بايكنور بكازاخستان، بإطلاق أول قمر اصطناعي لمراقبة الأرض، وتجميع المعطيات ''توبسات''، والذي اختار له العاهل المغربي الراحل الحسن الثاني تسمية ''زرقاء اليمامة''، وتم توظيف القمر الاصطناعي لمراقبة المناطق الحدودية الجزائرية. واستفاد القمر الاصطناعي من تدعيم لقدراته ومباشرة برنامج جديد بمعية العاهل المغربي، محمد السادس، بالمقابل يتميز القمر الاصطناعي للمراقبة الجديد بنظام عالي الدقة.
ولم يتم الكشف عن طبيعة القمر الاصطناعي الذي يرتقب أن يستفيد منه المغرب، وإذا ما كان من طراز ''سيراكوز'' الذي يعد نقطة القوة الرئيسية من الناحية التكنولوجية لمجموعة تالس ألينيا سبايس، وهو ما سيمكن المغرب من الحصول على وسيلة مراقبة جد حساسة، في وقت كانت فيه الرباط تحاول مرارا توجيه الأنظار إلى معلومات تفيد بمفاوضات جزائرية مع أطراف دولية، منها الولايات المتحدة، للتزوّد بقمر اصطناعي عسكري للمراقبة وطائرات دون طيار في إطار مكافحة الارهاب، خاصة مع استفحال المخاطر على طول الحدود الجنوبية، ولكن أيضا الجنوبية الشرقية مع تدفق الأسلحة الليبية لدول جنوب الصحراء، مرورا عبر الصحراء الجزائرية.
علما أن الرباط استضافت الطائرات الأمريكية دون طيار، في أعقاب السياسة الأمريكية الجديدة الرامية إلى مراقبة المنطقة في إطار مكافحة الارهاب، وخاصة ''تنظيم القاعدة في بلاد المغرب الإسلامي''، قبل وبعد الحرب في مالي.
