مبادرة للخطيب تدعو الأسد إلى تسليم صلاحيته للشرع أو الحلقي خلال 20 يوماً ومغادرة سوريا

أنقرة- (يو بي اي): أطلق الرئيس السابق للائتلاف الوطني السوري المعارض أحمد معاذ الخطيب الخميس مبادرة للخروج من الأزمة في سوريا، تنص على تسليم الرئيس بشار الأسد لصلاحيته كاملة خلال عشرين يوماً وأن يغادر ومعه 500 شخص يختارهم إلى أي بلد يرغب باستضافتهم.
وتنص المبادرة التي أطلقها الخطيب في اجتماع الهيئة العامة للائتلاف في اسطنبول، والتي تتضمن 16 بنداً على أن “يعلن رئيس الجمهورية الحالي، وخلال عشرين يوماً من تاريخ صدور المبادرة قَبولَه لانتقال سلمي للسلطة، وتسليمَ صلاحياته كاملة إلى نائبه السيد فاروق الشرع أو رئيس الوزراء الحالي السيد وائل الحلقي”.
وينص البند الثاني من المبادرة على أن “يحلّ رئيس الجمهورية الحالي مجلس الشعب وتُنقل صلاحياته التشريعية إلى الشخص المكلف بصلاحيات رئيس الجمهورية”.
وتدعو المبادرة إلى أن “يعطى رئيس الجمهورية الحالي بعد قبوله الانتقال السلمي للسلطة مدة شهر لإنهاء عملية تسليم كاملِ صلاحياتِه”، وبأن “تستمر الحكومة الحالية بعملها بصفة مؤقتة (مئة يوم) من تاريخ تسلُّم الشخص المكلف صلاحيات رئيس الجمهورية الحالي”.
وتنص أيضاً على أن يُعطى الشخص المكلف كامل الصلاحيات التنفيذية لإدارة سوريا، ويُستبعَد من المسؤوليات كل من تشمله لائحة العقوبات الدولية، وعلى أن تقوم الحكومة بصفتها المؤقتة وخلال (المئة يوم) بإعادة هيكلة الأجهزة الأمنية والعسكرية.
وفي البند السادس تدعو المبادرة إلى إطلاق جميع المعتقلين السياسيين من جميع السجون والمعتقلات فور قبول المبادرة، وتحت إشراف دولي، وبأن تُتخَذ كل الإجراءات لعودة المهجّرين.
وبحسب المبادرة “تكون جميع الأراضي السورية مفتوحة لجميع أنواع الإغاثة الإنسانية المحلية والدولية”.
وتنص المبادرة على أن “يغادر الرئيس الحالي البلاد، ومعه 500 شخص ممن يختارهم مع عائلاتهم وأطفالهم إلى أي بلد يرغب باستضافتهم”، على “ألاّ تقدم أية ضمانات قانونية للمغادرين لاختصاص الأمر بمجلس نواب شرعي متفَق عليه بين السوريين”.
وتدعو أيضاً الأمين العام للأمم المتحدة إلى تكليف وسيط دولي للإشراف على المرحلة المؤقتة في سوريا، والالتزام بها، ورعاية عملية انتقال السلطات.
وينص البند 12 على “التزام جميع الأطراف بوقف استخدام الأسلحة الثقيلة، وتحت الرقابة الدولية”.
وينص البند الثالث عشر على “العفو عن جميع الأشخاص الذين قاموا بأعمال تُعتَبر من الأعمال العسكرية المشروعة في القوانين الدولية زمن الحرب، وبالتالي تُعتبر الأوامر بقتل واستهداف المدنيين، والتعذيب والاغتصاب والاختطاف أعمالاً إجرامية ويخضع مرتكبوها للقوانين الجنائية المحلية والدولية”.
وتدعو المبادرة إلى أن تتشكَّل في كل محافظة لجنةٌ لإدارتها مكونةٌ من خمسة أشخاص يختارهم وجهاءُ المحافظة، وبرعاية دولية، ويكون لهذه اللجنة كامل الصلاحيات لإدارة الشؤون المحلية، وتشمل الصلاحياتِ الإداريةَ والاقتصادية والأمنية والعسكرية، وتتبع مباشرة إلى المكلف بصلاحيات رئيس الجمهورية، أو من يُكلفه.
ويضيف الخطيب أنه بعد مرور المئة يوم وتنفيذِ بنود هذه المبادرة، “تنتقل جميع صلاحيات الحكم إلى حكومة انتقالية يتم الاتفاق والتفاوض عليها في إطار ضمانات دولية”، و”تتولى الحكومة الانتقالية اللاحقة مهام التحضير والتأسيس لسورية الجديدة”.
واعتبر الخطيب أن المبادرة هدفها “منع اضمحلال سوريا شعباً وأرضاً واقتصاداً وتفكيكِها إنسانياً واجتماعياً” وتأتي “استجابةً عمليةً لحلٍّ سياسي يضمن انتقالاً سلمياً للسلطة”.
ودعا السلطة في سوريا وجميع فصائل الثوار والمعارضة إلى تبني المبادرة مَخرجاً من الأزمة كما دعا المجتمع الدولي إلى رعايتها وضمان تنفيذها.
ويناقش اجتماع هيئة الائتلاف الذي ينعقد لثلاثة أيام في اسطنبول عدداً من القضايا والملفات، يأتي في مقدمتها انتخاب رئيس جديد للائتلاف عقب استقالة الخطيب، حيث تبرز أسماء عدد من الشخصيات منهم حسب الأوساط المتابعة جورج صبرا (الرئيس الحالي بالإنابة)، ولؤي صافي وأحمد طعمة، فضلاً عن توقعات بترشح الخطيب مجدداً لرئاسة الائتلاف.

الظاهر ان المعارضة السورية تتخبط بمشاكل كبيرة وتحاول التغطية على مشاكلها وفشلها بوضع مثل هذه المبادرات التعجيزية.
اذا كانت مثل هذه المبادرة قد نجحت باليمن بتسليم علي عبد الله صالح الرئاسة لنائبة فان ذلك قد حدث لان اليمن كانت تحت اشراف السعودية فقط وهي من اجبرته على الاستقالة اما سوريا فان اللاعبين بملفها كثيرين, فمن سيستطيع اجبار الاسد على التخلي عن السلطة خاصة بعد كل هذه الدماء والدمار؟

الظاهر ان المعارضة السورية تتخبط بمشاكل كبيرة وتحاول التغطية على مشاكلها وفشلها بوضع مثل هذه المبادرات التعجيزية.
اذا كانت مثل هذه المبادرة قد نجحت باليمن بتسليم علي عبد الله صالح الرئاسة لنائبة فان ذلك قد حدث لان اليمن كانت تحت اشراف السعودية فقط وهي من اجبرته على الاستقالة اما سوريا فان اللاعبين بملفها كثيرين, فمن سيستطيع اجبار الاسد على التخلي عن السلطة خاصة بعد كل هذه الدماء والدمار؟

ما أدهشني هو ذاك البند الذي يسمح لبشار الأسد-الذي كان سفاحا ووحشا ووووو-ومعه 500 من نظامه بمغادرة البلاد لأي بلد شاء فمثلا لو اختار قطر أو السعودية كما فعل بن علي سينسى الناس مجازره بسهولة ...........
لاحول ولاقوة إلا بالله إنها نتانة السياسة.......فالمصالح تتصالح ويطوى كل اتهام..........ويبقى السذج والبلهاء ممن لايفقهون شيئا وحدهم يعظون الأنامل.......
