ضغوط ضخمة من الولايات المتحدة الأمريكية وحلفائها على قطر
بلغت الدوحة الأمين العام لائتلاف المعارضة السورية، مصطفى صباغ، وبعضا ممن يعملون لحسابها في تركيا بأن ملف القضية السورية أصبح في يد السعودية.

وقال مصدر مقرب من المعارضة السورية في إسطنبول، إن القطريين قالوا لصباغ إن عليهم ضغوطا ضخمة من الولايات المتحدة وحلفائها وإنهم رفعوا أيديهم عن الملف السوري.

وأشار المصدر إلى أن رئيس الائتلاف المعارض جورج صبرا أدى زيارة إلى السعودية صحبة وفد يضم أسماء بارزة من المجلس التنفيذي للائتلاف مثل محمد فاروق طيفور (نائب المراقب العام لإخوان سوريا، ونائب رئيس المجلس الوطني) وعبد الأحد صطيفو (رئيس كتلة السريان الآشوريين).

وقد نقلت طائرة سعودية خاصة وفد المعارضة السورية من مطار صبيحة التركي إلى الرياض حيث إلتقى الوفد الأمير بندر بن سلطان بن عبد العزيز رئيس الاستخبارات السعودية في مرحلة أولى ثم الأمير سعود الفيصل وزير الخارجية.

وكشف المصدر أن المسؤولين السعوديين أكدوا لصبرا وزملائه استعداد الرياض لدعمهم والتنسيق الكامل معهم.

ونقل المصدر عن عناصر من الوفد أن السعوديين يبدون رغبة كاملة في التنسيق مع المعارضة السورية حتى على المستوى الميداني وأن لديهم مخططا وترتيبا لسيناريو مستقبلي يقوم على حل الأزمة عن طريق التفاوض بالتزامن مع المواجهة الميدانية، لكن دون منح فرص سهلة لتكوين فضاء خصب لتفريخ المجموعات المتشددة التي تهدد أمن سوريا راهنا ومستقبلا.

وأشار المصدر إلى أن السعوديين تحدثوا إلى الوفد بوضوح تام، وقالوا إنهم يفتحون هذا الباب مع المعارضة من أجل غاية واحدة، وهي وقف الحرب الدموية في البلاد عن طريق التفاوض ومن بوابة مبادرة المبعوث الأممي الأخضر الإبراهيمي، وهو موقف يلقى دعما أمريكيا كاملا وتفهما روسيا.

وقال السعوديون لصبرا وزملائه إن المملكة تحث مختلف الفصائل الوطنية السورية على التوحد من أجل إنجاح خيار الحل التفاوضي دون أية اشتراطات مسبقة، وأن مختلف الأطراف (نظاما ومعارضة) مطالبة بالتنازل من أجل تسريع الحل.

ووفق المصدر، فإن السعوديين طالبوا من الوفد أن يوضح أمره في ما يتعلق بالمجموعات التي ترتبط بالقاعدة أو المقربة منها خاصة جبهة النصرة.

وأكد السعوديون على أن الرياض لا تقبل بأي دور لهذه المجموعات في مرحلة التفاوض أو في المرحلة الانتقالية، لأنها مجموعات عنيفة ولا تقدر على العيش إلا في ظروف التوتر والمواجهات.

وذكر المصدر أن الوفد تعهد بقطع أي صلة للمعارضة الوطنية السورية مع المجموعات الجهادية التي يتشكل أغلب أفرادها من عناصر غير سورية.

يشار إلى أن أطرافا من المعارضة السورية والجيش الحر سبق أن عارضوا القرار الأمريكي بوضع جبهة النصرة على القائمة السوداء، ودعوا إلى التعاطي معها كشريك في معركة الإطاحة بالأسد.

لكن قرار “النصرة” الأخير الولاء لتنظيم “القاعدة” سمح للمعارضة السياسية والعسكرية بالتبرؤ منها، ومن ثمة الاستعداد لمقاتلتها استجابة لضغوط خارجية.

وفي سياق متصل، نقل المصدر عن جورج صبرا قوله إن الإخوان المسلمين، ومنذ أن تبلغوا القرار القطري، أصبحوا يعيشون في دوامة كبرى، فهذا يعني أنهم لن يكونوا طرفا مؤثرا في المرحلة القادمة، كما أن الدعم المقدم لهم سيختفي.

يشار إلى أن قطر، وبدعم تركي، عملت طيلة السنتين الماضيتين على فرض الإخوان في كل الهيئات والمؤسسات التي تخص المعارضة، وآخرها كان قرار تنصيب غسان هيتو رئيسا للحكومة، وهو شخصية مقربة من الإخوان.

وقال مراقبون إن القرار الأمريكي بتحييد قطر ومنعها من التدخل في الملف السوري مستقبلا هو ضربة موجعة للدوحة التي كانت تقدم نفسها دائما وصيا على الحركات الإخوانية والسلفية وخاصة في “ثورات الربيع العربي”، وأنها قادرة على توظيف هؤلاء في خدمة المصالح الأمريكية.

وأكد هؤلاء أن هذا القرار سيسهل الوصول إلى حل في سوريا يقوم على التوافق خاصة أن المبادرة السعودية مدعومة أمريكيا.

من جهتها أشارت مصادر خاصة في الدوحة مقربة من وزارة الخارجية القطرية إلى أن اجتماعا تم بين أمير قطر ورئيس وزرائه ووزير خارجيته الشيخ حمد بن جاسم بحضور ولي العهد القطري تميم بن حمد تخلله تبادل اتهامات حول الإخفاق الذريع الذي أصيبت به الجهود القطرية في سوريا.

وأوضح ولي العهد أنه نصح مرارا بالتعاون مع الجهود الخليجية لتقوية الموقف التفاوضي للمعارضة السورية، لكن الرهان على الإسلاميين وقف حاجزا دون الحصول على الدعم الدولي للمعارضة وتسبب في نجاح النظام السوري بتصويره المعارضة على أنها مجاميع إسلامية متشددة قريبة من القاعدة مما قلل من الدعم الدولي للجيش الحر.

وتتخوف مصادر في الدوحة من أن تتسبب الضغوط الغربية على الدوحة في ردة فعل مرتجلة من قبل جناح رئيس الوزراء خاصة بعد الإعلان عن زيارة مفاجئة سيؤديها إلى طهران حسب ما صرح به وزير الخارجية الإيراني في الأردن، وأن الدبلوماسية القطرية عرفت بتسرعها مما يفتح المجال واسعا أمام تكهنات بأن تعود الدوحة إلى تشنجها وعلاقاتها المثيرة للتحسب خليجيا وخاصة مع إيران.

وذكرت ذات المصادر أن قطر تنتظر فحوى لقاءات وزير الخارجية الأمريكية جون كيري مع المسؤولين في موسكو، وهل ستحصل بينهما خلافات حول طريقة التعاطي مع نظام الأسد، وهذه الخلافات قد تمدد في أنفاس الدور القطري ولو صوريا.

لكن التقارير القادمة من موسكو توحي بتقارب حقيقي في المقاربة الأمريكية الروسية بخصوص الدفع باتجاه حل سياسي يلزم الطرفين بتقديم تنازلات مؤلمة، وهو ما يجعل الدور السعودي مقبولا على عكس الدور القطري الذي سينتهي مع خيار التصعيد ومحاولات الإطاحة عسكريا بالأسد.

وقد دعمت تصريحات خاطفة لكيري هذا الخيار حين قال “نشاطر موسكو وجهة نظرها، وكلانا نريد أن يعم الاستقرار هذه المنطقة وأن تكون خالية من التطرف”.
