تأسست المديرية العامة للأمن الوطني، بمرسوم في الثاني و العشرين جويلية من سنة 1962، وسلمت المهام لأول مدير عام للأمن الوطني من طرف مندوب النظام العمومي في الهيئة المؤقتة، المنشأة وفقا لاتفاقيات إفيان و المنصبة غداة وقف إطلاق النار في 19 مارس 1962 بالمنطقة المسماة بالصخرة السوداء( ببومرداس)
