Dear Colleagues,

The government has just announced the investment of 100.000 Milliards DA,
~ 1.2 billion Euros, ~1.6 billion $, to boost the Algerian scientific
research to launch a comprehensive strategy aiming to boost this important
sector necessary for the development of the country. The budget is set for
the next 5 years to realise 34 national projects and it gives un-preceded
opportunity for the Algerian Competences Living abroad to participate,
first as members of the different committees and eventually as project
leaders. In this regards MESRS is partnering with ACA to identify Algerian
Competences Living abroad to take part in this initiative. For more
details please read the attached MESRS message.

At this stage, ACA will be participating in nominating candidates for
sectional committees. The role of these committees is to put a strategy
for the scientific research in each specialized area as well as set up
criteria and procedures for accepting and evaluating project proposals.
Priority for nomination in these committees will be given to those with
extensive experience in leading scientific research or research and
development in prestigious research institutes, universities or business
sectors. The candidates should demonstrate:

1) A strong research background and experience of no less than 5 years in
the discipline nominated for (publications, conferences, membership of
scientific committee, etc.)
2) Proven track record of research team leadership (leading of a research
group, directorship of a research centre, etc.)
3) Proven track record of R&D (research and development) activities [work
with industry and funding bodies]
4) Membership of national/international professional bodies
5) Readiness to work with Algerian colleagues in Algeria and understanding
of Algeria's needs in research and development
6) Readiness to work under the umbrella of ACA, thus upholding its ethics
and rules of conduct

ACA invite all its network members living abroad to send their CV, short
letter of motivation and interest and preference to which program they
would like to be involved. For those competences living in Algeria, the
selection will be made through the Algerian universities and research
institution.

At a later stage all the candidates involved in scientific research and
development will be given the opportunity to participate in this program.

The formation of these committees is due to take place on October
30th-2008 and first programs will be initiated by the end of 2008,
beginning 2009. Please send us your details no later than September 10th,

Le gouvernement algérien vient d’annoncer un investissement de 100,000
milliards DA soit 1,2 milliards d'euros, pour lancer une stratégie globale
visant à renforcer le secteur de la recherche scientifique comme base de
développement technologique et économique. Ce financement sera étalé sur
une période de 5 ans afin de lancer et developper 34 programmes nationaux.
Cette annonce va donner une occasion aux Compétences Algériennes vivant à
l'étranger de participer, d'abord comme membres des différents comités et
éventuellement comme chefs de projet. En partenariat avec MESRS, ACA fait
appel aux compétences algériennes vivant à l'étranger pour prendre part
dans cette initiative. Pour plus de détails, veillez-vous voir l’annonce
ci-jointe du MESRS.

À ce stade, l'ACA a été chargé d’identifier les candidats pour les comités
sectoriels. Le rôle de ces comités est de mettre une stratégie ainsi que
l’identification des projets porteurs pour chacun des 34 programmes
nationaux. Ces comités seront aussi habilités à mettre en place les
critères et procédures pour l'acceptation et l'évaluation des propositions
de projets. La priorité pour la nomination dans ces comités sera donnée à
ceux qui ont une expérience dans la direction de projets de recherche
scientifique dans les milieux académique et/ou industriels.
La sélection sera basée sur les critères suivants:
1) Une expérience de recherche riche de 5 ans dans le domaine de
nomination (publications, conférences, membres de comités scientifiques,
etc.)
2) Direction d’un projet ou programme de recherche
3) Expérience en R & D dans un milieu industriel
4) Membre d’organismes professionnelles nationaux et/ou internationaux
5) La motivation et la volonté de travailler avec des collègues algériens
6) La compréhension des besoins de l'Algérie dans les domaines de
recherche et de développement
7) La volonté de travailler sous l'égide de l'ACA, ainsi défendre son
éthique et règles de conduite

ACA invite tous les membres du réseau vivant à l'étranger à envoyer leur
CV, lettre de motivation et d'intérêt, indiquant leur préférence à quel
programme ils souhaiteraient être impliqués. Pour les compétences vivant
en Algérie, la sélection sera faite par les universités algériennes et
instituts de recherche.

La formation de ces comités sera finalisée au plus tard le 30
Octobre-2008. Les premiers programmes seront lancés d'ici la fin 2008 et
le début 2009.
